Qualifications:

The ideal candidate will be at least 18 years of age or possess a high school diploma or equivalent and preferably have at least one season or comparable experience working in a classroom, after-school program, or camp environment. Candidates should demonstrate strong communication skills when working with youth, families, and staff, and be able to work independently while following direction from higher-level recreation staff. The position requires individuals who show leadership and initiative in the implementation of program activities and who work cooperatively as part of a team. Successful candidates must pass all required background checks upon hire. Availability is required Monday through Friday from May through August between the hours of 7:30 a.m. and 6:00 p.m.

Recreation Specialist II Example Duties:

Duties may include, but are not limited to, the following:

• Collaborate with Recreation staff to Plan and lead developmentally appropriate activities for children ages 5–12
• Provide professional guidance and support to Recreation Specialist I staff
• Assist with behavior management using positive youth development practices
• Support daily program routines, including sign-in/sign-out procedures and transitions
• Supervise participants during activities, swim days, and field trips

The Position:

The Community Services Coordinator is delegated lead responsibility for planning, implementing, and evaluating a program of activities or services within a specified program assignment, and, typically, for providing direct leadership in a portion of that assignment. This assignment may be a specifically defined programming area that is narrower in size or scope than those assigned to Supervisors or comprised of multiple delegated responsibilities. This position will coordinate programs and services for the Police Activities League (PAL). This position receives general supervision from higher-level recreation positions and may exercise functional and technical supervision over lower-level and part-time recreation personnel and volunteers.

Qualifications:

The ideal candidate will have a valid State of California driver’s license. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Typical ways to obtain knowledge and abilities would be:

• Experience: Two years of responsible paid leadership experience in recreation or a related human services setting
• Training: Equivalent to the completion of the twelfth grade supplemented by college-level courses in recreation or a related field.

The candidate should know the basic principles and methods of planning, coordinating, and leading recreation and human services programs and activities. They should understand simple arithmetic and how to handle recreation equipment and materials.  A candidate should have knowledge of general office procedures and an understanding of community groups, activities, programs, and facilities. They should understand the basic principles of supervision, training, and performance evaluations. Bilingual ability in Spanish is highly desirable. A bilingual pay differential is available for candidates fluent in identified languages. Availability is required between 20 and 40 hours per week, depending on the time of year. Availability is typically Monday through Friday; however, occasional weeknights and weekends will be required for PAL special events.

Job Responsibilities:

Duties may include, but are not limited to, the following:

• Instruct and lead specialized recreation and human services activities in such areas as sports, cultural arts, programs for the handicapped, senior citizens, crafts, teens and other areas of leadership requiring leadership in a structured environment.
• Provide activities and general facility supervision and control at a community recreation center or special use facility.
• Coordinate, develop, implement, and evaluate programs and services in assigned program area. Perform a variety of office related functions including program registration, answering citizen inquiries both in person and on the telephone and maintaining routine records and reports as required.
• Observe and take precautions to secure the safety of participants and spectators.
• Assist in preparing program facilities for structured program activities and special events.
• Occasional driving of City vehicles to support programmatic needs, including transporting youth participants on field trips.

Qualifications:

This position requires the ability to work independently while receiving direction from a supervisor, as well as the capacity to train, oversee, and collaborate effectively with volunteers and older adults. Recreation Program Specialist Example Duties:

• Follow reservation protocol/procedure for patrons.
• Review menu provided by caterer, submit nutritional component breakdown to County for grant compliance, and prepare flyers for patron.
• Submit documentation/information associated with County nutrition grant to supervisor.
• Schedule and implement nutritional education for seniors and in-service training for staff and volunteers.
• Serve as liaison with caterer, grant provider and staff/volunteers.
• Implement food safety practices as outlined by the Health Department.
• Prior nutrition experience is desired, but not required. Training will be provided.

About the Position

This temporary position will work directly with the Recreation Supervisor-Special Events, assisting with the coordination, management, and implementation of special events operated by the City of San Carlos. This position will work evenings and weekends as needed from May – September 2026.

Essential Duties

• Assist with logistical elements of each event during the event-planning process, be onsite as needed during events for set-up, tear-down, problem-solving, and post-event tasks
• Perform administrative tasks including purchase inquiries and scheduling
• Staff and maintain the City Information Booth as required at each event
• Establish and maintain relationships with vendors, suppliers, contractors and entertainment
• Be available for event meetings as required

GENERAL INFO 
 

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.  

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only) 

• Monitor the swimming pool and enforce safety regulations. 
• Assist with aquatics programs, special events, and facility upkeep.

UNIVERSAL POSITION DUTIES (Illustrative purposes only)

• Organize, inventory, and maintain facility materials and equipment. 

• Assist in organizing and supervising recreational programs in any one or more of the following areas: children, adults, senior citizens, and participants with special needs at playgrounds, community centers, and other recreational areas. 

• Open, close, and secure facilities, including locking gates and setting alarms. 

• Set up and tear down tables, chairs, and equipment according to event/program requirements. 

• Perform light maintenance and cleaning tasks to ensure facility safety and upkeep. 

• Enforce policies, maintain discipline, and provide customer service to patrons. 

• Monitor and report facility issues and potential hazards. 

• Assist with special events and activities as needed. 

• Respond to and resolve patron inquiries and complaints. 

• Participate in safety training and emergency procedures. 

• Monitor facility rentals and provide customer service as needed. 

• Lift and move, routinely and regularly, up to 25 pounds, and occasionally lifting and/or moving over 60 pounds. Duties also include repetitive pushing; pulling; crawling; climbing; and prolonged periods of standing, lifting above the shoulders, working off a ladder, manual dexterity, and maintaining good vision and hearing.

CAMP COUNSELOR LEAD (Illustrative purposes only) 

• Oversee and guide program staff in their daily duties, ensuring high standards of supervision, engagement, and participant safety. 
• Assist in planning, organizing, and scheduling program activities to create a balanced and enjoyable experience.
• Address behavioral issues and manage group dynamics and foster a positive environment for participants and staff.
• Enforce safety protocols, emergency response procedures, and monitor the physical and emotional well-being of all participants. 
• Serve as a liaison between camp counselors/program staff, families, and City Staff, addressing concerns and maintaining effective communication. 
• Oversee staff tasks, support logistical operations, and ensure adherence to camp policies, health, and safety regulations.
• Model positive behavior, establish rapport with families, and maintain accurate program records. 
• Mediate participant disputes, assist camp counselors/program staff with behavior management, and provide ongoing support and assistance to staff, participants, and volunteers. 
• Communicate program updates and recommend improvements for materials and equipment.
• Ensure familiarity with and readiness for all emergency procedures and other tasks as directed by Supervisor.

MINIMUM QUALIFICATIONS 
 

Education and Experience 
 

• Graduation from high school or GED equivalent.
• Two years of customer service or service in the recreation industry experience preferred.

Skills and Abilities 
 

• Facility operations, customer service, basic event/program management, and safety practices.
• Ability to use custodial and operational equipment, communicate effectively, and work independently.

Special Requirements 
 

• Ability to obtain a current First Aid and Cardiopulmonary Resuscitation (CPR) certification.
• Ability to obtain a current California Food Handler Card.
• Ability to obtain a current Driver’s License and clean driving record is preferred.

FACILITY ATTENDANT LEAD (Illustrative purposes only)

• Greet patrons, and provide information on programs, rentals, schedules, rules, and policies.

SERVICE DESK LEAD (Illustrative purposes only)

• Greet patrons, answer and direct calls, and provide information on programs, rentals, schedules, rules, and policies. 
• Open/close the facility and monitor for safety, cleanliness, and proper use. 
• Check daily facility schedules and rental setup requirements.
• Use computer systems for data entry.
• Assist patrons with registration processing and POS transactions.
• Handle office tasks including mail distribution, shipments, and deliveries.
• Support office inventory management for supplies and equipment.
• Assist facility attendants and recreation programs as needed.
