Human Resources Director (Full Time)

Under the general direction of the City Manager, the Human Resource Director will conduct, lead and direct the routine functions of the Human Resources (HR) department including employee relations, recruitment and selection of staff, administering pay, compensation and classifications, benefits, and leave, and enforcing City policies, procedures, and practices. This position can be assigned special projects by the City Manager.

EXAMPLES OF WORK

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:

· Partners with the leadership team to understand and execute the City’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

· Provides support and guidance to HR Technician, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, discipline, and terminations.

· Develops and administers City personnel rules, regulations, policies, and Memoranda of Understanding and consults with department heads and the City Manager relative to employee relations, policy development and personnel issues.

· Directs and coordinates the City’s Workers Compensation, Risk Management and Safety programs, including coordination and liaison with the City’s insurance carrier on insurance claims.

· Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

· Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

· Creates learning and development programs and initiatives that provide internal development opportunities for employees.

· Oversees employee disciplinary meetings, terminations, and investigations.

· Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

· Maintains records and prepares daily reports related to work performed.

· Perform related job duties and responsibilities as required.

· Performs other duties as assigned.

The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

The Department is seeking to hire engineering and public administration interns to provide support for several programs as described below:

The City of Menlo Park is currently accepting applications for lateral Police Officers that are motivated, well-trained professionals who can meet the challenge of a fast paced, multi-tasking law enforcement environment.

The Hiring and Retention Incentive Program pays new, eligible Police Officers who are Lateral Police Officers up to a total amount of $40,000 (See details under benefits).

Additionally, major thoroughfares coursing through our fully developed community make traffic management a vital duty of all patrol officers. Overall, the department has strong opportunities for specialty assignments, including: K9, investigations, narcotics enforcement, traffic, SWAT/HNT and POP. Patrol teams enjoy a rotating 4/12 plan or a fixed 4/10 schedule in specialty assignments.

The City realizes the diversity of the community and therefore upon approval, the City pays officers a bilingual stipend. Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate. Starting September 1, 2024, Menlo Park police officers with at least one year of local service are eligible for longevity pay based on their total years as a California peace officer. Credited time includes all years served in Menlo Park plus half of any years served at other California agencies.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

Police Officer - Entry Level

Description: Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

• Responds to calls for service and takes appropriate action to resolve problems
• Renders assistance to citizens in distress
• Initiates investigation of criminal or suspicious activity
• Makes arrests, issues citations, and gives warnings when appropriate
• Enforces all laws without bias
• Conducts business license checks
• Promotes crime prevention and disseminates security information
• Testifies accurately and honestly in court

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

Licenses:  Possession of or the ability to obtain a valid California driver’s license by the time of hire, and ability to maintain the valid license.

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision. If soft contacts are worn, no limit on uncorrected distance visual acuity provided soft lenses have been worn for at least six months prior to the physical examination.

Background: • As part of the selection process, successful candidates will undergo a stringent background investigation which will include: confirming all information provided by the candidates, a polygraph test and psychological and medical examinations. Candidates may be disqualified at any point in this process. Felony Convictions: • State and Federal Law require that all Police Officers be free from felony conviction and domestic violence. Citizenship: • Applicants must be U.S. Citizens or resident aliens that are eligible and have applied for U.S. Citizenship.

THE POSITION

The City of Redwood City is looking for a dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families throughout the community. The position is flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

The current opening is based at the Downtown Library and will provide services and programs for youth at all three library locations and in the community. The position will require work during the day, evenings and weekends. The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

QUALIFICATIONS

Knowledge of:

· Standard office methods and practices

Ability to:

• Think clearly and act quickly in emergency situations.
• Gather, analyze, and evaluate information, independently assessing and disseminating the information clearly to field units

• Understand and carry out oral and written directions.
• Establish and maintain cooperative relationships with those contacted in the course of the work.

• Appropriately prioritize calls for service and related tasks.

• Represent the Town, the department, or the organizational unit effectively in contacts with representatives of other agencies, Town departments and the public.

• Take a proactive approach to customer service issues.
• Make process improvement changes to streamline procedures.
• Work in a safe manner, following Town safety practices and procedures.
• Maintain confidentiality regarding sensitive information.

Skill in:

• Learning the operation of radio equipment and related information systems.
• Operating the computer aided dispatch system effectively.
• Entering and retrieving data from a computer with sufficient speed and accuracy to perform the assigned work.

• Type at an acceptable level of speed and accuracy to perform the duties satisfactorily,
• Performing numerous tasks properly and simultaneously, with ease.

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment:

Physical Skills: Able to use standard office equipment, including a computer; mobility to work in a typical office setting to use standard office equipment; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and radio; lift and carry 35 pound boxes, files, and materials.

Work Environment: Work in a standard dispatch center environment.

Ability to: Travel to different sites and locations; locations; drive safely to different sites and locations; maintain a safe driving record; handle public information emergency situations.
