The City of Foster City is seeking energetic, self-motivated, and organized candidates for the Deputy City Clerk position in the Communications/City Clerk Department. This management level position assists the Communications Director/City Clerk in City Council agenda management, the administration of municipal elections and FPPC reporting, organizing responses to Public Records Act requests, executing post City Council meeting follow up, including processing of Council actions and agreements, coordinating the City-wide records management program, and budget operations. The Deputy City Clerk may also provide general support to the Communications Division with public engagement/outreach efforts. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade supplemented by course work in public administration or a closely related field.

Experience: Five (5) years of increasingly responsible clerical experience in a municipal organization of which at least two years have involved providing administrative office support services at the division or departmental level in a public agency.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

As a community owned, not-for-profit municipal electric utility, Silicon Valley Power (SVP) has been providing dependable electric service to the City of Santa Clara residents and businesses since 1896. Today, SVP owns, operates, and participates in more than 2,000 MW of electric generating resources delivering 4,800 GWh of electricity. SVP is growing due to data center expansion, high density developments and electrification initiatives. SVP’s peak load will be increasing from 700 MW to 1300 MW in the next 5-10 years. To accommodate the future growth, SVP is in the process of implementing a $400 million system expansion and aging infrastructure replacement plan.

The Position:

This is a professional position in the classified service assigned to work in the City’s Electric Utility Department. The incumbent will manage and operate Windows Server, Active Directory, HP Synergy Compute Modules, SAN / LUN Administration.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Bachelor’s Degree from an accredited college or university with major work in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements:

Four (4) years experience with real-time energy management systems involving development, implementation, and management.

Acceptable Substitution:

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

Other Requirements: 

• May be required to work unusual hours and weekends in the performance of their duties and  be available on an “on call” basis.

• Employees are required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements.

The City of Menlo Park's Information Technology team is seeking a temporary IT Specialist who has a broad range of support skills to provide day to day computer/desktop support, end-point configuration and management, helpdesk support and management, and maintain and troubleshoot various systems hardware, software, peripherals, A/V, telephones and mobile devices. Support to be provided onsite throughout the City at physical workstations, as well as via phone, video, email and internet.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

Communications Dispatchers are responsible for receiving and dispatching emergency and non-emergency calls for the Police Department and City.  Responsibilities are centered on extensive contact with the public over the telephone, in both emergency and non-emergency situations to receive, transmit, and provide factual information and assistance.  All activities are performed within specified legal guidelines.  Incumbents are expected to work independently and exercise judgment and initiative.

About the Position: The Planning Department is seeking TWO interns who are interested in learning about open space and planning for ecologically sensitive public recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen programs, lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.
