WORK SCHEDULE 

The Internship is for 11 weeks and can start as early as May 26, 2026, and end as late as September 30, 2026. This paid internship is offered at 32 hours per week. The official start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Thursday between 8:00am – 5:00pm. 

 

WHAT YOU’LL DO: 

• Assist Planning with Greenhouse Gas Reduction/Climate Action Plan, including research and community outreach
• Capture project photos for department’s year-end video 
• Create a housing portfolio of Below Market Rate (BMR) properties for office use 
• Support the Building Division by developing permit examples for website 
• Assist Fire Prevention with entering firework code cases and processing booth permits
• Research and collect data for Public Records Act (PRA) requests

VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

• Supervises and directs projects in connection with the planning, design, construction, maintenance and operation of transportation systems including fixed guideways, highway transit, bicycle, airport, and other facilities;

Employment Standards

Registration as a professional engineer in the State of California in a field related to transportation engineering at the time of appointment.

ABOUT THE POSITION

The City of Gilroy is recruiting an undergraduate or graduate-level City Emergency Management College Summer Intern for the summer of 2026. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in city government emergency management programs that make substantial impacts to the community. The Emergency Management Team works year-round to ensure that community is prepared for disasters through planning, training, outreach, and coordination with local and regional partners. Joining our team means contributing to meaningful work that directly supports community reliance and preparedness. 

Working under the supervision of the Emergency Services and Volunteer Coordinator, the Emergency Management Intern will assist with planning, preparedness, outreach, and administrative functions that support OEM programs and Emergency Operations Center (EOC) readiness. Work includes both office-based and field support activities.

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.
• Analytical capabilities to evaluate bids and proposals effectively, facilitating informed recommendations for vendor selection in accordance with established compliance standards.
• Ability to provide strategic advice on IT procurement strategies, contributing to decision-making processes related to complex procurement projects.
• Effective communication skills to engage with stakeholders, ensuring their requirements are understood and addressed within procurement strategies.

Ideal Knowledge:

• Demonstrated expertise in analyzing complex procurement processes for IT goods and services, ensuring compliance with applicable laws, organizational policies, and industry best practices.
• In-depth knowledge of contract negotiation and administration, with the ability to secure favorable terms that align with organizational goals and maximize value.
• Analytical skills for evaluating bids and proposals, enabling effective recommendations for vendor selection based on established compliance standards and organizational needs.
• Knowledge of analyzing and guiding strategic procurement plans that align with organizational technological goals, ensuring the acquisition of IT goods and services meets current and future requirements.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Required License or Certificate  Preferred Certifications:

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year). Internal candidates will follow existing teleworking schedule.

CITY OF SARATOGA, CITY MANAGER DEPARTMENT • INTERNSHIP OPPORTUNITY

1 Position  •  $25.00/hour  •  Up to 12 Weeks  •  Flexible Start Date  •  Summer 2026

 

This internship is offered as part of a Regional Internship Partnership designed to introduce current students and recent college graduates to local municipal government. The City of Saratoga participates in this program with the goal of connecting a diverse student population to public sector work, providing meaningful hands-on experience that supports both personal and professional growth.

Position Description

The City Manager Department has one part-time, paid summer internship opportunity (up to 20 hours per week). This is a single position that provides exposure across multiple functions within the department, giving the selected intern broad exposure to municipal operations rather than a narrow focus on one specialty. The internship runs for up to 12 weeks, and the start and end dates can be arranged around the selected candidate’s college summer break schedule.

The workload will balance supporting daily municipal operations with contributing to special projects. The intern will receive assignments and work direction from staff within the department.  

Administrative Analyst. The intern will support the planning and delivery of community programs such as the Youth in Government program and City-led events. Duties include scheduling, vendor coordination, on-site event assistance, research on municipal best practices, and data tracking.

City Clerk. The intern will assist with the preparation and coordination of City Council and commission meetings, including agenda compilation, minutes, and document management. Responsibilities also include supporting public records requests and ensuring compliance with open meeting laws and transparency requirements.

Public Affairs and Community Engagement Officer. The intern will help draft newsletters, website content, and social media posts, and will support event promotion, marketing materials, and community outreach campaigns. Additional work may include contributing to the annual State of the City report and video content produced with City Council.
