ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Child Care division offers programs with developmentally appropriate curriculum with a wide variety of activities and experiences that support and enhance children's cognitive, social, emotional and physical growth.  Our professional staff provides a balance of child-initiated and teacher-led activities designed to support children's individual growth and development in a safe and enriching environment.  

THE POSITION

The Child Care Supervisor plans, organizes and oversees the operation, maintenance, safety, activities and staff of a pre-school or school age child care program, including direct program delivery, training and evaluation of assigned staff, conducting program registration; developing program promotional materials; communicating with school personnel, center families and community members; keeping and maintaining records and producing reports; and meeting all requirements of grant funding.

• Instructs and supervises children; facilitates and leads classroom activities.
• Assists with the establishment of the program budget; tracks expenditures and administers budget.  
• Conducts registrations and provides information to parents regarding program requirements.
• Develops and implements participant behavior and discipline guidelines.
• Hires, trains, coaches, evaluates, and supervises staff; develops individualized skills development plans and provides guidance to staff in accomplishing  goals; ensures staff meet all mandatory training requirements.
• Schedules staff and ensures appropriate staffing levels are maintained.
• Oversees and/or conducts daily student check-in and maintains attendance records.
• Creates, prepares, and distributes program advertisements and promotional materials.
• Maintains records and prepares various reports and statistics related to site operations and activities including program registration, enrollment, tuition, projected revenue, and scholarships.
• Communicates with parents, collaborates with local school districts on implementation of behavioral plans and other special services as needed.
• Oversees planning and implementation of activities and events  year-round; approves Instructor II curriculum and plans.
• Collects and tracks revenues.
• Oversees planning and conducting of emergency drills; oversees and ensures safety and maintenance of facility. 

EDUCATION AND EXPERIENCE

Any combination equivalent to experience and education that demonstrates possession of the requisite knowledge, skill, and abilities.  A typical way of gaining the knowledge, skill and ability outlined  in the job spec is:  

• Completion of 15 units in Early Childhood Education, Recreation Administration, or related coursework, AND 
• At least three (3) years of teaching experience in a child care center or comparable group child care program.
• An Associate of Arts degree in Early Childhood Education, Recreation Administration, or related field may substitute for one year of experience.
• A Bachelor's degree in Early Childhood Education, Recreation Administration, or related field may substitute for two years of experience. 

SPECIAL REQUIREMENTS

• Candidates must meet all qualifications in accordance with current legal and regulatory requirements for working with children in the age group in their program.
• Must be willing to work the hours (work schedule) required for the assigned Center.
• Prefer possession of a valid California Driver's license.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

About the Position:  The EMO reports to a Maintenance Supervisor or Field Resource Specialist in the Land Stewardship & Trails Department. Working Conditions:   The EMO is a full-time position within the Land Stewardship & Trails Department.  May be required to work evenings, weekends, and holidays. Following onboarding and successfully meeting job performance expectations, may be eligible for the flexible work program which includes 9/80 schedules. May be required to work evenings, weekends, and holidays. Must wear prescribed District uniform and adhere to strict safety procedures and work habits. Depending on the exposure, employee is required to wear head, hearing, eye, foot, face, hand, and full protection equipment. THE POSITION:

The City of San Rafael, Child Care Division is accepting applications for Child Care Aide to work in our School-Age Program.  We are looking for people who are available Monday thru Friday from 2:00 – 6:00 pm.  This is a great part-time position for someone who attends school in the morning.  No weekend work required!

This position performs the following essential job duties (including but not limited to):

• Assist Director and Instructors in planning and implementing activities.
• Assist in the supervision of children at the child care center or on outings/trips.
• Assist in the cleaning and maintenance of equipment and materials.
• Assist in the preparation and cleanup of snacks.
• Other related duties as assigned.

To be eligible for this position you must have knowledge of:

• Child guidance methods.
• Developmentally-appropriate practices and curriculum.

The San Rafael Fire Department (SRFD) is piloting a 6-month, part-time, BLS ambulance  program and is seeking up to 6 motivated and enthusiastic individuals to join our team! This opportunity is designed for individuals who are pursuing a career in the fire/EMS services and want to gain hands-on experience in a professional environment. As an EMT, you will work closely with our experienced staff to learn about fire department operations, emergency response procedures, and community engagement.

• Emergency Response Support: Provide emergency medical care at the basic life support level and provide support services to Firefighter/Paramedic crews at prolonged incidents including fires, medical emergencies, rescues, and hazardous materials incidents. • Equipment and Facility Maintenance: Assist in the maintenance and inspection of firefighting equipment, tools, and apparatus. Learn proper cleaning, care, and upkeep of vehicles, gear and tools to ensure readiness for emergency situations. Assist in the tracking, organizing, and dispensing of inventory.  

• Community Outreach: Participate in community events, educational programs, and public demonstrations to promote fire safety awareness and engage with the local community. Serve as an ambassador for the fire department and provide information about fire prevention and preparedness. 

• Administrative Support: Assist with administrative tasks such as record-keeping, data entry, and inventory management. Gain exposure to the behind-the-scenes operations of a fire department.

EDUCATION AND/OR EXPERIENCE 

• Must be at least 18 years of age with a High School Diploma, GED or equivalent.  

• Must possess a valid EMT (EMT-1/EMT-B) Certificate either through the National Registry EMT or State of California. Must maintain local certification requirements.  

• Must possess a valid CPR “Healthcare Provider” card issued by the American Heart Association or equivalent.  

• Must possess, or within one month of appointment must obtain, an Ambulance Driver Certificate through the CA DMV.

Overview:

Under general supervision, this role assists in the planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water. Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The incumbent would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory consent.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. About the Position:  Midpen has two vacancies for the position of RMS I/II.  The RMS I/II performs all aspects of wildlife management for the Natural Resources Department and in support of other Department capital improvement and routine maintenance work.  The selected individual will be responsible for performing, developing, executing and managing wildlife management projects and providing biological expertise and oversight for other District projects. Work will include project management for wildlife specific projects such as species surveys, habitat mapping, development of best management practices, biological monitoring, biological awareness trainings, permitting and biological reporting in support of new construction, routine maintenance and habitat restoration projects. The RMS I/II may perform these duties directly or participate in the hiring, selection, and oversight of consultants and contractors to perform natural resources related tasks. Successful performance of work requires significant knowledge of California wildlife species, especially special status species, biological protection measures, and a basic understanding of the California Environmental Quality Act (CEQA) and state and federal agency permitting.  More experienced candidates will have progressive educational and work experience in one or more of the following (or related) disciplines:  biology, ecology, ornithology, mammalogy, ichthyology, herpetology, zoology, fisheries, wildlife management, wildlife connectivity, etc.

Responsibilities

The Resource Management Specialist I performs most of the duties required of the position but at an entry-level to support more experienced Resource Management Specialists and the Natural Resources Program as a whole. As experience is gained, assignments become more varied and are performed with increasing independence. At this level, the RMS I will assist with species surveys, monitoring, data collection, data entry, reporting, submission of samples, communication with the public, and care of monitoring equipment. The RMS I will assist with hiring, selection and management of consultants and contractors; and help to prepare detailed summaries and reports. The RMS I may assist project managers by providing valuable resource information and guidance, and serve as the liaison for subject matter experts. Work is typically assigned to small scale projects or to support larger scale projects that are managed by more experienced resource management staff.

The Resource Management Specialist II performs the full range of duties required to plan, develop, and coordinate species and habitat survey and monitoring, reporting, permitting and coordination. The RMS II is typically assigned to medium and large-scale projects and may manage these projects independently or be assigned to support larger interdisciplinary interdepartmental project teams as a natural resources subject matter expert. At this level staff receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies. Resource Management Specialist II: equivalent to graduation from an accredited four-year college or university with major coursework in ecology, biology, wildlife, or related field and two (2) years of increasingly responsible experience in evaluating, surveying, or monitoring of natural resources systems, especially Californian.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.
