The City of Campbell's Police Department is seeking qualified candidates for Public Safety Dispatcher!

Under general supervision, to receive and transmit routine and emergency telephone, radio and computer messages; to keep a variety of police records; and to do related work as required.

Typical Duties may include, but are not limited to the following:

• Answers all telephone calls promptly and courteously;
• Makes rapid and accurate determination of the nature of each call and the degree, severity, and location of any emergency;
• Refers non-emergency callers to the appropriate agency or other resource;
• Questions emergency callers to elicit complete and accurate information necessary for emergency response and enters information in the computer-aided dispatch system;
• Gather information using multiple audio and visual resources;
• Selects emergency response units in exact accordance with established user agency policies and procedures;
• Promptly and properly alerts response units in exact accordance with user agency policies and procedures;
• Maintains current status on all field units;
• Closely monitors any situation presenting a potential danger to the life or safety of field personnel and takes immediate action to dispatch assistance as required;
• Maintains radio contact with field units and enforces proper channel control, discipline, and courtesy;
• Maintains records and logs reflecting the outcome and details of emergency incidents;
• Participates in training and evaluation activities to establish and maintain a high level of proficiency;
• Accesses automated law enforcement systems, inputs data and information, and makes accurate entries into automated record files in accordance with applicable laws, statutes and Department of Justice requirements; and 
• Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.

Knowledge of:

• Standard communications principles and methods for public service dispatch activities;
• Standard office procedures and methods, including filing and the operation of common office equipment;
• Correct English usage, spelling, punctuation and grammar.

Ability to:

• Communicate clearly and concisely with persons under extreme emotional stress;
• Operate a computer aided-dispatch system;

Hours of Work: Public Safety Dispatchers typically work 12 hours shifts, with 4 work days one week and 3 work days the following week.  Shifts available area a day and night shift, or variation, that can rotate every six months.  Dispatchers may have to work weekends, holidays and overtime. 

Special Conditions: Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Other Requirements: Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

MINIMUM QUALIFICATIONS
Education & Experience:

• Graduation from an accredited high school (GED may be substituted for a high school diploma); plus
• One year of successful full-time responsible experience performing work where the essential functions of the job involved public contact, computer usage or heavy telephone traffic.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. It is the mission of SVP to be a progressive, service-oriented utility, offering reliable, competitively priced services for the benefit of the City and its customers. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

The City of Sunnyvale is recruiting for a Principal Water Pollution Control Plan Operator.  This position, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders.

The minimum qualifications for education and experience can be met in the following way:

• Graduation from high school or tested equivalent, and
• Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB).  The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition.

• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.

• Participates in field survey activities such as assisting with measuring and recording distances and elevation using Global Positioning System (GPS) equipment
• Prepares maps and drawings using geographic information system (GIS) tools to place symbols and apply color codes for the identification of facilities

• Draws and updates electrical schematic diagrams, panel wiring diagrams, substation layout drawings using AUTOCAD, and organizes associated documentation
• Prepares scaled and dimensioned plans, using AUTOCAD based on sketches prepared by engineering/estimating personnel
• Operates a computer and standard office plotting/copying equipment
• Conducts records research including job files, property ownership, easement and right-of-way records
• Maintains records of equipment databases, log books, and map inventories
• Operates passenger vehicles requiring Class C driver's license
• Orders office drafting supplies, manages outside reproduction services, and coordinates vendor services for office drafting equipment maintenance
• Performs other related duties as assigned

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:
• One year (1) experience working with computer-aided drafting (AUTOCAD) and one year (1) experience working with geographic information system (GIS).
• Completion of courses in GIS and AUTOCAD.
 
Possible Substitutions:
• Three (3) years of work experience performing mapping/drafting activities of electric utility facilities, involving the use of CAD and GIS systems and tools may substitute for the required education and experience.
 
LICENSE
Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
