Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

EXAMPLES OF DUTIES
Including but not limited to maintaining frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials; transmits information, decisions and directives. MINIMUM REQUIREMENTS

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Supervisor oversees the preparation of trial court financial documents and required reporting; provides technical fiscal assistance to the courts; reviews funding requests to ensure compliance with statute, budget authority, and Judicial Council policy; and related assignments for court leadership, Budget Services management, and the Judicial Council’s Executive Office. The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019. The Fire Department is proud to serve the Cities of Belmont, Foster City and San Mateo as a Joint Powers Authority. The City realizes the diversity of the community and therefore upon approval, the City pays officers a bilingual stipend. Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate. Starting September 1, 2024, Menlo Park police officers with at least one year of local service are eligible for longevity pay based on their total years as a California peace officer. The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

San Mateo County Health's Behavioral Health and Recovery Services Division (BHRS) is seeking a well-qualified individual for the position of Occupational Therapist II - Therapeutic Day Schools.

The mental health Occupational Therapy within the Therapeutic Day Schools (TDS) program assists youth in acquiring skills needed to function in their life roles of student and worker. As the students in the TDS program progress toward graduation they are then linked with the Department of Rehabilitation for assessment and counseling for future placement. The Occupational Therapist also provides treatment through the use of arts and crafts activities. The focus of this "activity" based treatment is the development of pre-vocational skills: pro-social and task skills.

Occupation Therapy services in the TDS unit are provided in two general areas: direct and indirect services. These services function to prepare the young person for the roles of a student, performance of age-appropriate daily living behaviors and ultimately the transition to worker, college student, or vocational training.

The Occupational Therapy program addresses: independent living skills, pre-vocational skills, socialization skills, recreation and leisure activities, and transition activities as outlined in the students Individualized Education Plan (IEP).

The Therapeutic Day School unit is comprised of two separate school programs serving high school aged special education students in the Jefferson High School District, and South San Francisco Unified School District. Each TDS program is a collaboration between that designated high school district. TDS students are certified special education students who have been evaluated and determined in need of intensive mental health services in order to benefit from their education. The core staff is comprised of a multi-disciplinary team including both mental health and educational staff. The TDS program works in close collaboration with outside service providers such as probation, social services, education, Wrap- Around service providers and other mental health contract agencies.

The Therapeutic Day School BHRS Staff include a Clinical Services Manager (1), Supervising Mental Health Clinician (1), Psychiatric Social Workers / Marriage and Family Therapists (2), Creative Arts Therapist (1), Occupational Therapist (1), Psychiatrist (1) and Medical Office Assistant (1). District special education staff include the Special Education Director (1), Program Specialist (1), Special Education Teacher (1 or 2), and Teaching Associates (1 or 2).

The ideal candidates will have:

• Experience working with adolescents in a mental health setting
• Experience working on a multidisciplinary team
• Experience working with special education students and participating in the IEP process
• Familiarity with normal adolescent development
• Familiarity with psychiatric disorders as defined in the DSM V manual
• Ability to provide treatment to youth who have co-occurring substance use issues
• Ability to structure and effectively run activity-based groups with teenagers

Responsibilities will include:

• Assessment and development of a treatment plan that links to the BHRS client treatment plan.
• Coordinating and implementing the TDS program's Occupational Therapy program, including group treatment, individual treatment, linkage to various agencies, and consultation to staff and families.
• Continual evaluation of youth capacities and deficits, and the students' response to treatment including the measurement of change and development.
• Conduct assessments, share findings and make appropriate recommendations.
• Collaborate and coordinate with the multi-disciplinary team which includes special education staff and mental health staff in order to provide comprehensive treatment to youth in the TDS program.
• Participate in milieu therapy and enforce the behavior management system.
• Provide consultation and support to families and staff as needed.
• Provide education and training to staff as needed.
• Liaison with community agencies to assess, implement or coordinate services.
• Work closely with district vocational support staff to assist students in transitioning to the role of worker.
• Participate in Individual Education Plan (IEP) meetings by completing and monitoring progress of the Individualized Transition Plan (ITP).

Qualifications

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Occupational Therapist II: One year of supervised experience in occupational therapy.

 Licensure/Certification: 

• Eligibility for or registration as an Occupational Therapist by the National Board for Certification in Occupational Therapy. Failure to obtain this licensure within twelve months of employment may result in termination.
• Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association; or must be obtained within six months of appointment.
