Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.

Mental health services are also available for emotionally disturbed children, older adults at risk of institutionalization, children in special education or at risk of out-of-home placement, uninsured residents of San Mateo County and people of any age in a major crisis.
 
Correctional Health Services provides integrated medical, dental, mental health, and chemical dependency treatment to San Mateo County's incarcerated adults, and medical and dental care to the juvenile hall population. Medical services include health screening, treatment, education, and 24-hour emergency response for juveniles and adults.

Public Health Policy and Planning includes Edison HIV Clinic and Mobile Health Clinic/Street and Field Medicine program. Edison Clinic provides comprehensive patient-centered HIV primary care services to persons living with HIV (PLWH) within San Mateo County as well as provides services in diagnosis and treatment of sexually transmitted infections (STIs) to all San Mateo county residents. The Mobile Health Clinic/Street and Field Medicine program provides field-based medical care focusing on homeless, formerly incarcerated, and farmworker/farmworker family member individuals. The program provides medical care in the field at encampments and homeless congregation sites, homeless shelter, peripheral sites outside of San Mateo County Clinics, and on a mobile medical clinic vehicle that parks at scheduled sites throughout the county.

The San Mateo Medical Center is a public hospital and clinic system fully accredited by the Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and also an acute-care hospital. We serve the healthcare needs of County residents, serving as the healthcare home for underserved and underinsured residents, with an emphasis on education and prevention. Under general supervision, Nurse Practitioners will provide services such as conducting complete physical examinations, developing diagnostic impressions, and managing care of patients working in one or more specialty areas, such as geriatric, pediatric, family health, or OB/GYN practice.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

ABOUT THE DEPARTMENT

Qualifications

Position Summary

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements. Provide service in a safe, courteous and reliable manner. Responsible for written reports and other information as required. Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments. All runs will originate in either Santa Rosa, Novato or San Rafael.

Hourly Pay: $31.29/hour to $36.81/hour

 If selected for the position, new hires will need to complete Golden Gate Bridge, Highway & Transportation District’s Bus Operator Apprenticeship Program ($31.29/hr benefits not included) which is approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m.

Upon successful completion of training, pay increase granted to $33.13 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

MINIMUM QUALIFICATIONS

Education, Training & Experience:

• Possess a California P.O.S.T. basic, intermediate, or advanced certificate.
• Completion of 30 semester units from an accredited college or university (60 units or more is preferred).
• Valid California driver’s license and satisfactory driving record.
• Physically capable of passing the California P.O.S.T. medical examination job requirements.  
• Meet all regulatory requirements for becoming a Peace Officer with a California P.O.S.T. agency.

To be considered for a Lateral Police Officer appointment, candidates must have: 

• Minimum of 12 months continuous experience as a sworn California law enforcement officer including successful completion of the employing agency probation period. Three or more years of experience is desirable.
• Well-established record of distinguished service and have consistently demonstrated excellence in their assignments as law enforcement officers.
