The Position

The Management Analyst position may be filled at either level based on experience. Some of the duties of this position may include, but are not limited to, the following:

• Help identify issues in the community related to homelessness
• Compile and analyze data related to San Mateo’s transient population; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes aimed at improving quality of life
• Work proactively with homeless individuals to offer supportive services
• Collaborate with residents and business owners to craft solutions to improve quality of life
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures as related to quality of life concerns.
• Assist in the development, coordination and monitoring of the department budget; analyze cost and revenue trends; prepare a variety of fiscal, administrative and management reports, implement fixed asset inventory program.
• Compile materials and assist on the preparation of reports, manuals, and publications.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information related to homelessness and quality of life concerns.
• Represent the City in interdepartmental, community, and professional meetings as required; make presentations as necessary.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Communicate with City personnel to address long-term solutions to ongoing problems affecting residents, business owners involving various license or code violations.
• Interpret Federal, State and City regulations; coordinate their application to City operations.

DEFINITION

The City of Live Oak Internship Program is designed to attract, develop and mentor innovative individuals interested in pursuing a career in the public sector. The program seeks dedicated students who, through their academic achievement and/or employment history, have demonstrated high potential for a career in local government. Interns are encouraged to apply for full-time positions with the City after their internship is completed.

CLASS CHARACTERISTICS

Interns generally work under close supervision and perform simple or routine tasks while learning to perform the more difficult and responsible ones. Interns are hired as limited term employees and employment service is dependent on the length of the project or the particular City service needs.

Intern positions are by their nature temporary employment and Interns are not eligible for City benefit programs unless specifically approved in writing by the City Manager.

The work schedule is typically part-time 15-20 hours per week with flexibility to work 30 to 40 hours per week depending on the needs of the Intern and the City program assigned. THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City's five-member governing body whose members are elected by district to four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor are selected by the City Council to serve one-year terms, rotating each December. The City Council appoints the City Manager and City Attorney, as well as members of the City’s seven commissions, and the City Manager appoints all executive and management positions. City staff report to one of six departments: the City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. The Administrative Services Department is a department of nearly 30 staff in Finance, Human Resources, and Information Technology. THE POSITION

The Human Resources Manager is a key management position at the City. This individual plans, manages, and oversees the daily functions, operations, and activities of Human Resources, working collaboratively with the Administrative Services Director and management staff across the City. It is essential that this position is responsive to all customers and takes a proactive approach to building relationships throughout the organization, recognizing the value and unique contributions made by each and every employee. This individual serves as the main point of contact on employee relations matters and leads labor relations for the City’s five unions (general employees, supervisors and mid-management, police officers, police sergeants, and temporary employees), along with the confidential and unrepresented management groups. This position leads highly-complex projects; conducts a variety of organizational and operational studies and investigations; and prepares and presents staff reports, policies, and other correspondence for the City Council and all employees. The Human Resources Manager leads a staff of five, comprised of three Management Analysts and two Human Resources Technicians, to accomplish a wide variety of daily tasks, policy and labor agreement administration, and process improvements, and is responsible for interpreting and complying with the various regulatory requirements from Federal, State, and local agencies.

The selected candidate will have the opportunity to work on the following upcoming projects:

• Manage projects currently underway that involve collaborating with employees at all levels of the organization, including the citywide classification and compensation study and the employee engagement survey.
• Retool several division functions, including performance management, recruitment, selection and retention processes, leave programs, and workers' compensation leave administration.
• Promote employee engagement and performance management through enhanced training programs and citywide recognition events and other initiatives identified through the engagement survey analysis.
• Continue to manage and develop content for the popular “HR Bits and Bites” trainings, where supervisors and managers connect with Human Resources and one another for development and relationship-building over snacks.
• Train and develop Human Resources staff to form a cohesive team equipped to succeed.
• Review and update policies and practices to ensure compliance with employment laws.

The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.

Key Responsibilities:

• Serve as Clerk to the City Council, including attending meetings and ensuring accurate documentation of proceedings
• Oversee municipal elections and candidate filing processes

Minimum Qualifications:

Education:
Bachelor’s degree from an accredited college or university in public administration, business administration, or a related field

Experience:
Five (5) years of increasingly responsible experience in a City Clerk’s office or a comparable municipal environment

Licenses/Certifications:

• Certified Municipal Clerk (CMC) designation is desirable (or ability to obtain)
• Notary Public certification within one year of hire
• Valid California Driver’s License

Special Requirements:

• Ability to attend evening City Council meetings
• Flexibility to work varied hours, including occasional weekends
• Ability to travel to different sites as needed

Title: Protective Services Workers

Protective Services Workers play a crucial role in ensuring the safety and well-being of children and families. They engage in case planning, risk assessments, and deliver vital support services.

Essential Duties but Not Limited:

• Family Partnership: Collaborate with families, communities, and service providers to form a supportive team addressing the safety, health, and well-being needs of children, youth, and families.
• Assessments: Conduct comprehensive assessments of safety, risk, and protective capacity using designated tools, taking appropriate actions to ensure child safety.
• Case Management: Maintain case information using computerized case management systems and develop behavioral case plans in collaboration with families and stakeholders.
• Support Services: Connect families with a range of services and empower them to implement case plans effectively.
• Education: Counsel and educate youth, families, caregivers, and partners on Child Welfare processes, legal requirements, and departmental policies.
• Community Engagement: Build community partnerships and educate organizations about Family and Children’s Services.
• Professional Development: Stay updated on policies, initiatives, and best practices through training and participation in work groups.
• Compliance: Ensure assigned cases meet compliance standards and testify in court as required.
• Placement Support: Monitor children placed in homes, ensuring their needs are met and facilitating mandatory parental visits and appointments.
• Documentation: Prepare clear and timely written correspondence, electronic records, and court reports in compliance with agency procedures.

Special Requirements:

• Ability to drive outside of San Francisco, climb stairs for home visits, lift objects up to 40 pounds.
• May be required to work after standard hours for emergency response shifts, including nights and weekends.
