The Position

 
The San Bruno Police Department is recruiting for entry-level Public Safety Dispatchers.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining
a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency
  and non-emergency
  telephone and radio traffic.  

• Maintains and processes a variety of communications reports, records and radio logs.

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.

• Responsible for various Record Management System (RMS) entries, some of these include but are not limited to citations, warrants, subpoenas. 

• Responsible for accurate and timely entries into the California Law Enforcement Telecommunication System (CLETS), as well as, the National Crime Information Center (NCIC).

• Maintains a high level of confidentiality.

• Performs collateral duties including a variety of related clerical tasks:
  records entry, assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions. 

• Performs related duties and responsibilities as assigned. 

Typical Qualifications

Education

• Possession of a high school diploma or GED equivalent. Additional related college course work or degree preferred.

Experience

• At least one (1) year of related work experience requiring alertness and independent judgment, but no previous public safety dispatch experience is required.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.

• Typing certificate issued within the last year verifying minimum typing speed of thirty-five (35) net words per minute with a maximum of nine (9) errors. Typing certificate must be submitted with application to be considered.  Online typing certificate permitted with application; formal test will be administered to final candidate.

• Completion within the last year of the POST Entry Level Dispatcher Selection Test Battery with a preferred minimum
  score of 48 or above;
  or CritiCall Dispatch passing test results within a year of application date.

The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

• Salary: $6,681 - $8,612 per month.
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. • Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

The Position

The San Bruno Police Department is recruiting for Per-Diem Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety. Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This is a per-diem position. Shifts are offered based on staffing needs, and per-diem employees may choose the open shifts that are available. Available shifts may include day, swing, or graveyard hours, including weekends, and holidays. Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality. Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions. This position is integral in supporting the goals and objectives of the City and Police Department. 

Examples of Duties

• Receives and transmits emergency telephone and radio traffic.  
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.

• Performs collateral duties including a variety of related clerical tasks: process warrants; assist in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.

Special Requirements

Supplemental Information

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be terminated at any time. This position does not provide any benefits, with the exception of paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.  

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS
Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to his/her final score.
