This role ensures compliance with safe drinking water standards as well as federal, state, and local regulations. Responsibilities include conducting field investigations, surveys, tests, and audits of work performed by third‑party vendors or contract staff; preparing reports; maintaining records and files; and performing related duties as assigned.

Education and Experience

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 60%) and a practical exercise (weighted 40%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

Note: Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process. The City of Foster City reserves the right, at its discretion, to limit the number of qualified candidates invited to the selection process.

                                     POSITION DETAILS:

• Salary range: $32.59 - $41.56 + Excellent Benefits
• Salary Increases:
  • 3% Cost of Living adjustment increase effective 7/13/26
  • 3% Cost of Living adjustment increase effective 7/12/27
    • Salary placement is generally at the beginning of the range.
    • Advanced placement may be considered based on related education and experience.
    • NOTE: The City recently completed a compensation study comparing its salary ranges with those of other local agencies. As a result, 87% of salary ranges will be adjusted upward at various intervals. As ranges are adjusted, job postings will be updated to reflect these changes.

• Work schedule: 4/10 (four 10‑hour days)

                                MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by specialized and technical training in the building and construction trades.

Experience:

• Two years of responsible experience involving the construction and maintenance of public works or water facilities, depending on area of assignment.

                                     IDEAL CANDIDATE:

The ideal candidate will possess the following qualities and abilities:

• Strong knowledge of landscape construction, irrigation systems, and plant health
• A strong attention to detail with the ability to identify landscape‑related issues early in the field, such as irrigation problems, plant health concerns, safety hazards, or non‑compliance with plans and specifications.
• Experience in interpreting landscape plans, specifications, and technical drawings
• Excellent communication skills for working with contractors, staff, and the public
• Experience in evaluating plant and turf conditions and recommending corrective actions
• Ability to enforce landscape standards — including irrigation requirements, planting specifications, soil preparation, and maintenance expectations — with professionalism and tact.
• Experience working out in the elements in a fast-paced, project-focused environment
