DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

There is currently one (1) full-time, regular hire Civil Engineer (Engineering) vacancy.

The Senior Civil Engineer (CE) plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer.

Signing bonus:

In addition to a competitive compensations package, new, full-time, regular hire Senior Civil Engineer are eligible to receive a $10,000.00 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

Hybrid schedule:

The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

There is one (1) full-time, regular hire vacant position in the Capital Projects Division.

The County of Marin seeks an experienced, motivated leader to manage the Facilities Capital Projects Division and partner with stakeholders in the delivery of high-profile projects at County buildings. This position oversees a major division within the Public Works Department with management responsibilities over facilities capital improvement planning and programming, project development, and preparation and oversight of the division’s operating and capital budgets. The Facilities Capital Projects Division is comprised of ten accomplished project managers, architects, and support staff that develop a wide variety of facilities projects from the planning phase through design, permitting and construction.

About the Position: The Library Activity Leader supports the Makerspace at the Downtown Library and potentially at the library branches and outreach events. THE POSITION

The City of Redwood City is looking for a dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families throughout the community. The position is flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

The current opening is based at the Downtown Library and will provide services and programs for youth at all three library locations and in the community. The position will require work during the day, evenings and weekends. The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

QUALIFICATIONS

Knowledge of:

· Standard office methods and practices

Ability to:

• Think clearly and act quickly in emergency situations.
• Gather, analyze, and evaluate information, independently assessing and disseminating the information clearly to field units

• Understand and carry out oral and written directions.
• Establish and maintain cooperative relationships with those contacted in the course of the work.
• Speak in a clear and understandable voice, using good English and proper enunciation.
• Appropriately prioritize calls for service and related tasks.
• Communicate effectively in writing, orally, and with others to assimilate, understand, and convey information in a manner consistent with job functions.

• Represent the Town, the department, or the organizational unit effectively in contacts with representatives of other agencies, Town departments and the public.

• Take a proactive approach to customer service issues.
• Make process improvement changes to streamline procedures.
• Work in a safe manner, following Town safety practices and procedures.
• Maintain confidentiality regarding sensitive information.

Skill in:

• Learning the operation of radio equipment and related information systems.
• Operating the computer aided dispatch system effectively.
• Entering and retrieving data from a computer with sufficient speed and accuracy to perform the assigned work.

• Type at an acceptable level of speed and accuracy to perform the duties satisfactorily,
• Performing numerous tasks properly and simultaneously, with ease.

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment:

Physical Skills: Able to use standard office equipment, including a computer; mobility to work in a typical office setting to use standard office equipment; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and radio; lift and carry 35 pound boxes, files, and materials.

Work Environment: Work in a standard dispatch center environment.

Ability to: Travel to different sites and locations; locations; drive safely to different sites and locations; maintain a safe driving record; handle public information emergency situations.
