The City of Dixon is opening a great opportunity for those interested in contributing to local law enforcement efforts for the position of Police Volunteer in the Police Department. Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.

The Placer County Community Development Resource Agency is seeking applications to fill one (1) full-time Long-Range Senior Planner vacancy on the Long-Range Planning team. This position performs a variety of complex, long-range planning functions, including supporting development of the General Plan update and Housing Element implementation and will support a Principal Planner and the Planning Director in fulfilling the role. This position can be based out of either the Auburn or Tahoe City office.

Key duties include:

• Assist in updating the County’s General Plan, including drafting and developing policy and code, permitting policies and/or development standards, and implementation strategies, as well as performing legislation review and education.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

THE IDEAL CANDIDATE
The ideal candidate is passionate about long-range planning, creative and innovative with policy development, flexible, and able to succeed in a fast-paced environment working both independently and with a team. They are familiar with state planning laws and requirements and can develop a comprehensive understanding of the laws and local implementing ordinances to ensure compliance. The candidate demonstrates excellent interpersonal and communications skills and negotiates effectively with development, community, and governmental interests to achieve mutually beneficial outcomes.

Additionally, the ideal candidate will have experience working in local government and/or in a long-range planning field and implementing the California Environmental Quality Act. The candidate should demonstrate experience working on a range of long-range planning documents including, but not limited to, General Plans, Specific Plans, and zoning text amendments, and will possess knowledge of a range of planning topics, including land use, community design, housing, sustainability and adaptation, mobility planning, habitat conservation, and natural resource programs.
