The Department:
The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

 

The Position:
The Recreation Instructor is responsible for planning, instructing, and supervising a specialized class or program.  With general policy and departmental philosophy guidance from a supervisor, the incumbent exercises sound independent judgment in setting a class curriculum and schedule in a specialized area of instruction such as aquatics, arts and crafts, athletics, cultural arts, dance, drama, physical fitness, music, older adult programs, preschool, and therapeutics.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• Six (6) months of experience teaching preschool, therapeutic recreation, or a specialized area in a classroom setting; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver’s license is desirable

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law

The Instructor-Lifeguard functions as both a swimming instructor and a lifeguard at a City swimming pool.    An incumbent conducts classes at all participant skill levels (beginning through advanced) and supervises the conduct of swimmers in City pools in order to maintain a safe environment.   This class is distinguished from the Lifeguard in that the latter has a sole focus on lifeguard responsibilities.  This recruitment may be used to fill multiple positions in this, or other divisions or departments. • Conducts swimming instruction classes at various participant age and skill levels
• Administers practical swimming tests to determine participants' skill levels
• Maintains class participant attendance, activity, and progress records
• Observes swimmers at a City operated swimming pool; warning those who violate pool safety rules, and expelling them, if necessary, for willful disobedience
• Maintains a safe but enjoyable poolside atmosphere for participants by continuously monitoring  pool facility for potential problems or dangerous situations
• Rescues swimmers who are in distress;  administers first aid and artificial respiration, if necessary, according to prescribed methods
• Cleans, disinfects, and maintains the pool, pool decks, overflow gutter, shower rooms and other pool facility areas
• Performs other related duties as assigned

 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• Education equivalent to completion of the tenth grade; and
• No experience required; and
• Must be at least 16 years of age at time of application

LICENSES AND/OR CERTIFICATES
Possession of the following is required:
• A valid American Red Cross Water Safety Instructor certificate or Completion of City of Santa Clara Learn To Swim Instruction Program; and
• A valid American Red Cross Lifeguard certificate; and
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

The Department:
The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park.  
 
The Position:
Providing customer service at Recreation Facility Front Desk (CRC, YAC, Senior Center, Reed & Grant Sports Park, Warburton and ISC Pools). The job responsibilities include data input, processing program registrations, opening and closing the desk reception area and keeping accurate records of daily sales. Daily check in of patrons, adhering to established protocols and ensuring the safety of customers as they enter and exit the facilities. Work assignment shifts will include, days, evenings and weekends.

The Recreation Office Assistant has an emphasis on performing a variety of clerical and customer service duties at a recreation facility.  An incumbent in this classification is responsible for demonstrating a high level of customer service while performing basic clerical duties including financial transactions, maintaining documents, and assisting others.  Assignments are generally limited in scope, contain fairly routine duties, and are performed within a procedural framework established by higher-level employees.

The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.

Happy Hollow Park & Zoo (HHPZ) is a 16-acre amusement park and an Association of Zoos & Aquariums (AZA) accredited zoo located in San José, California with the mission of connecting people to nature through play. HHPZ is open to the public year-round.

Position Duties

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill one (1) full-time Parks, Recreation Facilities Supervisor vacancy in the Parks Division at Happy Hollow Park & Zoo.

The total salary range for the Parks, Recreation, and Facilities Supervisor classification is $112,563.36 - $137,220.72 annually.

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The Parks, Recreation and Facilities Supervisor at  HHPZ plans, directs, coordinates, and supervises park operations (Parking, Admission, Membership, Guest Services, Food & Beverage, Entertainment, Celebrations, Admin services, Rides, Facility Maintenance, Park Maintenance), programs, budgeting, hiring, and contract management. 

The Parks, Recreation and Facilities Supervisor plays a critical role in developing the future strategic plan which includes managing facility improvement projects that support the mission of HHPZ. The Parks Facility Supervisor also supervises, trains, and evaluates park staff, including the Food & Beverage Supervisor and Amusement Park Supervisor and collaborates closely with the Zoo Manager and the Public Information Representative, under the guidance of the HHPZ Parks Manager. 

The desired candidate is a proven leader in recreation and amusement park management and will be a key champion for the goals and objective of the park, cultivating and maintaining effective relationships with stakeholders, agencies and partner organizations. Position Duties

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Power Resources Division. The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:
* Supports the preparation, issuing, and evaluation of solicitations related to Energy, Resource Adequacy and Renewable Energy Credits.
* Assists with the evaluation of pre- and post-release solicitation materials for long-term energy projects such as stand-alone and collocated energy storage, wind, and solar resources.
* Assists in the management, analyzing, and enforcing of power contracts, including long-term energy contracts through development, construction, and operation.
* Assists in the management and resolution of matters related to resources performance within the California Independent System Operator’s energy and capacity markets.
* Supports SJCE Scheduling Agent, particularly focusing on stand-alone and collocated storage and renewables, based on SJCE’s internal strategies and policies.
* Conducts primary research related to SJCE obligations within the CAISO, CPUC, and other regulatory frameworks with particular focus on matters related to stand-alone and collocated storage, and renewable energy assets.
* Participates in completing analysis and prepare procurement plans, including managing consultants, and developing procurement strategies.

Recreation Leader I
The Recreation Leader I is an entry level classification in the Recreation Leader series designed for high school students whose skill level in several broad types of recreational activities is sufficient to assume responsibility for an entire recreation program or area. Under immediate supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities.   The Recreation Leader I is distinguished from the Recreation Leader II in that the latter is designed for college level students.

The Recreation Leader II will supervise children, youth, teens, and other program participants in many facilities, including but not limited to the Reed & Grant Sports Park, Youth Soccer Park, Youth Activity Center & Teen Center, and Community Recreation Center. In this role, the successful incumbents will help conduct health and safety checks, open/closing facilities, serve as Disaster Service Worker while adhering to COVID-19 protocols.  Recreation Leader IIThe Recreation Leader II is an intermediate-level classification in the Recreation Leader series.  This classification is designed for high school graduates whose skill level in several broad types of recreational activities and is sufficient to assume responsibility for an entire recreation program or area. Under general supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. This class is distinguished from the Recreation Leader III in that the latter holds responsibility for planning and developing recreation activities. 
 Recreation Leader IIIThe Recreation Leader III is an advanced-level classification in the Recreation Leader series designed for college students who are skilled in several broad types of recreational activities.  Under general supervision,  an incumbent in this classification is responsible for the planning, organization, development, and leadership of a specific recreation activity or group of several closely related activities in specialty areas such as athletics/sports, aquatics, drama, arts and crafts, music, dance, therapeutics, nature, and camping . The Recreation Leader III may oversee the work of lower-level personnel and may lead and/or conduct clinics, programs, seminars, and similar gatherings in the specialty area.   The Recreation Leader III is distinguished from the Recreation Specialist in that the latter  exercises a higher degree of independence and holds greater overall program responsibility.

VTA’s Engineering and Program Delivery Division is seeking a seasoned professional with strong project delivery experience and a specialized focus in environmental engineering to serve as a Senior Environmental Engineer.

The Senior Environmental Engineer is expected to manage, mentor and train team members that supports delivery of projects with regards to environmental assessment/survey, hazardous material investigation, abatement of VTA acquired properties, remediation of soil and groundwater at VTA facilities and construction sites, noise and vibration monitoring, design of remediation system, preparation of site management plan, and facility closure application. 

Engineering and Program Delivery Division
The Engineering and Program Delivery  (EPD) division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Bay Area Rapid Transit (BART Silicon Valley) Project. This project will extend the BART regional heavy rail system to Milpitas, San Jose and Santa Clara. 

Transit Engineering Department
The Transit Engineering Department is responsible to deliver capital transit and facility projects located throughout the VTA service area. This group provides program management services for this transit and facility program by leading capital projects from engineering through construction and turnover.  With close coordination with VTA Operations and local jurisdictions, these projects include a variety of pedestrian, bus, light rail and commuter rail improvements.  Projects managed by this group also include important capital improvements for facility projects at the light rail and bus operations and maintenance facilities. The transit and facility projects include a variety of purposes ranging from rehabilitation to sustain a state of good repair to expansion of the existing infrastructure to increase bus or light rail service. This group also performs modification to the system to increase operational efficiency and flexibility and implements safety and security projects to improve the protection of the community and our riders.

Under general direction, a Senior Environmental Engineer supervises and performs highly responsible professional engineering in the analysis, design, implementation, operation, monitoring and reporting of hazardous materials remedial action systems either directly or through subordinate staff or consultants.

Distinguishing Characteristics
This position is responsible for managing all issues associated with regulatory determinations, site investigations, remedial recommendations and civil/hazmat contractor coordination for all hazardous material related issues encountered in property acquisitions, light rail construction, highway program liaison, and facility improvement construction activities for VTA.

• Processes requests for hazardous material investigations, develops scope of work for investigation, assigns work to a consultant, arranges for site walkthrough/inspections;
• Meets with Program and Construction Managers to provide status reports;
• Manages the work of environmental consultants and environmental hazardous materials contractors;
• Maintains records of remedial action systems;
• Performs due diligence investigations for property acquisitions for VTA capital projects;
• Performs groundwater monitoring and remedial activities at VTA maintenance facilities;
• Provides oversight of the VTA Highway Program relating to hazardous materials investigations;
• Keeps abreast of Federal, State, and local regulations and programs, and adheres to reporting requirements of regulatory agencies;

Minimum Qualifications:
Training, education and experience that demonstrates possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through graduation from an accredited college or university with a degree in Civil, Chemical, Biochemical, Geotechnical, Mechanical or Industrial Engineering or a related field and six (6) years of increasingly responsible professional environmental engineering work including experience supervising or leading professional engineers or consultants.

Registration as a Professional Engineer in the State of California in Civil, Chemical, Biochemical, Geotechnical, Mechanic, or Industrial Engineering or a related field at the time of appointment is required.

The ability to obtain and maintain a Hazardous Materials training certificate issued by the State of California.

Planning Division
This division is responsible for conducting all Congestion Management Program (CMP) and VTA transportation and transit planning activities, as well as programming, grants management, and real estate. The Planning Division consists of three primary focus areas: Planning, Programming and Grants, and Multimodal Planning & Real Estate

Multimodal Planning & Real Estate Department Real Estate Department 
As part of the Planning Division, the Multimodal Planning & Real Estate department is a passionate group dedicated to transforming transportation, land use, and community connections across Santa Clara County. The department successfully integrates several key programs to achieve this mission, including Multimodal Planning, Transit-Oriented Development (TOD/TOC), Asset Management/Real Estate, and Right-of-Way. 

The Right-of-Way Program
As a core program within the department, the Right-of-Way (ROW) team directly executes VTA’s capital delivery by overseeing the acquisition of full properties, permanent easements, temporary construction easements, and other critical property interests. ROW ensures project certification and delivery for massive infrastructure improvements across Santa Clara County, including major rail extensions like BART Silicon Valley and Eastridge to BART Regional Connector (EBRC), as well as highway and complete streets projects. This work involves extensive multi-agency coordination with external partners like Caltrans, utility providers, and local municipalities to handle complex property clearances and utility relocations.

What You'll be Doing
Definition
Under direction, the Senior Real Estate Agent plans, organizes, supervises, and integrates the work of assigned staff and consultants engaged in acquiring, appraising, managing, leasing or disposing of real property and rights-of-way and/or planning, offering, negotiating, and managing VTA's joint development projects and associated agreements, and performs related duties as assigned.

Distinguishing Characteristics
Senior Real Estate Agent is the first line supervisory classification in the Real Estate job series. Incumbents are responsible for planning, organizing, and supervising staff engaged in all aspects of VTA real estate transactions and agreements, and for performing the more difficult and complex duties.  Senior Real Estate Agent is distinguished from Manager, Real Estate & Project Administration in that the latter has full managerial responsibility for the entire real property program for VTA.

• Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff;
• With assigned staff and consultants, develops, implements, and monitors plans, goals and objectives to ensure that designated property appraisal, acquisition, management, sales, relocation projects, and joint development functions are accomplished in accordance with adopted schedules and budgets;
• Supervises and performs work related to major joint development planning projects that encompass residential, commercial, and other types of real estate development;
• Conducts and/or participates in complex planning and rezoning approvals, competitive offerings for long-term leases, difficult appraisals, negotiations, relocation assistance, and property sale or disposition functions;
• Performs detailed, complex research, analyses, and determinations;
• Develops work plans, schedules, and budget estimates for joint development studies and projects and oversees their execution;
• Prepares and presents information to the public, boards, committees, and community groups;
• Reviews, evaluates, and approves architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced by consultants;
• Provides attorneys with market appraisals and other data for use in property settlements and condemnation litigation;
• Plans, directs, negotiates, administers and/or participates in the development, negotiation and administration of consultant contracts;
• Reviews, recommends, and administers Real Estate Department policies and procedures;

Minimum Qualifications:

Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities. 

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with major coursework in business administration, public administration, finance, real estate, or a related field; and five years of increasingly responsible experience in the appraisal, acquisition, relocation, design, financing, construction, and/or management of real property, with at least two years in a project lead or supervisory capacity.

Experience in acquisition of property for public use or experience with public-private development on public property is desirable.
