POLICE OFFICER

(ACADEMY GRADUATE / ACADEMY PARTICIPANT/ FTO)
 
Candidates must have successfully completed a California POST approved Basic Police Academy with a valid California POST Academy Certificate; OR Currently attending a POST approved Basic Police Academy and/or has been accepted to a POST approved Basic Police Academy.

The City of Hayward is accepting application for Police Officer--Academy Graduates and Academy Participants. Police Officers at the City of Hayward perform a wide variety of law enforcement assignments including but not limited to: patrol, traffic control, criminal and juvenile investigation, and radio communication. These require operating a patrol car or motorcycle, arresting and citing violators of laws, writing reports, serving warrants, testifying in court and providing information to the public.

Those candidates who are currently participating in the Police Academy would be hired as a Police Officer Trainee ($5,837-$6,125). The Police Officer Trainee is hired into a civilian position for the period of time they are assigned to the police academy. Upon successful completion of training at the academy, Trainees will then be sworn in and appointed to the classification of Police Officer. Police Officer Trainee benefits are limited to those of a civilian employee.

The Hayward Police Department is comprised of a staff of 197 sworn personnel and 124 professional staff.  The Department supports a Community Policing philosophy and offers excellent promotional and special assignment opportunities.  The Patrol Division currently works 3-12.5 hour days and has weekends off at least six months out of the year. Patrol Officers enjoy a minimum of 9 training days per year.  Detectives who work investigations (SVU, Homicide, Gangs, Narcotics, etc.) receive incentive pay and participate in several task forces in Alameda County.  Officers have a wide variety of specialty assignments to choose from, such as School Resource Officer, K9, Special Duty Unit (street enforcement related to gangs), and Traffic (motors).

DEFINITION 

Under general supervision, the Police Officer patrols the City's commercial, industrial, and residential districts; enforces laws and ordinances of the state of California and the city of Hayward, works closely with the community to preserve the peace and promote public safety; carefully documents own activities in written reports and statements; performs a wide variety of law enforcement assignments such as patrol, traffic control, criminal and juvenile investigation, radio communications, and administrative services; provides court testimony; investigates crimes such as burglary, robbery, assault, and disturbing the peace; assists firefighters and emergency medical technicians; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS 

Work normally consists of routine police tasks performed according to Department rules and regulations. Incumbents receive general and special instructions and must be able to act without direct supervision. The absence of ongoing supervisory responsibilities distinguishes this class from the class of Police Sergeant.

SUPERVISION RECEIVED 

General supervision is provided by higher level officers.

Provide occasional supervision to volunteers, reserve officers and professional support staff.

 

Essential Duties

Duties may include but are not limited to the following:

• Patrols the assigned area on foot or in patrol vehicle, makes routine security checks, inspects places of possible disorder and keeps alert to discover suspect circumstances or persons.

• Resolves disputes, admonishes individuals, responds to accidents and provide emergency first aid.

• Watches for suspicious cars, curfew violators and wanted persons.
• Operates two-way radio equipment.
• Takes fingerprints and photographs and processes evidence
• Assists in booking and jailing prisoners.
• Processes and transports prisoners.
• Directs traffic.
• Questions suspects and witnesses.
• Provides information, directions, other services and assistance to the public.
• Inspects patrol cars/motorcycles, equipment and weapons to ensure proper operation.
• Prepares for and participates in planned events; stands and directs traffic at collision scenes and demonstrations; controls crowds; and cooperates with City, State and other agencies to secure areas at special events or crime scenes.
• Participates in special details and assignments.
• May serve as a field training officer.
• Perform related duties as assigned.

Minimum Qualifications

 

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:  One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.       

OR 
Currently employed by a law enforcement agency and have successfully passed a field training officer (FTO) program, but have yet to complete probation.

OR
Successful completion of a California Basic P.O.S.T approved academy certificate. Obtained within the past eighteen (18) months from date of application is desirable.
 
Education:  High school diploma or equivalent. Possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable.
 
Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

- Age, not less than 21 years at time of appointment.

- Vision in each eye, correctable to at least 20/30.

- Must pass a background investigation.

- Must meet all Department medical, physical and psychological standards.

Licenses and Certificates: Possession and maintenance of a valid Class C California Driver's License.

The Department:
The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park. 

The Position:
Recreation Leader I
The Recreation Leader I is an entry level classification in the Recreation Leader series designed for high school students whose skill level in several broad types of recreational activities is sufficient to assume responsibility for an entire recreation program or area. Under immediate supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities.   The Recreation Leader I is distinguished from the Recreation Leader II in that the latter is designed for college level students.

The Recreation Leader II will supervise children, youth, teens, and other program participants in many facilities, including but not limited to the Reed & Grant Sports Park, Youth Soccer Park, Youth Activity Center & Teen Center, and Community Recreation Center. In this role, the successful incumbents will help conduct health and safety checks, open/closing facilities, serve as Disaster Service Worker while adhering to COVID-19 protocols.  Recreation Leader IIThe Recreation Leader II is an intermediate-level classification in the Recreation Leader series.  This classification is designed for high school graduates whose skill level in several broad types of recreational activities and is sufficient to assume responsibility for an entire recreation program or area. Under general supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. This class is distinguished from the Recreation Leader III in that the latter holds responsibility for planning and developing recreation activities. 
 Recreation Leader IIIThe Recreation Leader III is an advanced-level classification in the Recreation Leader series designed for college students who are skilled in several broad types of recreational activities.  Under general supervision,  an incumbent in this classification is responsible for the planning, organization, development, and leadership of a specific recreation activity or group of several closely related activities in specialty areas such as athletics/sports, aquatics, drama, arts and crafts, music, dance, therapeutics, nature, and camping . The Recreation Leader III may oversee the work of lower-level personnel and may lead and/or conduct clinics, programs, seminars, and similar gatherings in the specialty area.   The Recreation Leader III is distinguished from the Recreation Specialist in that the latter  exercises a higher degree of independence and holds greater overall program responsibility.

• Promotes recreation programs and activities in a specialty area; explains rules and regulations
• Organizes and leads groups in the particular recreation activities making up the specialty area
• Consults with recreation staff to coordinate the specialty area with the overall recreation program; incorporates the recreation specialty into a Department-approved total philosophy of recreation; interprets philosophy to participants and the public
• Advises and assists other recreation leadership staff members involved with the specialty activity to meet the specific needs and interests of the people involved
• Demonstrates and explains techniques, procedures, materials, equipment, and supplies used in the activity field
• Keeps records and accounts of attendance, inventory, financial charges and receipts, personnel, special events, accidents, and other matters requiring systematic recording
• Reports to supervisors on groups or individuals, plans, and problems; recommends action and carries out departmental policies in leading the special activity
• Issues, receives, and oversees the use of equipment by individuals and groups in the activity; recommends the acquisition or disposal of such equipment and materials
• Ensures all appropriate safety precautions are observed in the activity
• Performs other related duties as assigned. 

 

Minimum Qualifications

Recreation Leader I

EDUCATION AND EXPERIENCE
Minimum Requirements

• Education equivalent to completion of the tenth grade; and
• No experience required; and
• Must be at least 16 years of age at time of application

LICENSES AND/OR CERTIFICATES
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

 

Recreation Leader II

EDUCATION AND EXPERIENCE
 Minimum Requirements: 

• Graduation from high school or possession of a GED; and
• No experience required; and
• Must be at least 18 years of age at the time of application

 Possession of the following is desirable:

• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate 

OTHER REQUIREMENTS

• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• In-service training and orientation may be required prior to performance of full job duties
• Must be able to perform all of the essential functions of the job assignment

 

Recreation Leader III

EDUCATION AND EXPERIENCE
 Minimum Requirements:

• Completion of forty-five (45) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education or a related field; or
• Six hundred (600) hours of recreation leadership experience equivalent to the level of Recreation Leader II with the City of Santa Clara; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
 Possession of the following is desirable:

• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate 

OTHER REQUIREMENTS

• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

THE POSITION

•    Develop, oversee, and enforce Police Department IT governance structures, policies, and security protocols to ensure that technology investments and initiatives support law enforcement operations, mitigate risks, and comply with DOJ Criminal Justice Information Systems (CJIS) Security Policies, as well as other relevant law enforcement regulations and standards.

•    Drive innovation and continuous improvement within the Police Department’s IT infrastructure by leveraging emerging technologies, industry best practices, and data-driven solutions. Identify opportunities to enhance system performance, cybersecurity, scalability, and reliability while optimizing cost efficiency to support critical policing functions, officer safety, and real-time intelligence operations.

•    Proactively monitor and assess the Police Department’s technology solutions, ensuring system roadmaps align with operational needs, investigative requirements, and future policing advancements. Develop strategies to modernize infrastructure, enhance digital forensics capabilities, and improve emergency response efficiency.

•    Collaborate with executive leadership across the Police Department to drive strategic technology initiatives that enhance investigative capabilities, crime analysis, real-time intelligence gathering, and public safety outcomes.

•    Oversee resource allocation and budget management, ensuring timely and measurable technology advancements within financial constraints. Provide strategic recommendations on IT investments and actively participate in long-term technology planning and public safety modernization efforts.

•    Establish and maintain strong partnerships with external vendors, technology providers, and law enforcement agencies to ensure seamless integration of mission-critical solutions. Negotiate contracts, manage vendor performance, and enforce compliance with CJIS security standards to safeguard law enforcement data and digital assets.

•    Collaborate with patrol, investigations, and command staff to integrate technology that enhances officer situational awareness and investigative efficiency. Build strong relationships with regional law enforcement agencies, technology partners, and public safety stakeholders to advance interoperability and intelligence-sharing.

•    Promote employee wellness, staff engagement, and professional development to maintain a highly skilled and mission-focused team. 

•    Directs and oversees the Systems Development Division (SDD), which consists of three specialized teams: the Applications Team, responsible for software solutions and law enforcement applications; the Infrastructure Team, managing networks, servers, and cybersecurity; and the Sworn Team, comprising one sergeant and four officers, ensuring seamless integration of technology with policing operations. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

THE IDEAL CANDIDATE

The ideal candidate will be an inspirational and engaged leader capable of advocating and ensuring the success of the Bureau of Technical Services. Excellent communication and interpersonal skills are necessary to build positive relationships and engage with several entities, such as the Silicon Valley Regional Interoperability Authority and the Urban Areas Security Initiative, as well as staff and City leadership. The successful candidate will work collaboratively with the other Deputy Chiefs to ensure the mission of the Department and vision of the Chief is accomplished.

The Deputy Director must be an exceptional and seasoned technology professional who can lead a dynamic and forward-thinking organization. A candidate with a comprehensive background in data analytics is sought. A leader in the IT field with strong management and communication skills is desired.

QUALIFYING EDUCATION & EXPERIENCE

Education 

•    A bachelor’s degree in criminal justice, public administration, business administration, information technology, data analytics, or a related field from an accredited college or university.

Experience

•    A minimum of six (6) years of progressively responsible leadership experience in law enforcement technology, crime analysis, digital evidence management, IT governance, or public safety operations within a public or private agency.

•    Experience in a law enforcement, nonprofit, public sector, or corporate environment working with a governing board and in a union, environment is highly desirable.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available. 
•    Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage. 
•    Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Vacation accrual may be adjusted for successful candidates with prior public service to reflect a vacation accrual rate commensurate with total years of public service. Executive Leave of 40 hours is granted annually and depending upon success in the Management Performance Program, could increase to up to 80 hours. DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
• Provide staff support to other departments, boards, and commissions as directed.
• Coordinate with regional transportation agencies on transportation projects and funding opportunities, as directed.
• Maintain current program content on Town websites.
• Prepare and manage professional services contracts.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.
• Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
• Work a varied schedule, including evenings and/or weekends, as needed.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.
