THE POSITION: The Dixon Police Department is recruiting to fill full-time Police Officer positions at either the Academy Graduate Level or Lateral Level, as well as establish an employment eligibility list for future possible use. Dixon Police Officers are responsible for a wide variety of generalist police services. Opportunities for specialization and advancement are also available. The Dixon Police Department operates on a 12-hour shift schedule.

The City of Dixon is opening a great opportunity for those interested in contributing to local law enforcement efforts for the position of Police Volunteer in the Police Department. Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

Assists in developing lesson plans for aquatic activities and helps maintain pool records, including program registrations and safety reports. Age Requirement:                                         

• At least 14 years of age

Experience:

• No prior experience necessary.
• Recommended exposure to swimming lessons instruction or working with young people in an organized environment and/or participation in the Junior Lifeguard program.

QUALIFICATIONS

Age Requirement:      

• At least 15 years of age.

Experience:    

• No prior experience is required.
• Recommended experience includes exposure to swimming lesson instruction, working with youth in an organized environment, participation in the Junior Lifeguard program, or experience as an Instructor's Aide or Lifeguard.

Knowledge of:           

• Familiarity with lifeguard rescue and life-saving techniques.
• The American Red Cross Learn to Swim Program and basic pool policies and procedures, or equivalent.

Ability to:       

• Demonstrate all lifeguard training skills effectively. 
• Swim proficiently and showcase various swimming techniques.

Under the direct supervision of the Aquatic Supervisor and Aquatic Coordinator, the Pool Manager is responsible for overseeing pool activities and staff and managing the American Red Cross Learn-to-Swim Program. This position involves assigning work schedules to the staff. Some evening and weekend hours will be required. Additionally, training, pre-season preparation, and post-season evaluations will require extra time. Mandatory pre-season manager training and all staff in-service training sessions will be conducted before the season begins.

DUTIES AND RESPONSIBILITIES

Supervises activities, including, but not limited to, scheduling staff for all aquatic programming; enforces pool rules and regulations; supervises staff and participants; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.

QUALIFICATIONS

Experience:    

• At least three (3) years prior experience as a Lifeguard or Instructor, including experience in supervising and organizing pool operations.

Knowledge of:

• Supervise aquatic staff and oversee daily aquatic activities. 
• Implement aquatic safety techniques and emergency protocols. 
• Manage customer relations, handle money, and enforce pool policies.

Ability to:       

• Demonstrate all skills required for Lifeguard Training.
• Swim proficiently and showcase various swimming techniques.
• Have experience in conflict resolution, particularly in interactions with peers in a work environment.
• Communicate clearly and effectively, both verbally and in writing.
• Collaborate with colleagues and others encountered during work.

Education and Certifications:

• High School Diploma
• American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)
• American Red Cross Water Safety Instructor (or equivalent)
