The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Performs private development plan review.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.
• Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Maintain a variety of public works department and engineering division program and project files and records.

This announcement is for one (1) position as described below: 

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.  

WHAT YOU 'LL DO

This position is responsible for performing entry level professional civil engineering work related to the design, construction, inspection, and coordination of a variety of public works projects as well as review and permitting of private development projects. 

THE IDEAL CANDIDATE

• Superior computer skills, with the ability to create spreadsheets using Microsoft Excel and complex formulas.
• Managing a division and budget with limited supervision.
• Experience working in AutoCAD, microstation or comparable planning and design software.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

Hybrid Work Schedule: Successful candidate may be eligible for hybrid work schedule.

MINIMUM QUALIFICATIONS

Any combination of experience & training that would likely provide the required knowledge, skills, and abilities to perform the job.  A typical way to obtain the knowledge and abilities would be:

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Experience

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.

THE POSITION

Tri-City is looking to fill vacancies for a Psychiatric Technician I/II for the Adult Outpatient Program/Adult Full-Service Partnership (FSP) Program. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services. The Psychiatric Technician I/II will report to the Medication Support Team Supervisor and the Crisis & Medication Support Manager and work a 9/80 schedule.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

This position will be a part of a 3 year-federally funded MHSSA Grant Team set to end in 2026. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

The City of Burlingame currently has one opening for a Public Arts Commission Intern. 

Working directly with the City Librarian and with input from an Arts Commission Task Force, the City of Burlingame is seeking a highly motivated and detail-oriented individual to assess the current stock of public art and research, evaluate, and recommend a comprehensive public facing online cataloging software for public art in the City. This role requires a unique blend of some basic database/software testing skills, basic art interest, and the ability to project manage and present a solution at the end of 8 weeks.  This is an in-person internship program which is a temporary position with a flexible schedule not to exceed 8 to 10 weeks of employment.

THE IDEAL PUBLIC ART INTERNSHIP CANDIDATE WILL:

• Demonstrate a proactive, energetic, and organized approach to efficiently manage multiple tasks and responsibilities. 

•  Have strong research and analytical skills with a high attention to detail.

• Have strong organizational and project management skills and be able to work independently and collaboratively.

• Be able to learn new technology quickly.

• Possess excellent written and verbal communication skills, with the ability to draft professional correspondence, reports, and presentations.  

Responsibilities:

• Catalog and Interface Testing:

  • Create timeline and map out project goals for the 8-week project.

  • Research / create detailed assessment of public art in City.

    • Valuation (if possible)

    • Provenance

    • Maintenance

    • Location

• Research and make a recommendation on a public-facing catalog software based on these attributes:

  • Public interface

  • User friendliness for both public and staff

  • Robust software that will remain future proof

  • Cost

• Recommend appropriate catalog software or content management system

• If Time Allows:

  • Work with staff to develop an information structure to be used for each piece of artwork that includes all relevant metadata.

  • Create written guidelines to ensure future data accuracy, consistency, and accessibility.

• Must be a Sophomore or Junior in college working toward a Bachelors’ Degree with minimum GPA of 3.5 / 4.0 scale

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and
• Regular and reliable performance and attendance is required.
