ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Management Analyst I.  This is an excellent opportunity for a motivated professional to provide highly responsible staff assistance in the preparation and administration of various contracts and agreements, as well as development, coordination and monitoring of various department budgets, grant proposals, reports and records maintenance.

Typical duties include, but are not limited to: assist the Public Works Superintendents and Director in tracking divisional workload and projects, helping prepare staff reports, monitoring the budget associated with existing projects; assist in the preparation, review, implementation and monitoring of various professional services contracts; work in conjunction with legal counsel to ensure that contracts are in  compliance with the City’s policy, local, state, and federal laws; ensure that contracts  are in compliance with agreed upon terms, fees, schedules and scope of work; generate and analyze data regarding cost-effectiveness and quality of services; analyze budget reports and forecasts; analyze revenue producing programs and make recommendations; assist in the preparation of Notice of Inviting Bids (NIB) and Requests for Proposals (RFPs); assist in the evaluation of proposals and make recommendations as appropriate; prepare purchasing and payment requisitions in accordance with agreed upon terms; evaluate the effectiveness of technology and make recommendations that will improve operational efficiencies; conduct research and analysis on best practices in the field of Public Works, and produce various written reports and recommendations. The Management Analyst I may serve as department liaison to various committees and associations for compliance of environmental and regulatory requirements.

What You’ll Do

The Administrative Assistant performs a wide variety of complex and difficult clerical and secretarial duties for a major division, office, City Boards, Commissions, or Council. This role receives general supervision from professional or management personnel, or a higher-level clerical position. May exercise direct or functional and technical supervision over lower-level clerical positions.

Some duties may include: 

• Type and proofread a wide variety of reports, letters, memos and statistical charts, typing from rough draft or transcribing machine recordings; transcribe dictation. 
• Independently compose correspondence related to responsibilities assigned. 
• Apply applicable policies and procedures in determining completeness of applications, records and reports; provide information and forms to the public; collect and process appropriate information.
• Respond to complaints and requests for information on regulations, procedures, systems and precedents relating to responsibilities assigned; issue, receive, type and process various applications, permits and other forms. 
• Research, compile, assemble and analyze data for special projects and a variety of statistical, financial and narrative reports; compile budget requests. 
• May serve as Administrative Assistant to a Board or Commission as a part of the overall clerical support function within the office to which assigned; attend meetings of a Board, Commissions or the Council; record, transcribe, type and distribute minutes of meetings. 
• Maintain inventory records; process purchase requisitions; maintain purchase records; resolve errors in orders received and invoices. Order office supplies; submit expense claims. 
• Receive, sort and distribute incoming and outgoing correspondence. 
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information. 
• May maintain petty cash fund; accept payment of fees; maintain and process cash records. 
• May perform Notary Public duties.

The City of East Palo Alto is seeking a skilled, passionate individual to fill one full-time Assistant/ Associate Engineer position. The Assistant/ Associate Engineer performs professional engineering field and office work related to the planning, design, construction, and maintenance of the City’s capital improvement projects, land development, traffic engineering, public works infrastructure, and daily departmental operations. The incumbent will prepare and review designs, specifications, and related engineering and construction documents. The individual will provide assistance related to consultant requests for proposals for professional and/or construction services. The Assistant/ Associate Engineer will confer with developers, contractors, other engineers, and the general public. The successful candidate will perform a variety of studies and prepare and present staff reports; and perform related duties, as assigned. The City will hire at either the Assistant or Associate level, depending on the qualifications held by the pool of candidates.

The City of San Bruno Fire Department offers an exciting opportunity to serve as a Fire Cadet. Our one-year Fire Cadet program is an unpaid, volunteer work experience program that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment. Cadets respond to emergency calls, render Basic Life Support and participate in training, and participate in the daily station duties.

Cadets must be willing to commit to 24-hour shifts, two to four times per month. The cadet program is one year in length. Upon completion, this program meets the manipulative training and experience requirements in obtaining a California State Fire Marshal’s Office Firefighter II certification.

MINIMUM REQUIREMENTS

• State of California EMT or National Registry EMT certification
• Possession of a valid driver’s license and a driving record with minimal violations
• Possession of a Firefighter I Academy certification (or proof of “student in good standing” letter signed by an Academy Instructor if currently enrolled)
• 18 years of age at the time of application

Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

Positions in the Facilities Maintenance Technician class series are flexibly staffed and positions are normally filled by advancement from the previous level; progression to the next level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to their current level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the next level of the series.

DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.
• Create tools and resources to support staff in adopting policies, including initiatives like the Library’s Small Business First Policy.
• Leverage procurement platforms like Coupa to streamline purchasing, including use of punchouts, write-in tabs, and catalogs.
• Administer purchasing systems by coordinating user access, maintaining system settings, and resolving technical issues.
• Communicate clearly and professionally across teams to provide support, answer questions, and help resolve contract-related issues.
• Apply sound judgment to categorize procurement activity and ensure alignment with applicable policies and procedures.
• Collaborate across teams to support financial system transitions, vendor coordination, and invoice documentation requirements 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.
• Provide technical guidance on procurement requirements and thresholds.
• Ensure compliance with insurance, credentials, service plans, and payment schedules.
• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.
• Support adoption of Library procurement policies and tools, including Small Business First and Coupa features.
• Serve as Coupa Admin to manage backend settings (e.g., user access, chart of accounts, commodities) and support staff with troubleshooting.
• Monitor contracts and procurement transactions to ensure accuracy, compliance, and timely completion.
• Assist with the transition to invoice automation, including vendor communication and documentation of invoice support.
• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Knowledge of: 

• Principles and practices of public administration.
• Principles and practices of the program areas to which assigned.
• Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.
• Principles, practices, and techniques of administrative and programmatic research and analysis. 
• Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines.

• Office administrative practices and procedures, including records management and the operation of standard office equipment.

• Exercise sound independent judgment within general policy and regulatory guidelines.
• Prepare clear and accurate reports, correspondence, procedures, and other written materials.
• Organize and prioritize work and meet critical deadlines.
• Maintain accurate records and files.
