What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California BRN Furnishing Number

• DEA Number

THE POSITION

Office Assistant

Senior Office Assistant 

Under general supervision, incumbents perform a variety of office support activities including the more difficult or complex transactions to an assigned department, which may include word processing, data entry and organization, telephone and counter reception, processing of documents including work orders, record keeping and filing; typing routine forms, memoranda, correspondence, and/or reports; providing information and assistance to staff and the general public; providing lead direction and training to related staff; and performing related duties as assigned. This is the full journey-level class in the office support series. Incumbents at this level are capable of performing the full range of advanced and difficult clerical and office support duties, including taking and transcribing meeting minutes and assisting in department-related projects and programs. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the administrative assistant in that the latter performs more advanced technical and specialized administrative support duties requiring additional training and/or experience and is typically assigned to a division manager or department head.

Position Summary

Under general direction of the Deputy General Manager of Bus, the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. This position will monitor Bus Operator instructors, including observing the road operations to ensure adherence to Operating and Safety Policy and Procedures; monitor Bus Operators for safe operations of vehicles, uniform compliance; and enforcement of District rules, regulations, policies, and procedures. It will also monitor and document Bus Operator Students’ performance, responds to and investigate accidents.
 

Essential Responsibilities

• Oversees training classes for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Monitors classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators and for other bus training requirements.
• Oversees the following training: 
  1. Refresher training for bus operators returning to work after extended absence. 
  2. Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain V.T.T. status. 
  3. Re-train bus operators as directed by disciplinary hearings on accidents or rule violations. 
  4. Trains Driver Instructors and Transportation Supervisors on new equipment and provide them with outlines and checklists. 
  5. ADA training for persons with disabilities in partnership with passenger relations and planning department. 
• Acts as designated D.M.V. examiner in the testing and certification of bus operators and/or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Ensures maintenance of complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Monitors progressive trainees and performs regular individual coaching/counseling and progress evaluations of student operators. 
• Provides training and guidance as well as work assignments to Driver Training Instructors
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.
• Works with the Director of Transit Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Prepares and/or attends D.M.V. or CHP audits.
• Handles terminations and separations of trainees who fail to meet minimum standards during the program.
• Coordinates local Bus Roadeos, represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo
• Instructs and monitors operations of G.F.I farebox and radio systems.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations. 
• Issues infractions for violations of safety policy and procedures as well as testifies on training or related fields at bus operator hearings, arbitrations, or trials. 
• Ensure employees under their supervision follow established safe work practices and obey all safety rules.
• Assists in collision investigations as required or requested.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

Minimum Qualifications

Education and Experience equivalent to:

• Bachelor’s degree in transportation studies, public administration, education, or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement.
• Position requires a minimum of five-years commercial driving experience as an inter-city transit Full Time Bus Operator.
• In addition, must have two-years of classroom training and/or instruction experience and three-years supervisory experience that includes staffing, counseling, coaching, training, motivating and disciplining others. 
• Must have intermediate and proficient computer skills. including, but not limited to, Word, Excel, and Power Point. Computer aided dispatching software experience is preferred.
• Experience in traffic collision investigation and or safety enforcement is preferred. 
• Experience as a Transit Transportation Supervisor is desirable.
• Must be available to work weekends and nights.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and
• Regular and reliable performance and attendance is required.

The City of Belmont is looking for an experienced accounting professional for the position of Accounting Manager. The Accounting Manager is a key member of the Finance Department’s accounting function. Under general direction of the Finance Director, the Accounting Manager administers the accounting function of the Finance Department by performing, reviewing, and analyzing complex technical accounting and financial management work for the City and its related joint powers agencies; participates in the development of department goals, objectives, policies, and procedures; and oversees, maintains, and reports on financial records.
