The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.  

Both positions are designed to work between departments, when necessary, to align with the strengths and interests of the incumbents, ensuring cohesive support for City departments and a tailored, enriching professional experience for the incumbents

THE DEPARTMENT

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and construction professionals.  
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including City Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.

EDUCATION and/or EXPERIENCE

Any combination of education and experience that provides the knowledge and abilities listed. 

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

Possession of a master's degree in a field noted above, professional registration or licensure, or Project Management Institute (PMI) / Construction Management Institute (CMI). Either may be substituted for one year of required experience 

• Valid CA driver’s license required.

IDEAL CANDIDATE

The City of San Rafael Public Works Department is seeking a full-time Associate Civil Engineer to lead a variety of Capital Improvement Program (CIP) projects related to Buildings/Facilities, Parks, Storm Drain, and Transportation.

The Ideal Candidate will possess expertise in municipal engineering and have strong critical thinking, communication and organizational skills that allow them to effectively manage all phases of multiple capital programs and/or projects. They will have a strong sense of customer service and the ability to provide recommended solutions to complex engineering and service challenges. They may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The successful candidate will support the CIP Division by effectively and efficiently delivering the design and construction of various capital improvements while collaborating with other DPW divisions and City departments. • Develops Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
• Prepares and/or assists in the preparation of plans, specifications and estimates pertaining to construction projects. 
• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.
• Conducts pre-construction meetings with contractors to establish job requirements, i.e., timing, noise level, traffic impact.
• Performs field inspections of various municipal construction projects, in progress and upon completion.
• Prepares written reports on civil engineering issues/projects for the department.

• Serves as Project Engineer (size and complexity based on classification), including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare of the community. Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments. Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems. 

EDUCATION and/or EXPERIENCE

The Associate Civil Engineer is the journey level classification in the engineering job class series. This job class requires:

• Registration as a licensed Civil Engineer in the state of California and 4 years of responsible post degree engineering experience (a master’s degree shall count for 1 year of post degree engineering experience).
• A valid drivers’ license 

Under direction, an Associate Civil Engineer performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The position calls for a high degree of initiative, technical proficiency, and judgement.

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to the Chief Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively.  This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders. 
• Manages claims and litigation with support from the other attorneys in the office.

EDUCATION and/or EXPERIENCE:

• Juris Doctor degree from an accredited law school.

THE POSITION

As a Nurse Practitioner, you’ll provide comprehensive psychiatric and mental health services, including independent prescribing, psychotherapy, crisis intervention, and leadership within a collaborative care team. This position serves individuals and families with complex mental health needs, helping reduce barriers to care through culturally responsive, trauma-informed practice.  This position will report to the Medical Director or a Supervising/Lead Psychiatrist.

Key Responsibilities/Examples of Essential Duties*:

• Conduct psychiatric evaluations and risk assessments.

• Diagnose and treat mental health disorders using DSM criteria.

• Prescribe and manage psychotropic medications independently.

• Deliver individual, group, and/or family therapy and psychoeducation.

THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Recreation Division operates with a $4.93 million budget and 18 FTE. The Recreation Division includes 3 community centers, one cultural center, an aquatics center, two community gardens, 3 ballfields, a multi-use turf field, 3 community parks, 11 neighborhood parks, 6 pocket parks, and 5 special use parks. The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City’s park and recreation facilities.

The Albert J. Boro Community Center and Pickleweed Community Park are important facilities managed by the Recreation Division. The Albert J. Boro Community Center and Pickleweed Park are located in the heart of the Canal neighborhood, a vibrant and diverse area that has traditionally been marked by socio-economic disparities compared to the rest of San Rafael. The facility is heavily utilized and is an important resource for a predominantly Spanish-speaking community. Programming of the facility is supported by the City Council-appointed Pickleweed Advisory Committee.

The Community Center is co-located with the Pickleweed Library and is a successful example of joint and collaborative use between the City’s Library and Recreation Divisions. The Pickleweed Library is scheduled for major renovation starting in Fall 2025, with select library programs relocating into the Community Center. Pickleweed Park is currently wrapping up another major renovation, which included converting two full-size soccer fields to all-weather turf, and adding new amenities, including a basketball court, fitness equipment, play area, and gazebo. The park is expected to be fully re-opened in late July.

IDEAL CANDIDATE

The Recreation Supervisor will oversee the Albert J. Boro Community Center and Pickleweed Park, serving as a key leader in enhancing recreational services for the surrounding community.

The ideal candidate for the Recreation Supervisor position will be a dynamic and service-oriented leader with a strong background in recreation programs and services, staff supervision, and community engagement. They will have demonstrated experience in planning, organizing, and overseeing recreation programs and services that align with the diverse needs of the community. A successful candidate will be skilled in fostering a collaborative and inclusive work environment, managing and mentoring staff, and implementing innovative programs that enhance recreation services.

This individual will be an effective communicator and problem solver, adept at engaging with community stakeholders, fairly and transparently balancing the needs of diverse user groups and ensuring that programs and services meet the needs of a multilingual community. Experience with City Boards, Commissions, and Committees; diverse program offerings (multilingual and older adult programming, rentals, gymnasiums, etc.); and multiuse sports fields are a plus.

Additionally, the ideal candidate will have experience in budget management, cost recovery strategies, and policy implementation to support recreation programs and services. ABOUT THE POSITION

The Mill Valley Library is recruiting an Archivist for the Lucretia Little History Room. This person will direct the History Room’s operations and services and supervise docents and staff to help acquire, preserve, and showcase local history. The archivist will oversee the Division’s budget and write grants to support additional projects. The Lucretia Little History Room is dedicated to illuminating the unique history of Mill Valley and making it accessible to people of all ages and interests.

The collection includes about 10,000 historical photos, local artifacts, maps, house files, over 250 oral histories, and research materials. History Room staff assists the public with research and collaborates with the Mill Valley Historical Society and other local organizations. Recent projects have included the launch of a local history podcast, virtual exhibitions, Building History in 3D, and Mapping Mill Valley History. The Novato Sanitary District is seeking a highly motivated, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). THE POSITION

Tri-City is looking to fill vacancies for a Psychiatric Technician I/II for ALL DEPARTMENTS. The Psychiatric Technician I/II will report to the respective Program Manager.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

THE POSITION
