Position Duties

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill one (1) full-time Parks Manager vacancy in the Parks Division at Happy Hollow Park & Zoo.

The total salary range for the Parks Manager classification is $143,860.08 - $175,309.68 annually. 

This salary range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience. 

The City of San José’s Parks, Recreation and Neighborhood Services Department (PRNS) is seeking an innovative and results-driven Parks Manager to lead Happy Hollow Park & Zoo (HHPZ) — the City’s flagship destination known for its blend of family recreation, wildlife conservation, and environmental education. 

The Parks Manager serves as the General Manager for Happy Hollow Park & Zoo (HHPZ), providing strategic leadership and operational oversight for all facets of the park and zoo. This includes animal care and welfare, rides and attractions, entertainment programs, maintenance, guest services, food and beverage, business operations, education, and conservation programming. The position ensures the delivery of safe, high-quality experiences for guests, animals and staff while advancing the City’s goals of equity, stewardship, and sustainability. 
 

Key Responsibilities

Direct daily operations of HHPZ, including animal care, maintenance, attractions, guest services, security and public programming.  Oversee business operations such as admissions, concessions, memberships, and revenue programs to ensure fiscal sustainability and continuous improvement.  Lead and develop a diverse team of staff and supervisors, fostering a culture of collaboration, accountability, and innovation.  Develop and manage operating and capital budgets, contracts, and vendor relationships.  Plan and implement capital improvement projects, including animal exhibit renovations, infrastructure upgrades, and facility enhancements.

• Position HHPZ as a national leader in animal care, conservation, and nature-based education, maintaining HHPZ’s 35-plus years of accreditation with the Association of Zoos and Aquariums.

The City of Berkeley invites you to apply for Employee Relations Manager in the Human Resources Department! In this role, you'll have the opportunity to manage essential programs in employee and labor relations, workers' compensation, safety, and benefits. In addition to supervising a team of up to ten professional and technical staff, day-to-day responsibilities include interpreting and implementing labor contract language, representing the City with its bargaining groups, and resolving employee relations issues.

The City currently maintains agreements with eight bargaining units representing over 1000 employees. The Employee Relations Manager will play a key role in Spring 2026 renegotiations with public safety labor groups through research, coordination, and participation in negotiations, training the management bargaining team, and working closely with the Director of Human Resources to make recommendations for approval.

Our ideal candidate is a subject matter expert in the area of labor relations and negotiations, who can tactfully navigate conflict and ambiguity. This person can confidently present information and recommendations to governing bodies, develop and implement effective performance management and discipline procedures, and effectively train assigned staff.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Education
Equivalent to graduation from a four-year college with major course work in business or public administration, industrial relations, or a closely related field.

Experience
Four years of progressively responsible experience in public personnel administration and management and labor relations, including one year in a lead, supervising, or management capacity. Experience in a municipal public agency setting is desirable. Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis.

The Division

The Fremont Family Resource Center (FRC) Division of the Human Services Department provides core services to a unique and innovative collaborative of more than 20 State, County, City of Fremont and non-profit organizations co-located and working together to serve individuals, families, and children, in southern Alameda County. The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who may have complex social and medical needs including health/mental health care, financial assistance, employment opportunities, as well as housing assistance.

The Department
The Engineering Division delivers public infrastructure projects such as streets, storm drains, and City buildings. The team plans, reviews, designs, surveys, acquires property, manages construction, and provides inspection services. These projects are carried out through the City’s Capital Improvement Program (CIP) and private development.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

THE IDEAL CANDIDATE
The ideal candidate is a results-driven professional with previous experience as an IS/IT Manager. The successful candidate will be a highly effective communicator who is able to build solid working relationships with management, peers, and staff. Candidates should possess superior long-term planning and project implementation experience and a commitment to high quality, effective customer service. Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. The ideal candidate will have an appreciation for the complexities of DOT operations and will strategically assess the competing priorities of the Department’s IT projects, determine what is reasonable to implement, and clearly articulate the merits of keeping abreast of new technology improvements and efficiencies to Department leaders.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Retirement – Competitive retirement system with full reciprocity with CalPERS.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the
  lowest priced plan for dental coverage.

• Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

• Deferred Compensation – The City offers an optional 457 Plan.

• Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

• Insurance – The City provides a term life policy equal to two times annual salary. Long-term disability and AD&D plans are optional.

THE POSITION:

Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as the Senior Transportation Engineer. Reporting to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor, the Senior Transportation Engineer will manage the development of various transportation plans and projects; provide oversight and management on major strategic initiatives as stipulated by City Council; plan, assign and review the work of transportation engineering staff; perform technical evaluations related to traffic operations in the City, including signal system operations, streetlight system operations, management of neighborhood traffic calming efforts; perform complex and advanced transportation engineering related studies; and provide overall support to the Deputy Director of Public Works – Transportation, Principal Transportation Engineer, or assigned supervisor. 

 

You are:
Ideal candidates will be licensed in the State of California as Professional Civil or Traffic Engineers and have a strong technical background founded on advanced education and the hands-on design, review, and management of municipal traffic improvements and transportation planning initiatives.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.
• Manages and/or prepares various transportation studies or programs.
• Plans, prioritizes, assigns, supervises and reviews the activities and staff in the traffic operations unit of the Transportation section.
• Participates in the preparation of plans and specifications for new and modified traffic signals, street lighting systems and related traffic control devices.
• Prepares grant applications for federal, state, regional or other funding.
• Recommends and assists in the implementation of the Transportation section's goals and objectives; establishes schedules and methods for transportation engineering activities and projects.
• Assists with and conducts the more complex transportation engineering projects and activities; prepares recommendations for traffic signal timing and coordination improvements; prepares traffic signal timing plans; and supervises and participates in collecting, tabulating and analyzing traffic information.
• Acts as City Traffic Engineer.
• Provides professional and technical staff assistance.
• Supervises the City's speed lump program and makes recommendations for alternative traffic calming measures as appropriate.
• Supervises and participates in preparation of work orders for installation, removal or replacement of traffic control devices.
• Confers with neighborhood groups, property owners and others relative to information on traffic operations activities; coordinates responses to inquiries from the public, City Council, City Manager and City staff relative to traffic operations issues;
• Coordinates traffic operations unit activities with other City departments; serves as liaison between  the City and  boards, councils, outside organizations, and commissions as directed; prepares and presents staff reports and presentations at various City Council, commissions, boards, and other governmental meetings; prepares  City Council agenda reports; serves on and attends various committees and task forces, attends  Planning Commission, City Council  and neighborhood meetings as necessary.
• Makes presentations on traffic and transportation issues to citizen and neighborhood groups, City Council, and Planning Commission as appropriate.
• Periodically attends and represents the City at the Alameda County Transportation Commission, Metropolitan Transportation Commission and other regional agencies meetings as appropriate.
• Prepares and reviews agreements for traffic signal maintenance and streetlight maintenance support as needed.
• Participates in budget and Capital Improvement Program (CIP) preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures; recommends funding needs for traffic operations unit functions and capital projects; monitors CIP project expenditures related to traffic operations, and identifies funding sources to supplement the budget for the traffic operations unit.
• Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Participates in the selection of transportation engineering staff; provides and coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures.
• Performs related duties as assigned.

Ability to:

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of responsible professional transportation engineering work similar to that of an Associate Transportation Engineer with the City of Hayward.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Traffic/Transportation Engineering or a closely related field.

License: Registration as a Professional Civil or Traffic Engineer in the State of California.  An out-of-state P.E. or T.E. will be accepted, but will require the candidate to obtain a State of California registration within a one-year period of being hired.  Possession and maintenance of a valid Class C California Driver's License.

About Happy Hollow Park & Zoo (HHPZ): This is a 16-acre amusement park and Association of Zoos & Aquariums (AZA) accredited zoo located in San José, California. HHPZ is open year-round catering to families with children.
