DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed. 
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
• Provide staff support to other departments, boards, and commissions as directed.
• Maintain current program content om Town websites.
• Prepare and manage professional services contracts.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.
• Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
• Work a varied schedule, including evenings and/or weekends, as needed.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

Education:

An Associate degree in transportation, planning, transportation engineering, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.

SUMMER AQUATIC STAFF POSITIONS
Salary Range: $17.37 to $30.68/hour; non-benefited, DOE and position offered

The Town of Danville strives to provide an aquatic environment that is safe, instructive and fun through recreational and lap swim, special events, the Learn to Swim program, Junior Lifeguard program and Lifeguard training classes.

PROGRAM LEADER (SWIM INSTRUCTOR/LIFEGUARD)

Salary Range: $17.37 to $23.15/hour

QUALIFICATIONS  
Applicants must be at least 15 years of age.  Required certifications by the end of Staff Training Week:  American Red Cross Lifeguard Training, CPR/AED for the Professional Rescuer, First Aid (Lifeguard).  

Aquatics staff members generally work 3-5 hours per day, in morning, afternoon, or evening shifts at San Ramon Valley High School or Monte Vista Pools.  Most staff members will work an average of 15-20 hours per week, up to a maximum of 37.5 hours per week. 

SUPERVISION 
Under the general supervision of the Pool Managers, Program Coordinator and Program Supervisor, the Swim Instructor/Lifeguard is responsible for ensuring aquatic safety and providing instruction for pool patrons.  Swim Instructors/Lifeguards must enjoy working with children and the general public, be patient, reliable and have lots of energy.  

ESSENTIAL JOB DUTIES 
Job duties include lifeguarding, swim lesson instruction, leading pool programming, mandatory staff training, pulling tarps, required daily fitness swims, and administrative duties, including some weekend shifts.  Also:

QUALIFICATIONS 
Applicants must be at least 17 years of age.  Required certifications by the end of Staff Training Week: American Red Cross Lifeguard Training, CPR/AED for the Professional Rescuer, and it is preferable to have a Water Safety Instructor certificate as well. Senior Guards must have at least two years of lifeguard/swim instructor experience; leadership experience is highly desired.

The Town seeks gym monitors, scorekeepers, and leaders for a variety of youth and adult sports. Sports may include, but are not limited to basketball, softball, and bocce ball. Sports knowledge is preferred. All staff will be cross-trained for multiple sports. CPR/FA certification is recommended but not required.

Program Leader receives supervision from the Program Coordinator and/or Program

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

• Oversees the contract for street lighting and traffic signal system maintenance and related facilities and appurtenances.
• Oversees the activities of the local utility companies that support the City’s CIP projects, regional transportation projects, development projects and utility improvements.
• Oversees the activities of the City’s Stormwater/Clean Water Program, including the preparation and submission of the annual report.
• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

POLICE OFFICER - Academy Graduate - $8,134 to $11,030 per month (up to $12,684 with incentives)

Academy Graduates (no sworn experience) - High school diploma and a minimum of 45 units of college-level course work, in addition to graduation from a P.O.S.T. basic academy.

Academy Graduate candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

THE POSITION:

Under the direction of the Jail Administrator, incumbents perform the most difficult and responsible types of duties including providing technical and functional supervision over jail personnel. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

• Assists in identifying training needs and the design of training programs; supervises and/or provides training to employees assigned to the jail adhering to the laws pertaining to a Type I jail facility.
• Train and develop assigned personnel; maintain awareness of new procedures related to prisoner incarceration.
• Book prisoners into the jail; prepare paperwork on prisoners; fingerprint and photograph prisoners.
• Maintain light security of the jail; separate prisoners as necessary.
• Verify warrants and criminal history of prisoners on law enforcement computer systems.
• Transport prisoners to court or other jail facilities.
• Respond to the public inquiries on the phone and in person and provide information as appropriate.
• Deliver prescribed medication to prisoners.
• Inventory and order jail supplies and food.
• May be assigned to act in the absence of the Jail Administrator.
• Perform related duties as assigned.

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.

Department Interviews - Actual hire depends on success in the departmental selection process.
 

Backgrounds - Will include employment history, personal references, criminal history, credit history, a polygraph examination, medical examination, drug urinalysis test, and a written and oral psychological examination. During the background process, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the position. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with City of Hayward.

In addition to the definition of disqualifying criminal acts as defined by Cal. Gov. Code § 1029, applicants who have engaged in “Serious Misconduct” as defined by Cal. Pen. Code § 13510.8 are ineligible to be employed as a peace officer in the State of California.

Under general supervision, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments.  Typical functions may include, but are not limited to reception, word processing, record keeping, and filing.  May also perform related work as assigned.

CLASS CHARACTERISITICS:

Office Specialist I – This is the entry-level class in the Office Specialist series.  Initially under close supervision, incumbents learn office and City procedures.  As experience is gained, there is greater independence of action within established guidelines.  The Office Specialist I class includes part-time and temporary positions with incumbents available to provide relief support to a variety of City departments.  This class is alternately staffed by the Office Specialist II class.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

Office Specialist II – This is the journey-level class in the Office Specialist series.  Requires the competency to independently perform a variety of office support duties.  All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Specific duties, including the amount of typing, word processing, and use of on-line of personal computers will vary with the organizational unit to which you are assigned.  This class is distinguished from Office Specialist III, which is the working lead-level of the series, because that class performs more complex and/or specialized office clerical support functions.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

EXAMPLES OF DUTIES (illustrative only):

• Types correspondence, reports, forms and specialized documents related to the functions of the organizational unit to which assigned from drafts, notes, dictated tapes, or brief instructions, using a typewriter, word processor, or personal computer.
• Proofreads and checks typed and other materials for accuracy and completeness; compliance with departmental policies; and correct English usage, including grammar, punctuation, and spelling.
• Enters and retrieves data and prepares reports from an on-line or personal computer system, following established formats.
• Prepares and updates a variety of reports, which may require the use of arithmetic calculations and maintains records and processes forms, such as payroll records, purchase requisitions and orders, and others specific to the organizational unit.
• Establishes and maintains office files; researches and compiles information from such files.
• Provides factual information regarding City or unit activities and functions.
• Reviews computer-produced reports for accuracy and makes corrections as required.
• Operates standard office equipment and performs such office support activities as opening and distributing mail, processing outgoing mail, erasing dictation tapes and ordering office supplies.
