This position is housed in the Mental Health division of the Health and Human Services Agency. Under general supervision, this position performs a variety of para-professional and complex duties for eligible individuals, families, and groups. If they do not already have the knowledge, this person will have the ability to learn federal, state, and local policies, procedures, laws, and regulations. This position is scheduled for forty (40) hours per week.
 

JOB DUTIES

• Plans, assigns, supervises, and reviews the work of employees performing journey level case management; selects, trains, evaluates, and disciplines subordinate staff.
• Assess client’s basic living requirements and assist in obtaining assistance as necessary; serve as an advocate for clients in court as necessary.
• Leads and/or participates in developing and implementing community service, outreach and client advocacy programs.
• Provide program information to the community.
• Attend meetings, training and workshops with other departments, government agencies and local agencies in matters regarding mental and public health services issues.

The City of Marysville seeks a multi-tasking, collaborative team player to work in a fast-paced environment which requires juggling a variety of duties and assignments, while supporting the Administration and Finance Department.  Specifically, tasks will include:

• Prepares and processes necessary forms for new hires, workers compensation claims; conducts interviews to obtain information for personnel processing and assists in completing forms; orients new employees.
• Prepares payroll documents for employees and benefit changes; acts a liaison between employees, insurance carriers or retirement system to solve problems and answer questions; refers employees to the proper source for information.
• Reviews payroll documents and tracks performance management by following the City’s procedures.
• Prepares, maintains, or monitors various personnel and risk management programs including worker's compensation, safety, random drug testing and insurance.
• Prepares and processes benefit administration documents, including vendor premium invoices and employee enrollment forms.
• Audits benefit systems for both retired and active employees to ensure accuracy and promptly corrects any errors.
• Provides personnel and risk management information related to procedures, policy, rules, regulations and laws to employees, other organizations, and the public.
• Actively participates in and may lead citywide training in human resource subject areas.
• Conducts research; compiles and prepares statistical information, charts and graphs, and periodic and special reports regarding personnel department activities including classification specification comparisons to determine if other agencies have classifications comparable with Yuba City; responds to salary surveys.
• Plans and participates in recruitment and selection processes; prepares job announcements, advertising materials, places media and internet ads.
• Screens applications to determine that qualifications are met.
• Assists in the preparation and administration of exams, arranges for oral appraisal panels, prepares letters and informational packages for oral boards and briefs members; schedules candidates for testing and interview processes.
• Maintains the applicant tracking system, notifies candidates of the selection procedure results, computes scores, and prepares eligibility lists and certifications.
• Assists in the Completion of annual reporting (ACA) and other benefit-based reporting e.g. Health Insurance based reporting, Deferred Compensation reporting, CalPERS reporting.
• Composing confidential correspondence, letters, and miscellaneous documents.
• Provides support to the City’s negotiations team by taking notes, conducting, and preparing research as directed, filing, and organizing bargaining related materials, formatting of bargaining unit contracts as well as initial contract edits.
• Provides support to a wide variety of City Boards including preparing correspondence, documents for personnel hearings, and setting up for the hearing and other Board functions.
• May provide administrative support to the City Clerk’s office.
• Promotes City wide wellness programs and organizational culture.
• Interprets, applies, and explains applicable City codes, policies and state and federal laws and regulations.
• May plan, organize, supervise, train, or coordinate the work of clerical staff.
• Maintain confidential City personnel files; maintains personnel office files.
• Assists in budget preparation and cost allocation; performs account support duties.
• Preparation of spreadsheets, data entry, processing mail and receiving and screening visitors and telephone calls.
• Other duties as assigned.

Fiscal Analyst I  is the journey-level classification in the Fiscal Analyst series and is distinguished from the Fiscal Analyst I by the responsibility to perform the full range of duties typical of positions in the class series. The position is located at the Auditor-Controller Division at the Department of Finance and is scheduled for forty (40) hours per week.

JOB DUTIES

• Reconciles accounts.
• Prepares journal entries for programs, grants and related accounts; posts entries to general ledger; reconciles balances; transfers funds and closes accounts as appropriate.
• Compiles and analyzes data. Performs research and statistical analyses on administrative, fiscal, personnel, and/or programmatic issues.
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.

This position is located in the Drug & Alcohol/ Substance Use Disorder Services division in the Behavioral Health Department at the Glenn County Health and Human Services Agency. Under general direction this position plans, organizes, directs, and controls the activities and staff for a variety of County Health and Human Services Agency programs. This position works under the direction of the Assistant Director or Director. This position is full-time and scheduled for forty (40) hours per week.

JOB DUTIES

• Recommend and assist in the implementation of goals and objectives for department programs; establish schedules methods for services; implement department policies and procedures.
• Coordinate department activities with other departments, divisions, sections and outside agencies and organizations.
• Interpret laws and regulations, including new laws and proposed legislation, to determine relevancy to department operations and services, and assess program compliance with laws and regulations.
• Serve as an internal technical expert regarding program matters by providing consultation and guidance to staff regarding problems with complex social service cases and delivery of services, and taking corrective actions to improve the quality and efficiency of social services.
• Prepare grant, budget, and other material such as requests for proposals, requests for qualifications, and other information, as needed by the program.

The Marysville Police Department is recruiting for the position of Public Safety Dispatcher.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications.

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.
• Collaborate with the Communications Director and Digital Communications Specialist to ensure brand alignment across platforms.
• Archive and catalog media content for future use.
• Assist with livestreaming, lighting, audio, and other media production tasks at press conferences and events.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism. 
• Track jail conditions, behavioral health service integration, and reentry programs.
