THE POSITION

Tri-City is looking for an individual to fill the position of Psychiatric Technician I/II whom will provide medication support services both in the field and at the office. This particular position is located within the Children & Family Services Clinic and will report to the Medication Support Team Manager & the Medication Support Services Supervisor. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services.

 

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

 

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

 

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

 

• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

 

• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

 

• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.

 

• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

The Civil Rights Analyst reports to the Manager, Civil Rights Programs and is responsible for supporting the Disadvantaged Business Enterprise (DBE) and labor compliance programs with data entry, contract compliance, outreach, monitoring, and reporting. The position will primarily work for Peninsula Corridor Joint Powers Board (Caltrain) and the San Mateo County Transit District (SamTrans).

 

The Office of Civil Rights (OCR) is responsible for the administration and enforcement of local, state, and federal civil rights laws and regulations.

Essential Functions & Duties:

• Create and prepare compliance reports for submission to Federal Transit Administration, project teams, Board of Directors, and other stakeholders.
• Manage the District’s prompt payment database (B2Gnow).
• Provide analysis for metrics, budgeting, and contract compliance.
• Assist OCR program staff with outreach, events and regulatory compliance.
• Coordinate communications, community involvement, and vendor outreach events. Attend project meetings and outreach events as the District’s representative.

 

Examples of Essential Duties:

• Communicate with Agency staff, primes, subcontractors, and other stakeholders regarding contract compliance requirements. Develop training materials as needed.
• Maintain prompt payment and utilization data in B2Gnow through:
  • Acting as the District’s contact person for B2Gnow related inquiries. 
  • Data entry and maintenance of contract and payment information gathered from multiple sources.
  • Tracking payments, resolving payment discrepancies, and assisting contractors with payment-related questions.
  • Closing contracts and ensuring timely audits. 
  • Create and prepare reports that include both narrative and data analyses.
• Assist OCR staff with research, data entry, and ad-hoc projects to ensure compliance with state and federal regulations.
• Assist contractors with the certification or recertification process by working with the DBE Administrator to gather and review required information and documentation.
• Visit active jobsites to interview construction workers and perform commercially useful function verifications.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in business administration, social work, human services, data analytics, economics, political science, or other closely related field. 
• Two (2) years of professional experience with federal and state civil rights laws, programs, and reporting requirements.

 

Preferred Qualifications:

• Experience working in a public or transit agency.
• Intermediate to advanced experience using Excel (pivot tables). 
• Professional experience using statistical databases or other data reporting tools. 
• Experience with minority, government, or small business programs (SBE, DBE, MBE, etc).
• Professional experience with B2Gnow, Peoplesoft, and LCPtracker.

DEFINITION

DISTINGUISHING CHARACTERISTICS
Positions in this class are assigned a variety of tasks in the building trades. Although the work requires the use of journey worker’s tools and the ability to perform operations in several of the crafts, the skills required in any one field is normally less that would be required of a journey worker in that field.

• Painting (patch holes, drywall taping and finishing, caulking, interior painting and exterior painting)

Skills:  Operate a variety of power tools such as paint sprayer, sanders and pressure washers, mixers, drills and grinders.

License:  Possession of a Class C driver’s license issued by the DMV.

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is obtained from two years’ experience in general building maintenance work including carpentry, plumbing, electrical work, painting. Typically, sufficient education is required to read and follow detailed instructions.

SPECIAL REQUIREMENTS
Ability to establish and maintain cooperative working relationships with all those contacted in the course of work; to understand and carry out oral and written instructions; twist upper body and to sit and stand for moderate periods of time. Ability to walk, kneel, crouch, stoop, and squat for long periods of time and to lift materials weighing up to 50 lbs.

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

 

Minimum Qualifications

 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

 

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

All development and planning framework that affects these areas should also increase the region’s resiliency to the impacts of climate change, benefit all communities, and contribute toward equity. Planning for the region’s waterway corridors should also aim to connect with the wildlife and trail corridors that exist in the surrounding mountains.

The Deputy Chief of Watershed Planning coordinates with other MRCA employees and project partners, providing guidance to ensure that park development projects are implemented in ways that reflect these values. Projects may include acquisition of land, conversion of brownfields to parkland, ecological habitat restoration, creation of parkland in urban neighborhoods, and planning in a watershed context. The Deputy Chief must also build community and political support, seek funding opportunities, and actively cooperate with other government agencies and community-based non-profit organizations. 

This is highly technical and professional work for a person at a senior staff/management level. The work performed will support MRCA’s land acquisition and capital improvement Workprograms and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

This is a full-time, exempt, at-will position.

Supervision

This position reports to the Watershed Planning Division Chief, or the Deputy Executive Officer if the Division Chief position is vacant. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position may supervise other staff.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement Watershed Planning Workprograms, including lead project management for multiple projects at once.
• Supervise the development and implementation of projects benefiting disadvantaged communities and along the Los Angeles River and tributaries, ensuring that projects meet legislative mandates, and work to secure future additional funding and political support for ongoing implementation.
• Work with organizations and consultants to build capacity to carry out existing Workprograms, develop community and engagement plans for projects from existing Plans, and promote new project development to be carried out by partner entities.
• Prepare and give public presentations on a variety of topics related to the Watershed Planning Workprograms and projects benefitting disadvantaged communities and along the Los Angeles River and tributaries.
• Make reports to Executive Staff, Governing Board, funders, and the general public. Keep Deputy Executive Officer apprised of progress regularly. Liaison between project managers and executive staff.
• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Maintain ongoing relationships with representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large as related to urban land use, the Los Angeles River, water politics, park development projects, and park operations.
• Liaison with elected officials, and public agencies related to the Watershed Planning Workprograms to expand access to the region’s natural resources, while ensuring that the MRCA’s programs and services promote and achieve equitable outcomes.
• Cultivate working relationships with allies and potential allies for acquisition, development and funding support of the Workprogram; Support the MRCA effort to build a network of community-based supporters to help further MRCA’s mission.
• Develop cohesive working relationships with community leaders and build alliances with individuals and constituencies to broaden the base of general support for park issues.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Cooperate with other team members to accomplish project goals.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Maintain files, including documentation and authorization for expenses, project progress, contracts and grant agreements, project budgets, contacts, board actions and all other items related to a project’s development.
• Provide support to coworkers on other projects.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

Education and Experience

• B.A. or B.S. degree or higher. Relevant course studies include political science, natural resources, engineering, planning, environmental science, geography, biology, hydrology, landscape architecture, environmental design, or related fields.
• Three (3) years of highly relevant experience that include: park planning, community outreach and engagement, legislative and policy analysis, working with interdisciplinary teams, coordinating consultants, public speaking, technical writing, scheduling, and budgeting.
• Experience in state or local government or community organizing.
• Working knowledge of state and local budgets, policy and the legislative process.
• Ability to speak Spanish is required.

Training and Certification

• Must have a valid California driver’s license in good standing with a satisfactory driving record at the time of hire.

Knowledge of: 

• Developed understanding the watershed planning context, including in and around the Los Angeles River watershed.
• Intermediate proficiency with Office 365 and email, with particular emphasis on word-processing and spreadsheet programs.

Wages

The range of hourly rates for this position are $37.93 to $46.10.

The Role:

The City of Redwood City is seeking Firefighters or Firefighter/Paramedics who, under direction of the Fire Captain, will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighters also provide Basic Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Minimum of 30 semester college units.  Completion of college credits in the study of Fire Science or similar field.
2. High School Diploma or equivalent (G.E.D. or California Certificate of Proficiency).
3. Successful completion of a Firefighter 1 equivalent training program, or possession of a California State Fire Training Firefighter 1 certificate.

Required Certification and License:

1. Must possess a valid Emergency Medical Technician (EMT) certificate or valid Paramedic license.
2. Provide proof of a valid Candidate Physical Ability Test (CPT) certificate prior to appointment to the classification of Firefighter/Engineer.  CPAT must be current.
3. Possession of, or ability to obtain, a valid California driver’s license.  Driving record will be reviewed and any infractions will be evaluated on a case-by-case basis.
