The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.

Examples Of Duties

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Standing in and walking between work areas is frequently required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Environmental Elements
Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff when providing application system support.

The Case Management Nurse -Utilization Review will manage patient admission and ongoing stay reviews for patients with chronic or complicated medical conditions and oversee appeals with third-party payors. The incumbent will be responsible for retrospective and concurrent Utilization Review activities and for monitoring order status accuracy, documentation, and clinical compliance, in accordance with State and Federal regulations. In conjunction with other members of the health care team, the Case Management Nurse is accountable for timely coordination of quality health care services to meet the patient's health care needs across the continuum of care. This position requires knowledge of the adult, and geriatric populations.
 
The ideal candidate will possess one or more of the following:

• At least two years of recent, direct, and proven experience in Nurse Case Management in an acute care setting or at least two years of acute care hospital nursing experience. 
• At least two years of experience with industry published standard level of care (i.e. InterQual or Milliman, etc.).
• InterQual interpretation and application of health industry utilization review criteria

The San Mateo Medical Center operates five dental clinics located in San Mateo, Redwood City, Daly City, and Half Moon Bay, along with a Mobile Dental Clinic. These clinics provide dental care for children and adults, including homeless and transitional populations. Pregnant women on Medi-Cal and patients with an HIV diagnosis also receive dental services at these clinics, with coverage available through the Ryan White grant. 

All Clinics are open Monday through Friday, 8 AM to 5 PM and some Saturdays and evenings. The Fair Oaks Health Center hosts UCSF dental students, while both the Fair Oaks Health Center and the Mobile Dental Clinic host UOP dental students to aid in patient care.

The Dental Assistant Series levels include:

Dental Assistant ($29.55 - $36.92 hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the Registered Dental Assistant and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the higher level.

Registered Dental Assistant ($34.92 - $43.66 Hourly) is the advanced journey-level classification in the series.  Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower level.

We are seeking Dental Assistants and Registered Dental Assistants who are motivated and demonstrate the willingness to learn and adapt to new situations. All Dental Assistants and Registered Dental Assistants rotate and should be available to work at any of our dental clinics. Transportation to each work site is the employee's responsibility. The current vacancy is a Part-Time, Extra-Help positions. Spanish speaking is preferred, but not required. 

The ideal candidate will be a skilled and compassionate professional with a strong commitment to providing high-quality dental care to underserved communities. This includes children, adults, individuals experiencing homelessness, and patients with complex medical needs. Ideal candidates will also have:

• Proficiency in chairside assisting, digital X-rays, mixing dental materials, and maintaining a sterile environment. Registered Dental Assistants should also have additional skills such as coronal polishing and sealant application.

• A valid California Registered Dental Assistant (RDA) license.

• Experience in testing pulp health, fabricating temporary fillings and crowns, and re-cementing dislodged temporary restorations.

The Wastewater Collection Supervisor serves as first-line working supervisor, having responsibility for overseeing a crew of Wastewater Collection Workers in the operation and maintenance of sanitary sewer facilities of the ten County-owned sewer maintenance and sanitation districts. The ideal candidate for this position will have at least two years of experience leading or supervising a crew of workers and laborers performing sanitary sewer maintenance work.

The Position 

The Senior Transportation Planner under general direction, organizes, reviews, and participates in transportation planning work; supervises the work of professional and technical transportation planning personnel, projects, and other activities; and performs other related work as required
