What You'll Do

Under general direction, assists the Human Resources Director in the administration, planning, and coordination of the operations of major functional areas of the Human Resources Department; coordinates assigned activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the Human Resources Director.

Examples of essential duties may include, but are not limited to the following:

• Assist in the development, implementation, and evaluation of departmental policies, procedures, goals, objectives, and priorities for each assigned service area.
• Assist in monitoring and evaluating the efficiency and effectiveness of human resources services and programs, processes, and practices. Assess and monitor workload, staffing levels, and resources. Identify opportunities for improvement.
• Conduct a variety of organizational and operational studies and investigations and make recommendations.
• Coordinate activities between major departmental divisions and/or sections to ensure efficiency and effectiveness of departmental operations.
• Assist in planning, directing, and coordinating the Human Resources Department’s work plan.
• Serve as an active member of the City’s negotiation team as assigned
• Represent the Human Resources Department in meetings with other City departments, elected officials and outside agencies; explain and interpret Human Resources Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues; and provide advice and assistance to management staff regarding personnel matters.
• Assist in ensuring compliance with policies, contracts, Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters.
• Act as liaison with regulatory agencies to address formal complaints of harassment and discrimination; and prepare reports and documents as required. 
• Select, supervise, train, motivate and evaluate assigned personnel; develop and implement action plans to address work deficiencies.
• Provide consultation to departmental managers on a variety of human resources matters; discuss organizational problems, develop alternatives and strategies for dealing with those problems; and assist in implementation of solutions, as necessary.
• Assist in the development and administration of the Human Resources Department budget, including the forecast of additional funds needed for staffing, equipment, materials, and supplies. Assist in monitoring and approving expenditures.
• Assist with coordinating Human Resources Department activities with those of other departments, divisions and outside agencies and organizations; provide staff assistance to the Human Resources Director, City Manager, and City Council; prepare and present staff reports and other necessary correspondence.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehen­sive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommen­da­tions.
• Assist in the development and revisions of City policies, procedures, and programs.
• Assist in monitoring legislation and analyzing proposed legislation to determine impact on human resources operations and programs.
• Prepare and direct the preparation of a variety of written correspondence, reports, procedures, and other written materials.
• Serve as liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Participate in a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources and benefits.
• Assume responsibility for the department's operations in the absence of the Director of Human Resources, and as needed. Represents the Director of Human Resources in a variety of meetings and committees.
• Perform other related duties and responsibilities as assigned

The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies. 

Essential Functions & Duties:

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources. 

• Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to management. 

• Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures. 

• Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing data and information relating to compensation and classification. 

• Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of administration. 

Examples of Duties:

• Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.

• Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment.

• Independently and proactively identify trends and insights for recommendations. 

• Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff. 

• Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner. 

• Analyze and interpret large datasets and information. 

• Leads meetings to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants. 

• Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and 

• Maintains reports, manuals, datasets and files. 

• Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process. 

• Assess and review compensation and classification policies and procedures for improvements.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred. 

• Experience providing analytical support to a human resources function preferred.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills.

• Serves as the primary analytical support to the District Secretary;

• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.

THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

The City of East Palo Alto is seeking a collaborative, meticulous, outgoing Senior Accountant. The Senior Accountant performs financial accounting and budget preparation, analysis and maintenance, payroll analyses, reconciliation of various accounts, sets up and monitors capital assets, purchasing activities, and a variety of professional accounting tasks relative to the assigned area of responsibility for the City and East Palo Alto Sanitary District (EPASD).
