How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2. About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

Position Summary

 

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The position is also involved in the installation and maintenance of communication and fiber optic cabling systems. 

 

Essential Responsibilities

 

• Installs and maintains the following: P25 trunked radio system, access control system, video management system, programmable logic controllers and associated controls, microwave equipment, public address systems, telephone lines and fiber optic cables
• Installs, tests, and maintains electronic and two-way radio equipment in Buses, Ferries, District vehicles and facilities, and radio sites
• Setups and services access control system, including card readers, electromechanical locks, gate controllers and associated software
• Installs and maintains video surveillance system, including cameras, servers and management software
• Installs and maintains different computer aided equipment such as radio dispatch consoles, access control monitoring, video management system, & distributed control system for PLC
• Tests, troubleshoots and repairs fiber optic using OTDR and splice equipment
• Installs, configures and maintains servers, database and network equipment such as routers and switches
• Performs regular, preventive maintenance and documents system and equipment repairs, modifications and changes
• Assists in the design, fabrication and modification of electronics communications equipment
• Updates and corrects manufacturers' documentation to increase maintenance and repair efficiency

Minimum Qualifications

 

Education and/or Experience: 

• Associate’s degree in Electronics, Communications Technology or completion of electronics, communications technology certification program 
• Minimum of four years of experience as Communications Electronic Technician working with P25 radio system, access control, video surveillance, PLCs and similar technologies 
• FCC General Radio Operator License (GROL) license preferred

 

Required License: 

Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years. Operates District vehicles on a regular basis.

 

Physical Requirements:

Must be available for emergency repair call backs. Must be able to work outside in inclement weather. Able to lift up to 50 lbs. Able to climb towers, bridge main cables, radio antenna towers and structural steel. Must be able to bend and crawl in small areas to install security equipment requiring bending and reaching. Put arms, hands, and fingers into narrow openings. Exposure to exhaust fumes, noise, and sharp edges. May encounter reptiles, spiders and venomous species at remote radio sites.

 

This position may have a potential for or actual exposure to lead. Pursuant to OSHA regulations, District employees are not exposed to lead at concentrations greater than 10 micrograms per cubic meter (µg/m3) of air averaged over an 8-hour period.

 

Hours of Operation:

Monday - Friday, subject to 24-hour call back and monthly rotational on-calls. Must go to all District locations, including Bridge Towers, Bus Depot, Ferry Piers, remote mountain tops, etc.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Examples Of Duties

Duties may include, but are not limited to, the following:

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.

The Bilingual Spanish Psychiatric Social Worker / Marriage and Family Therapists will provide specialized psychiatric assessment, brief treatment, and clinical case management services for adult clients with Severe Mental Illness. Principal duties will include mental health and substance use assessment and treatment; engaging clients to services; consultation with providers; and linkage/referrals to other community providers. The main role of this position will be working within a dynamic multi-disciplinary team to provide specialized psychiatric casework and care coordination, provide individual and group psychotherapy, case management, and refer clients to Private Provider Network and/or community agencies for additional services.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.

$43.56 - $54.46 Hourly

$90,604.80 - $113,276.80 Annually

 

Psychiatric Social Worker II/Marriage & Family Therapist II:

$48.98 - $61.26 Hourly

$101,878.40 - $127,420.80 Annually

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

TYPICAL DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to:

• Enforces laws and regulations and apprehends law breakers
• Conducts crime investigations
• Patrols for the prevention and detection of crime and enforcement of laws and regulations
• Responds to radio messages or telephone instructions and investigates reported disorders or crimes
• Notes and reports complaints, accidents, offenses and damages to property
• Reports abandoned or damaged vehicles
• Directs traffic
• Makes arrests, issues citations and warnings
• Prepares reports on arrests and property impounded
• Inspects crime scenes and questions witnesses
• Analyzes clues and information related to criminal activities
• Reviews modus operandi of known criminals
• Reports on the progress of investigations and prepares assigned cases for court
• Serves warrants
• Appears in court to testify regarding arrests and other law enforcement activities
• Writes complex and detailed reports
• Operates patrol vehicles
• Administers first aid or CPR when appropriate
• Develops cooperative working relationships and mutual aid agreements with other local public safety representatives
• Develops and maintains partnership building with the residential and business community as well as the other working departments within the Town of Colma
• Adheres to department rules, regulations, orders and procedures
• Exhibits and encourages behavior that is consistent with the Town’s risk management program and decreases risk of accident or injury to self, employees, residents, visitors and their property
• Performs other related duties as assigned

MINIMUM QUALIFICATIONS

Knowledge of:

• Modern office technology
• Principles and practices of customer service
• Operations, services and activities of a comprehensive municipal law enforcement program
• California driving regulations and motor vehicle operations
• Basic English composition, grammar, spelling and math
• Simple record keeping methods
• Methods and techniques of criminal investigation
• Law enforcement theory, principles and practices and their application to a wide variety of services and programs
• Principles and practices of crime prevention, suppression and law enforcement
• Use of firearms and other modern police equipment

• Represent the Town in a positive manner
• Establish, maintain and foster cooperative working relations with others from diverse backgrounds, including elected officials, co-workers and the public effectively and with courtesy, in person, via e-mail and over the phone
