The Essentials:

Senior Library Assistant

• Two years of experience performing paraprofessional or technical duties in a library setting equivalent to a Library Assistant II or Library Technician in the City of Mountain View.
• Education equivalent to an associate of arts degree.

Bonus Points:

• May need to possess a valid California Class C Driver License as required by the position.
• A bachelor’s degree from an accredited college or university is highly desirable.

DESCRIPTION:

The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services.

The Position:

This is a paraprofessional supervisory position in the classified service. Positions in this class are responsible for the supervision and direction of a work unit comprised of paraprofessional, clerical and/or Library Page staff. This recruitment is to fill a position at the Northside Branch Library. The person in the position will work closely with the Northside Library Program Coordinator in maintaining and improving day to day operations, customer service, effective material circulation and distribution, scheduling staff and volunteers, and may act as the back-up person in charge.  May also develop and support branch programming with librarians. This person should have strong communication skills, a team mindset and community-based outlook.

The annual salary range for this position is $93,536.76 - $119,106.96.  This position may be filled at or near the minimum of the salary range.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Completion of sixty (60) semester units or ninety (90) quarter units from a college or university.

Minimum Experience Requirements:

Three (3) years’ experience in customer or public service; paraprofessional library work; communication or digital communication; library technical services that may include ordering, procurement, cataloging, maintaining financial records and vendor engagement; community outreach or bookmobile operation. Of the required experience one (1) year shall include supervising the work of others or as a project leader AND one (1) year of experience must involve customer or public service or paraprofessional library work.

Acceptable Substitution:

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for thirty (30) semester units or forty-five (45) quarter units up to two (2) years.

• Completion of an Associate of Arts degree in Library Technology may substitute for the required education, plus one (1) year of the required experience. This experience shall not be substituted for the one (1) year of experience supervising the work of others or as a project leader OR one (1) year of experience involving customer or public service or paraprofessional library work.

License/Certifications:

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

Two (2) years or more of customer service or public library experience

Other Requirements:

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

TYPICAL DUTIES:

• Assist with assessing the language skills of adults with limited English-speaking skills and who do not speak English as a first language
• Tutor 1:1 and small groups at the library and at various community outreach sites
• Offer support to learners in meeting their goals
• Assist in recruiting, training and supporting volunteers to support small groups in the library and at community sites
• Be culturally sensitive and responsive to the needs of learners from diverse cultural, ethnic and socio-economic backgrounds
• Work at school sites to help parents/caregivers during school hours
• Work closely with the ESL Program Specialist and community partners to meet community needs
• Assist with collecting and maintaining accurate data in a timely manner for grant reporting

The Recreation Division provides classes and programs for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park. 

The Position:
Recreation Leader I
The Recreation Leader I is an entry level classification in the Recreation Leader series designed for high school students whose skill level in several broad types of recreational activities is sufficient to assume responsibility for an entire recreation program or area. Under immediate supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities.   The Recreation Leader I is distinguished from the Recreation Leader II in that the latter is designed for college level students.

The Recreation Leader II will supervise children, youth, teens, and other program participants in many facilities, including but not limited to the Reed & Grant Sports Park, Youth Soccer Park, Youth Activity Center & Teen Center, and Community Recreation Center. In this role, the successful incumbents will help conduct health and safety checks, open/closing facilities, serve as Disaster Service Worker while adhering to COVID-19 protocols.  Recreation Leader IIThe Recreation Leader II is an intermediate-level classification in the Recreation Leader series.  This classification is designed for high school graduates whose skill level in several broad types of recreational activities and is sufficient to assume responsibility for an entire recreation program or area. Under general supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. This class is distinguished from the Recreation Leader III in that the latter holds responsibility for planning and developing recreation activities. 
 Recreation Leader IIIThe Recreation Leader III is an advanced-level classification in the Recreation Leader series designed for college students who are skilled in several broad types of recreational activities.  Under general supervision,  an incumbent in this classification is responsible for the planning, organization, development, and leadership of a specific recreation activity or group of several closely related activities in specialty areas such as athletics/sports, aquatics, drama, arts and crafts, music, dance, therapeutics, nature, and camping . The Recreation Leader III may oversee the work of lower-level personnel and may lead and/or conduct clinics, programs, seminars, and similar gatherings in the specialty area.   The Recreation Leader III is distinguished from the Recreation Specialist in that the latter  exercises a higher degree of independence and holds greater overall program responsibility.

• Keeps records and accounts of attendance, inventory, financial charges and receipts, personnel, special events, accidents, and other matters requiring systematic recording

• Education equivalent to completion of the tenth grade; and
• No experience required; and
• Must be at least 16 years of age at time of application

LICENSES AND/OR CERTIFICATES
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

OTHER REQUIREMENTS

Recreation Leader II

Recreation Leader III

EDUCATION AND EXPERIENCE
 Minimum Requirements:

• Completion of forty-five (45) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education or a related field; or
• Six hundred (600) hours of recreation leadership experience equivalent to the level of Recreation Leader II with the City of Santa Clara; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
 Possession of the following is desirable:

• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate 

OTHER REQUIREMENTS

The Recreation Specialist is the highest classification in the Recreation Leader series.  An incumbent in this class possesses technical expertise in a specialty such as cultural arts, physical fitness, drama, older adults, athletics, therapeutics, music, pre school, day camp, teen activities, and youth sports and is responsible for the planning, development, and supervision of a specialized activity phase of recreation programs .  With general policy and departmental philosophy guidance from a supervisor, an incumbent exercises sound independent judgment in the performance of duties. The Recreation Specialist is distinguished from the Recreation Instructor in that the former has an emphasis on developing and supervising large groups of children in specialized recreation activities while the latter is responsible for developing class curriculum and teaching classroom activities.

• Plans, initiates, organizes, and supervises an extensive program of recreation activities in an area of expertise
• Investigates, recommends, demonstrates, and explains techniques, procedures, materials, equipment and supplies used in the special activity program
• Prepares program instructions and materials ; develops projects for inclusion in the community wide recreation program
• Receives and reviews reports, suggestions, and complaints from staff and program participants
• Maintains records and accounts of attendance, inventory, financial charges and receipts, personnel, special events, accidents, and other matters requiring systematic recording
• May supervise and train lower-level personnel in the activities comprising the specialty
• Performs other related duties as assigned

 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• One thousand (1000) hours of experience in recreation leadership at the level of Recreation Leader III in general recreation programs such as day camp, sports, teens, older adults, and theater; and
• Must be at least 18 years of age at time of application

Possible Substitutions
• Completion of sixty (60) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education, or a related field may be substituted for the required experience

LICENSES AND/OR CERTIFICATES
Possession of the following is desirable:
• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate

Opportunity to work a 9/80 schedule with every other Friday off. This is a full-time, on-site position that actively supports department operations.

Under general direction of the Administrative Services & Human Resources Director/Risk Manager, provide a wide variety of paraprofessional and technical duties related to human resources and/or risk management operations. This is a generalist position and as such, projects and tasks may be assigned in some or all functional areas of human resources and/or risk management. The Human Resources and Risk Management Technician I is the entry level position at the para-professional level with advancement to the Human Resources & Risk Management Technician II level once experience and specified training have been obtained. 1. Assist employees and the public by providing information regarding human resources and/or risk management, including, but not limited to, recruitment processes, liability claims, workers compensation, classification and compensation, employee onboarding, employee programs and events, employee safety programs, employee performance evaluations and merit increases,   and personnel policies and procedures, in a courteous and professional manner to both internal and external customers as appropriate.

2. Utilizing the Human Capital Management system, enter employee data, create personnel actions for new hires, separations, and other employee changes for full-time and/or part-time/temporary/seasonal employees, and enter employee information into various employee benefit portals. Accuracy and attention to detail are vital to ensuring correct employee transactions and enrollments.
3. Track and prepare reports for employee performance evaluations; track probation periods; process related personnel actions; and provide monthly evaluation reports to department heads.
4. Using the Enterprise Resource Planning (ERP) system, process payments/invoices related to assigned program areas in a timely manner using correct account numbers and following purchasing processes; reconcile accounts as assigned.
5. Reconcile and enter accurate information for department purchasing cards following established procedures.
6. Run reports from the ERP system related to payments and/or various aspects of the Human Capital Management system.
7. Organize, coordinate, and maintain records and files (paper and electronic) related to assigned program areas to include providing support for records retention practices.
8. Assist with updating documents used for the annual open enrollment process for employee health benefits, including the City’s cafeteria program and assist with coordination of the annual Employee Health and Wellness Fair.
9. Receive and create files for new workers compensation and/or general liability claims; timely provide claim to claims examiner, third-party administrator, and/or director; provide claim information to risk pool, third party-administrator, employee, or claimant as appropriate; gather and prepare information for outside agencies related to risk management programs.
10. Coordinate and participate in periodic claim review meetings for general liability and/or workers compensation claims with assigned claim examiner; maintain current claim tracking charts; process claim related information as assigned.
11. Coordinate the agenda packet, minutes, and follow-up action items related to the city-wide employee safety committee and/or accident review board.
12. Provide technical and/or administrative support for the work of the Personnel Commission.
13. Regularly obtain and provide updates for Department of Justice criminal records check information for employees and/or volunteers as assigned; completed required training for DOJ program access.
14. Create and/or update forms and documents used for human resources and/or risk management to include creation of fillable forms using Adobe or other forms software.
15. Track employee certificate pay and/or drivers licenses expiration dates; coordinate with employee for updates and appointments; process transactions related to licenses and/or certificate pay.
16. Track employee service dates for service awards/employee recognition; track and order inventory of supplies needed for service award recognition.
17. Provide general information and tracking related to certain employees leaves to include union time off and/or catastrophic donation of leaves.
18. Provide timely benefit notices to separating employees related to COBRA benefits and/or retirement.
19. Assist with the development and provision of annual employee benefits statements and benefit summary documents to ensure that employee’s have accurate information regarding benefit enrollment and cost.
20. Coordinate projects to further a paperless office concept to improve the efficiency and storage of records within human resources and risk management.
21. Provide administrative and/or set-up support for recruitment and selection processes, including, but not limited to interview and/or testing processes as assigned.
22. Interpret rules, regulations, contracts, policies, procedures, and apply them in the performance of assigned job responsibilities.
23. Prepare quarterly report data and information for review and submittal.
24. Coordinate and/or assist in the coordination of group life, accidental death and dismemberment, and long-term disability programs, including researching and responding to claims.
25. Gather information and/or data as needed for informational purposes and/or for labor negotiations.
26. Update and maintain current data and information on the human resources and risk management related pages of the City’s website.
27. Establish and maintain a variety of files and official records, most being confidential in nature.
28. May coordinate projects or special events and/or participate on employee committees.
29. Provide technical and/or administrative support to director and/or analysts as needed.
30. Participate in training and enrichment programs and provide training to internal team members on topics as assigned.

1. Education and experience equivalent to a high school diploma or GED and three years of related human resources and/or risk management experience in a city or county municipal agency or with another similar organization/firm performing relevant technical, paraprofessional, and support activities.

   Examples of alternate ways to meet the above requirements, include, but are not limited to:

   • Possession of an Associate’s degree in business administration, public administration, or other related field of study from an accredited college or university is highly desirable, and such education may be substituted for up to two years of the required work experience, with 30 semester units equating to one year of the required work experience.
   • Possession of a Bachelor’s degree in business administration, public administration, or other related field of study from an accredited college or university is highly desirable, and when paired with a college-level internship of no less than three months in public sector human resources and/or risk management is qualifying.
   • Equivalency and evaluation of education and work experience is at the sole discretion of the City of Gilroy.

2. Computer keyboarding proficiency, with speed and accuracy, including experience using MS Office required.  Strong skills in Word, Excel, Outlook, and Adobe required.   Experience with the use of an ERP – Human Capital Management System is highly desired.

3. Possess and maintain a valid California Class C Driver License and a safe driving record necessary to operate assigned vehicles.

4. Willingness to attend related training programs to acquire and maintain skills, knowledge, and abilities related to the work.
