THE POSITION

Tri-City Mental Health Authority is currently hiring to fill vacancies for the position of Psychiatric Technician I/II (Licensed) within the Mobile Crisis Care Program (MCCP) for the night shift. 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include weekends, daytime hours, and holidays.

This position will first work a 5/40 schedule for approximately 3-6 months of training before transitioning into the night shift schedule.

Examples of night shifts are included below:

• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

DEFINITION

Perform a wide range of administrative and office support activities for the facilities program area within the Recreation, Arts, and Community Services Department.  The incumbent should be organized, detail-oriented, accurate, and adept with various computer software.  Perform routine correspondence, field public inquiries, maintain departmental files consistent with the Town’s records retention policy, schedule appointments and tours, and assist with data entry.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned management personnel. May exercise technical supervision over other part-time/temporary positions.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Perform general clerical duties related to the facilities program area
• Assist with simple analysis as needed such as entering data and creating charts in Excel spreadsheets or entering data in the enterprise-wide financial software
• Order and maintain facility supply inventories and ensure office equipment in working order
• Determine and manage priorities for multiple tasks to meet assigned deadlines
• Manage multiple facilities schedules and schedule the staff for programs and events
• Input facility applications and collect payment for outstanding balances
• Open, sort, and distribute incoming correspondence or mail
• Schedule and coordinate facility tours as required
• Work cooperatively with other departments, outside agencies, and the public
• Understand the organization and operations of assigned department and Town as necessary to carry out responsibilities
• Understand and apply operating rules and procedures of department and Town
• Performs duties within OSHA standards
• Other duties as assigned

QUALIFICATIONS

Knowledge of:           

• Intermediate knowledge of Adobe Acrobat and MS Office including Outlook, Word, Excel, PowerPoint, and Access
• Bookkeeping principles and procedures; business mathematics
• Strong command of English language; spelling, grammar, and punctuation
• Type accurately at 45 words per minute

Ability to:      

• Communicate clearly and effectively in both oral and written form
• Understand and follow a variety of oral and written instructions with minimal supervision
• Apply operating rules and procedures of assigned department
• Establish and maintain effective work relationships with colleagues
• Maintain financial records and general filing systems
• Understand and perform routine accounting procedures

EXPERIENCE AND EDUCATION

Experience:

Two years (2) of experience performing facility-related duties preferred.

Education:     

The equivalent of the successful completion of twelfth grade; college degree preferred.

The specific shift and schedule will be determined by the supervisor; however, the first one to two months of training will follow a 5-day-per-week, 40-hour-per-week schedule

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;
   

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedure;
   

• Provide crisis intervention and stabilization services to individuals, groups, and families;
   

• Identify treatment needs and make appropriate referrals for necessary services;
   

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;
   

• Work on a multidisciplinary team for crisis response.

BUILDING ATTENDANT

Salary:  $17.37 to $28.95/hour, non-benefitted position, DOE

ESSENTIAL JOB DUTIES

Facility duties may include, but are not limited to:

• Unlock and lock buildings for renters and programs.
• Be present and assist renters during events.
• Set up and breakdown tables and chairs for rentals and program classes.
• Maintain and keep facilities clean during and after events.
• Move furniture/equipment and return to appropriate storage areas after events.
• Assist renters with facility equipment usage.
• Clean sinks, counters, mirrors, stalls, floors, restrooms, and garbage disposal before and after rentals and program classes to ensure facilities are clean inside and outside.
• Performs duties within OSHA standards.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision of the Facilities Supervisor.

QUALIFICATIONS

• Ability to relate well to the public.
• Be reliable and responsible.
• Inform renters of current facility policies and procedures.
• Demonstrate poise and good judgment.

Previous public contact experience desirable.  Knowledge of general custodial cleaning apparatus.

Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.

• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown.

The Position

The City of Fremont's Human Services Department is seeking temporary employees to work evening shifts, from 5:00 p.m. – 9:00 p.m. during winter months (approximately October 13, 2025, through April 30, 2026). This position plays a vital role in supporting the temporary Winter Relief emergency shelter program, which provides a safe and welcoming environment for individuals and families experiencing homelessness.

Winter Relief Monitors will work under the direction of a Senior Program Coordinator and be responsible for up to 20 hours of work per week.

Training will include topics including harm reduction, de-escalation, Critical Time Intervention (CTI), and local community-based resources.
