Management (Budget) Analyst

This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

• Coordinate budget transfers and amendments

• Manage chart of accounts alignment and process documentation

• Support payroll processes, audits, and financial system upgrades

• Research local, state, and federal regulations for financial impacts

• Collaborate with other departments and outside agencies to gather and share financial data

• Contribute to cost allocation models, internal service fund rates, and related analysis

• Take on special projects and assist in the general administration of the Finance Department

The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.
• Investigate, identify and correct operational problems. 
• Develop operational and technical provisions for each service agreement.
• Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.
• Design campaigns to encourage superior performance, and providing feedback to contractors for continual improvement, especially in safety-related areas.
• Work directly with private and public entities on route development, scheduling, and reporting on service quality.
• Track budgetary expenditures throughout the year. Prepare monthly reports for assigning performance bonuses or liquidated damages based on contractor performance criteria established in contractual agreements.
• Represent the Bus Contracts Department at consumer advocacy forums, various committee meetings, city council meetings, and SamTrans Board of Directors meetings. Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
• Collect, organize, and complete monthly, quarterly and annual reports.

• Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
• Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases. 
• Conduct inspections of property and equipment at sites in and around District service area in a variety of weather and road conditions.
• Monitor bus maintenance and substance abuse programs of contractors through frequent random and regular inspections of equipment and records.
• Represent the District at community meetings and serves as SamTrans representative on the multi-agency consortiums.
• Represent SamTrans in contract compliance issues, always keeping the best interests of SamTrans at the forefront of priorities. 
• Collaborate with Accessible Services staff in quality oversight of paratransit service for the senior and disabled community under ADA rules and regulations.
• Perform all job duties independently and with the upmost professional discretion. 
• Responsible for intra-department training in: PeopleSoft, Microsoft Office, and Adobe Acrobat. Also responsible for general business systems training for department staff.
• Plan and operate special event transportation services for Bus Contracts.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associates degree in transportation, business or related field.
• Four (4) years of management or supervisory experience in bus operations, or management or supervisory experience of consultants, contractors, vendors or contracted services. 
• Must be able to possess a Valid California driver's license.
• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

• Bus transportation operations (ideally public transit) experience. 
• Proficiency in Microsoft Word and Excel.
• Excellent oral and written communication skills.
• Possess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.
• Able to represent the District in contract compliance issues.
• Valid California driver's license with a safe driving record preferred.

POSITION

• Provides assistance to patrons in locating and using library materials, equipment, and technology; explains library services, policies, and procedures.
• Lifting and carrying materials (up to 35lbs.) such as books, boxes or related equipment and pushing/pulling carts for shelving returned and in-house used library materials. 
• Shelves returned and in-house used library materials.
• Troubleshoots basic issues with public computers, MakerSpace equipment, and related technology.
• Supports library staff with leading programs.
• Performs other related duties as required.

QUALIFICATIONS

Experience: One year of experience involving customer service.

Training: High School Diploma or the equivalent

• Assists in ensuring that all City infrastructure complies with the City’s level of service standards, including all transportation systems, storm/surface water management systems, City facilities and infrastructure, and park and recreation facilities; assists in identifying and requesting assistance for maintenance projects.
• Operates a variety of hand and power tools and equipment in the performance of assigned duties including:  personnel hoists, tamping equipment, construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment; ride-on and walk-behind mowing equipment; operates small trucks with manual or automatic transmissions and two-ton dump truck.
• Performs heavy labor, shoveling and lifting, in the construction and repair of landscaping, parks, sewers, streets, water and storm drain lines and services.
• Performs a variety of maintenance tasks under identified standards, policies, practices, and procedures including but not limited to: sidewalks, curbs, gutters and street pavement repair; pavement marking; sweeping; sign installation, removal, and repair; mowing; weeding; cleaning, installing, and repairing storm basins and systems; play equipment inspection and repair; maintaining public restroom facilities; landscaping; read meters; constructs forms, boxes, fences, walls, and barricades; and general building maintenance.
• Performs and responds to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services; maintains the required response time in order to answer emergency, after hour and weekend calls for service.
• Cleans and maintains buildings and facilities, gutters, park pathways, floors, windows, and restrooms in parks and Civic Center complex, park equipment, streets, sidewalks, tools and equipment, parks medians, and other landscaped areas.
• Performs basic carpentry, cement work, oxyacetylene cutting and burning, and painting.
• Performs the handling and/or application of hazardous materials, fertilizers, herbicides, and other chemicals in accordance with applicable regulations and instructions.
• Maintains records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Treats all members of the public respectfully, courteously, and as a customer.
• Completes special projects as assigned; assists other departments as assigned.
• Maintains City easements and rights-of-way to be free of weeds and debris; performs upkeep of trees and vegetation.

Minimum Qualifications:

Knowledge of:  Principles, practices and techniques of public works and parks maintenance and repair; basic building maintenance and repair; automatic and manual irrigation systems;  methods, practices, tools, equipment and materials associated with the work; construction, repair and maintenance techniques and applications of roads, parks, landscaping, buildings, and other public works infrastructure; knowledge of safety hazards and applicable safety precautions associated with the work; effective techniques of communication including verbal and written.

Ability to:  Think and act quickly in emergencies; understand and carry out verbal and written instructions; meet standards of work performance; meet and maintain physical requirements of the job; establish and maintain cooperative relationships with those contacted in the course of the work; respond to work at any hour of the day or night as required during a disaster or other emergency situations; adhere to prescribed policies, procedures routines and practices; carry out assignments with minimal instructions; read and understand written instructions, equipment operation manuals and other written documents associated with the work.

Maintenance Worker I

Education:  High School Diploma or equivalent GED.

Experience:   One year full-time in semiskilled construction maintenance or landscape maintenance work.

License:  Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record and within six (6) months of hire, must possess and maintain a Class B California Driver’s License with required endorsements.  Those assigned to the Water Division within one (1) year must possess and maintain a Class D-2 Water Distribution Certificate from the California Department of Health Services.  Those assigned to the Collection Division, within one year must possess and maintain a California Water Environment Associations (CWEA) Grade I Collections Certificate.

Physical Requirements:

Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably.  Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment.  May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and inclement weather for extended periods of time; work in conditions that may contain dust, mold and various chemicals.

Special Requirements:   

Ability to report to work at any hour of the day or night as required during a disaster or other emergency situations; must respond to the job site, within the designated time frame, in response to after hour and weekend service calls.  Carry communication equipment in order to respond to after work hours.

While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.
• Work with legal and policy teams to draft tolling policies, agreements, and contracts.
• Exercise leadership of diverse professional, technical, and clerical staff through subordinate management and/or supervisory personnel.

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is a collaborative effort between C/CAG and the TA), both of which serve as founding member agencies. This partnership was established to jointly oversee the development, implementation, and operations of express lanes on U.S. Highway 101 in San Mateo County.

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

Duties may include, but are not limited to, the following:

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.
• Manage contracts and provide oversight related to tolling operations, including but not limited to toll operations, enforcement, and maintenance.
• Assist with the oversight of the community transportation benefits program.
• Review express lanes performance and related reports, provide relevant updates to JPA Executive Management, and recommend any modification and/or refinement to the performance algorithms.
• Identify and recommend best practices for toll operations and traffic management to JPA Executive Management to optimize system performance.
• Prepare written reports and present them to SMCEL-JPA Executive Management and the SMCEL-JPA Board.
• Monitor budgets to ensure consistency with projections and tolling operations are financially sustainable.
• Coordinate with the TA’s Finance Division to provide regular revenue forecasts and ensure timely development of monthly revenue and expense reports, annual budgets, and audits.
• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.
• Establish performance objectives.
