The Novato Sanitary District is seeking a highly motivated, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). The District will hire at the level of CSW I or CSW II depending on skills, certifications and licenses held by candidates in the pool of qualified applicants. 

The CSW performs a wide variety of tasks associated with the maintenance of wastewater collection and reclamation systems, including inspection, cleaning, maintenance, and repairs on lines, pump stations, and treatment facilities. The successful CSW I candidate will possess experience in general maintenance tasks, including the safe and effective operation of a variety of hand and power tools and equipment. Possession of a commercial driver's license is highly desirable. Experience working with sewer cleaning trucks and equipment is also a plus. The successful CSW II candidate will have three or more years of experience in collection system maintenance. Experience in pump station maintenance is highly desirable.

The Civil Rights Analyst reports to the Manager, Civil Rights Programs and is responsible for supporting the Disadvantaged Business Enterprise (DBE) and labor compliance programs with data entry, contract compliance, outreach, monitoring, and reporting. The position will primarily work for Peninsula Corridor Joint Powers Board (Caltrain) and the San Mateo County Transit District (SamTrans).

The Office of Civil Rights (OCR) is responsible for the administration and enforcement of local, state, and federal civil rights laws and regulations.

Essential Functions & Duties:

• Create and prepare compliance reports for submission to Federal Transit Administration, project teams, Board of Directors, and other stakeholders.
• Manage the District’s prompt payment database (B2Gnow).
• Provide analysis for metrics, budgeting, and contract compliance.
• Assist OCR program staff with outreach, events and regulatory compliance.
• Coordinate communications, community involvement, and vendor outreach events. Attend project meetings and outreach events as the District’s representative.

Examples of Essential Duties:

• Communicate with Agency staff, primes, subcontractors, and other stakeholders regarding contract compliance requirements. Develop training materials as needed.
• Maintain prompt payment and utilization data in B2Gnow through:
  • Acting as the District’s contact person for B2Gnow related inquiries. 
  • Data entry and maintenance of contract and payment information gathered from multiple sources.
  • Tracking payments, resolving payment discrepancies, and assisting contractors with payment-related questions.
  • Closing contracts and ensuring timely audits. 
  • Create and prepare reports that include both narrative and data analyses.
• Assist OCR staff with research, data entry, and ad-hoc projects to ensure compliance with state and federal regulations.
• Assist contractors with the certification or recertification process by working with the DBE Administrator to gather and review required information and documentation.
• Visit active jobsites to interview construction workers and perform commercially useful function verifications.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in business administration, social work, human services, data analytics, economics, political science, or other closely related field. 
• Two (2) years of professional experience with federal and state civil rights laws, programs, and reporting requirements.

DEFINITION
Under direction performs skilled work in several trades in the maintenance and repair of buildings and equipment on City owned buildings.

DISTINGUISHING CHARACTERISTICS
Positions in this class are assigned a variety of tasks in the building trades. Although the work requires the use of journey worker’s tools and the ability to perform operations in several of the crafts, the skills required in any one field is normally less that would be required of a journey worker in that field.

ESSENTIAL DUTIES (Responsibilities including but not limited to)

• Painting (patch holes, drywall taping and finishing, caulking, interior painting and exterior painting)
• Electrical (replace light bulbs, ballast, switches and outlets)
• Plumbing (repair/replace mixing valves and stems, plunge toilets and use power augers)

ESSENTIAL QUALIFICATIONS

Knowledge of:  Building trade methods, materials and equipment; safe work practices and estimate job material, duration and cost.

Ability to:  Work efficiently with others, log/record work completed, climb ladders, Use the required tools and equipment skillfully and safely; and work independently.

Skills:  Operate a variety of power tools such as paint sprayer, sanders and pressure washers, mixers, drills and grinders.

License:  Possession of a Class C driver’s license issued by the DMV.

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is obtained from two years’ experience in general building maintenance work including carpentry, plumbing, electrical work, painting. Typically, sufficient education is required to read and follow detailed instructions.

SPECIAL REQUIREMENTS
Ability to establish and maintain cooperative working relationships with all those contacted in the course of work; to understand and carry out oral and written instructions; twist upper body and to sit and stand for moderate periods of time. Ability to walk, kneel, crouch, stoop, and squat for long periods of time and to lift materials weighing up to 50 lbs.

Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

Essential Functions & Duties

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed.

• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

The Claims Specialist will report to the Insurance and Claims Administrator and will assist with liability claims and insurance program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County Express Lanes Joint Powers Authority (SMCELJPA). 

• Claims Processing and Management: Responsible for the processing of third-party personal injury and property damage claims against the District, ensuring thorough documentation, and adherence to both legal requirements and the District’s claims handling procedures. 

• Technical and Administrative Support: Provide essential technical and administrative assistance to the District’s third-party adjusting firm and internal and external legal partners facilitating efficient claim adjustments and resolutions. 

• Insurance Program Support: Assist in the administration and documentation of the District's annual insurance program, contributing to the enhancement and modernization of insurance processes.

The Role:

The City of Redwood City is seeking Firefighters or Firefighter/Paramedics who, under direction of the Fire Captain, will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighters also provide Basic Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Minimum of 30 semester college units.  Completion of college credits in the study of Fire Science or similar field.
2. High School Diploma or equivalent (G.E.D. or California Certificate of Proficiency).

1. Must possess a valid Emergency Medical Technician (EMT) certificate or valid Paramedic license.
2. Provide proof of a valid Candidate Physical Ability Test (CPT) certificate prior to appointment to the classification of Firefighter/Engineer.  CPAT must be current.
3. Possession of, or ability to obtain, a valid California driver’s license.  Driving record will be reviewed and any infractions will be evaluated on a case-by-case basis.

• Act in accordance with departmental policies, rules, and instructions in the field of firefighting.
• Apply principles practices and procedures of modern firefighting.
• Safely operate fire apparatus, equipment, tools, devices, facilities and use properly.

• Maintain an Emergency Medical Technician Certification as required by the State of California.

Special Requirements - Essential duties require the following physical abilities and work environment:

• Must be eighteen years of age;
• Vision Standards: Must pass a pre-employment medical exam according to the standards set by The National Fire Protection Agency (NFPA) and freedom from color blindness;
• Hearing Standards: Must pass a pre-employment medical exam according to NFPA;
• Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, lift and carry in excess of 100 lbs.; pull and/or drag 175 lbs.; work in the following environments: cold, extreme heat, extreme noise, outdoors, confining work spaces, elevated areas; work with electrical hazards, vibration, chemicals, dust, toxic waste, mechanical hazards, and explosive materials; availability for shift work.
• This position shall serve a probationary period of eighteen (18) months.
• As a condition of employment, employees shall comply with mandated medical monitoring.
