The ideal candidate will have experience working closely with the public in a fast-paced customer driven environment. The Library Specialist III position provides customer service and clerical support for Library operations by receiving and responding to patron questions regarding accounts and Library operations, assisting the public with the use of PCs, printers, copiers and automated equipment and performing Circulation duties including registering and maintaining patron accounts and sorting returned materials to provide access to the public. • Provide customer service and respond to general inquiries regarding Human Resources operations from the community, employees, and job applicants.

HUMAN RESOURCES & RISK MANAGEMENT TECHNICIAN I

Opportunity to work a 9/80 schedule with every other Friday off. This is a full-time, on-site position that actively supports department operations.

Initial salary placement is typically at the entry point of the range unless the candidate has prior directly related “lateral-level” human resources and/or risk management experience which may warrant initial placement at a higher step. Under general direction of the Administrative Services & Human Resources Director/Risk Manager, provide a wide variety of paraprofessional and technical duties related to human resources and/or risk management operations. 1. Assist employees and the public by providing information regarding human resources and/or risk management, including, but not limited to, recruitment processes, liability claims, workers compensation, classification and compensation, employee onboarding, employee programs and events, employee safety programs, employee performance evaluations and merit increases,   and personnel policies and procedures, in a courteous and professional manner to both internal and external customers as appropriate.

2. Utilizing the Human Capital Management system, enter employee data, create personnel actions for new hires, separations, and other employee changes for full-time and/or part-time/temporary/seasonal employees, and enter employee information into various employee benefit portals. Accuracy and attention to detail are vital to ensuring correct employee transactions and enrollments.
3. Track and prepare reports for employee performance evaluations; track probation periods; process related personnel actions; and provide monthly evaluation reports to department heads.
4. Using the Enterprise Resource Planning (ERP) system, process payments/invoices related to assigned program areas in a timely manner using correct account numbers and following purchasing processes; reconcile accounts as assigned.
5. Reconcile and enter accurate information for department purchasing cards following established procedures.
6. Run reports from the ERP system related to payments and/or various aspects of the Human Capital Management system.
7. Organize, coordinate, and maintain records and files (paper and electronic) related to assigned program areas to include providing support for records retention practices.
8. Assist with updating documents used for the annual open enrollment process for employee health benefits, including the City’s cafeteria program and assist with coordination of the annual Employee Health and Wellness Fair.
9. Receive and create files for new workers compensation and/or general liability claims; timely provide claim to claims examiner, third-party administrator, and/or director; provide claim information to risk pool, third party-administrator, employee, or claimant as appropriate; gather and prepare information for outside agencies related to risk management programs.
10. Coordinate and participate in periodic claim review meetings for general liability and/or workers compensation claims with assigned claim examiner; maintain current claim tracking charts; process claim related information as assigned.
11. Coordinate the agenda packet, minutes, and follow-up action items related to the city-wide employee safety committee and/or accident review board.
12. Provide technical and/or administrative support for the work of the Personnel Commission.
13. Regularly obtain and provide updates for Department of Justice criminal records check information for employees and/or volunteers as assigned; completed required training for DOJ program access.
14. Create and/or update forms and documents used for human resources and/or risk management to include creation of fillable forms using Adobe or other forms software.
15. Track employee certificate pay and/or drivers licenses expiration dates; coordinate with employee for updates and appointments; process transactions related to licenses and/or certificate pay.
16. Track employee service dates for service awards/employee recognition; track and order inventory of supplies needed for service award recognition.
17. Provide general information and tracking related to certain employees leaves to include union time off and/or catastrophic donation of leaves.
18. Provide timely benefit notices to separating employees related to COBRA benefits and/or retirement.
19. Assist with the development and provision of annual employee benefits statements and benefit summary documents to ensure that employee’s have accurate information regarding benefit enrollment and cost.
20. Coordinate projects to further a paperless office concept to improve the efficiency and storage of records within human resources and risk management.
21. Provide administrative and/or set-up support for recruitment and selection processes, including, but not limited to interview and/or testing processes as assigned.
22. Interpret rules, regulations, contracts, policies, procedures, and apply them in the performance of assigned job responsibilities.
23. Prepare quarterly report data and information for review and submittal.
24. Coordinate and/or assist in the coordination of group life, accidental death and dismemberment, and long-term disability programs, including researching and responding to claims.
25. Gather information and/or data as needed for informational purposes and/or for labor negotiations.
26. Update and maintain current data and information on the human resources and risk management related pages of the City’s website.
27. Establish and maintain a variety of files and official records, most being confidential in nature.
28. May coordinate projects or special events and/or participate on employee committees.
29. Provide technical and/or administrative support to director and/or analysts as needed.

1. Education and experience equivalent to a high school diploma or GED and three years of related human resources and/or risk management experience in a city or county municipal agency or with another similar organization/firm performing relevant technical, paraprofessional, and support activities.

   Examples of alternate ways to meet the above requirements, include, but are not limited to:

   • Possession of an Associate’s degree in business administration, public administration, or other related field of study from an accredited college or university is highly desirable, and such education may be substituted for up to two years of the required work experience, with 30 semester units equating to one year of the required work experience.
   • Possession of a Bachelor’s degree in business administration, public administration, or other related field of study from an accredited college or university is highly desirable, and when paired with a college-level internship of no less than three months in public sector human resources and/or risk management is qualifying.
   • Equivalency and evaluation of education and work experience is at the sole discretion of the City of Gilroy.

2. Computer keyboarding proficiency, with speed and accuracy, including experience using MS Office required.  Strong skills in Word, Excel, Outlook, and Adobe required.   Experience with the use of an ERP – Human Capital Management System is highly desired.

3. Possess and maintain a valid California Class C Driver License and a safe driving record necessary to operate assigned vehicles.

4. Willingness to attend related training programs to acquire and maintain skills, knowledge, and abilities related to the work.

5. Pass an employment background check, including a Department of Justice criminal record check.

THE POSITION

The City of San Rafael is seeking a motivated, civic and safety-minded Communications and Engagement Intern to support equitable outreach and engagement through the Fire Department's external communications, digital content, and public engagement initiatives. This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.

Under the direction of the Deputy Director of Emergency Management, the intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 30 hours per week (days/hours may vary). 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document Department programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the Department's website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback.
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.

KNOWLEDGE/SKILLS/ABILITIES

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

MINIMUM QUALIFICATIONS DESIRED

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

WORK SCHEDULE

• This is a hybrid, temporary position limited to a maximum of 1,000 hours per fiscal year (July 1 thru June 30.

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. • Engineering includes capital planning and project delivery, traffic engineering, and land use review and administration.

• Park and Streets Operations: This dedicated team of field staff manage the Town’s 113 miles of roadways and 17 parks and open space areas.

• Fleet and Facilities: The staff in this team manages all Town-owned buildings and oversee  the Town's fleet, including public works heavy equipment, and Los Gatos Monte Sereno Police Department vehicles.

• Arborist Services: The Town Arborist manages the Town’s 14000 trees, and oversees routine maintenance of these trees and the administration of tree removal permits.

• Environmental Services: Environmental staff work with the Town’s stormwater and waste hauling joint powers authorities to ensure compliance with state and federal laws related to these technical areas.

• Administrative Services: The Administrative team supports department operations, providing budget management, contract and procurement quality control, fiscal administrative support, park reservations, preparation of reports and documents, and various other services.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services.
