THE POSITION:

The City Manager’s Office is seeking an experienced Real Estate Manager to become a part of its executive team. This exciting newly created position offers an opportunity to work with a dedicated team advancing a number of City of Hayward priorities including growing the economy, cultivating vibrant neighborhoods and preserving, protecting and producing housing. The Real Estate Manager will be responsible for activities focused on the acquisition, leasing, disposition and management of real property.

The ideal candidate is a working manager with real property management experience, excellent leadership skills and a firm commitment to superior service. Hayward places a high priority on providing excellent customer service to its internal and external customers. Good written and verbal communication skills are essential to succeed in this position. The ideal candidate will have five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable.

 

 

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Develop and implement goals, objectives, policies and procedures related to the City’s real estate activities, plans and projects. 
• Manage City and Hayward Economic Development Corporation’s real estate acquisition and disposition initiatives to achieve City economic development and revenue objectives.
• Prepare requests for proposals designed to select developers and tenants; analyze business terms and negotiate complex lease and purchase agreements. 
• Manage the City’s portfolio of properties leased to third parties. 
• Consult and work closely with the City Attorney’s Office and/or outside legal counsel to ensure agreements, deeds, quitclaims, partial releases, partial reconveyance and other instruments are compliant with municipal, state and federal law. 
• Support Public Works Department with the negotiation and preparation of use agreements related to use of public right-of-way for telecommunication services, including but not limited to, fiber optic cable and small cell radio equipment; administer use agreements once entered. 
• Assist in the selection and contract negotiations with independent appraisers, relocation specialists, negotiators and other outside consultants involved with property, building and right-of-way acquisitions, appraisals, negotiations and relocations, and eminent domain proceedings; provide direction and instruction related to work as needed. 
• Manage administrative support staff to ensure records related to use agreements and leases are complied with, and payments are up to date, and follow up as needed on non-payment. 
• Review title reports to determine ownership, coordinate escrows, and assist other City staff in the preparation of property descriptions and reports related to real property. 
• Manage sales of City surplus property, including advertising, negotiations and recommendations regarding property sales. Provide technical assistance and advice to other City Departments as required relative to Real Property Program. 
• Coordinate outreach to tenants and property owners regarding projects requiring property acquisition; compile data to determine relocation and socio-economic needs of occupants and availability of relocation accommodations; and negotiate appropriate relocation terms and payments. 
• Prepare written and oral reports and correspondence to City Council, City Manager, other City Departments and Department staff. 
• Represent the City to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. 
• Research and prepare technical and administrative reports; prepare written correspondence. Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
• Foster an environment that embraces integrity, service, inclusion and collaboration. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable 

Education: Equivalent to a Bachelor's Degree from an accredited college or university in public or business administration, engineering, real estate or a related field. Appropriate experience may be substituted for education on a year-for-year basis.  

License: Possession and maintenance of a valid Class C California Driver’s License.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend, and safely lift and move equipment and materials weighing up to 35 pounds; withstand exposure to noise, vibration, chemicals, mechanical and electrical hazards; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public, elected officials, government agencies, and all different levels of City staff in an effective and professional manner. The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Land Development.

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. They will foster a culture of ethical leadership, continuous improvement, and inclusion—strengthening collaboration, building trust, and driving accountability throughout the department. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.
• Oversee contract development, billing processes and service deliverables necessary to support the programs. Complete reports required by funding agencies and build strong working relationships with funding parties.

POLICE OFFICER - Academy Graduate - $8,419 to $11,416 per month (up to $13,128 with incentives)

The City of Pleasant Hill is currently seeking applicants for Police Officer Academy Graduate. We offer excellent pay, benefits, opportunities for promotion, as well as the opportunity to serve a great community that values the services we provide.

Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. Other collateral opportunities include instructor positions (Firearms and Force Options Team), Regional SWAT, Mobile Field Force, 10851 Task Force, CSI, Regional Major Accident Investigation Team, Driving Team with firearms and force options team, Crisis Intervention Team (CIT), FBI Safe Streets Task Force, SET Team, Drone Team, Social Media Team, Community Resource Officer, School Resource Officer, and Field Training Officers. Specialty assignments may add an additional 5% pay. 

Officers work 12-hour shifts as part of a team concept. Shift schedules include 4-10 and 3-12, which may be changed periodically as job assignments may be rotated among patrol, traffic, and criminal investigation.  Night shifts include 5% additional pay. 

 

EDUCATION:

Academy Graduates (no sworn experience) - High school diploma and a minimum of 45 units of college-level course work, in addition to graduation from a P.O.S.T. basic academy.

Academy Graduate candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).
