The Position

The City of San Mateo is seeking a qualified and experienced Deputy City Librarian to serve in a key leadership role within the Library Department. Reporting to the City Librarian, the Deputy City Librarian acts as the Library’s chief operating officer and directly supervises division managers overseeing Children’s/Literacy Services, Information Services, and Circulation/Technical Services. The Deputy City Librarian also plays a lead role in cross-divisional project management, operational oversight, strategic plan implementation, and in representing the Library at meetings and public events.

This position requires a balance of operational excellence, strategic thinking, and strong people-centered leadership. The Deputy City Librarian helps ensure the delivery of high-quality library services while cultivating a positive, inclusive, and responsive workplace culture.

Examples of Duties - Duties may include but are not limited to, the following:

• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.
• Reviews changes in laws, regulations, and guidelines for their effect upon Library activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance.
• Assumes management responsibility for all daily operations, departments, programs, and services of the Library.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned services including human resources administration, library development, library service plan, outreach and marketing and is involved in the planning, implementing, and managing of new technologies.
• Monitors and evaluates the efficiency, effectiveness and quality of service delivery methods and procedures for the department.
• Reviews the work plan for the Supervising Librarians and Supervising Library Assistant; meets with each to identify and resolve problems.
• Negotiates and resolves significant and controversial issues.
• Conducts meetings and makes presentations; functions as the Library’s project manager for special projects as assigned;
• Assists in the coordination of library activities with other City departments and outside agencies.
• May participate in the delivery of library services.
• Be a community liaison and lead in fundraising relating to service outreach and marketing.
• Assists in the preparation of the annual budget for the library; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors monthly expenditures after budget adoption; oversees disposition of surplus materials; and approves purchase requisitions.
• Prepares a variety of reports and correspondence; reviews internal policies and procedures; develops content for press releases and other material for dissemination to the public.
• Represents the City and Library in the community, within the Peninsula Library System, and at professional meetings and committees, as necessary.
• Responds to citizen inquiries; investigates and resolves patron complaints and concerns; applies the principles of good customers service and instills it in staff members.

ABOUT ALLCOVE:
allcove™ https://allcove.org/ is a youth drop-in center model that has evolved from the Head Space Program in Australia and Foundry Program in British Columbia, Canada. PHCD is working closely with Stanford’s Center for Youth Mental Health and Well Being (CYMHWB) leadership who have been instrumental in defining the model for California and successfully influencing the State of California Mental Health Services & Oversight Accountability Commission (MHSOAC) to provide start up grants for five pilot centers around the State. ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department is looking for enthusiastic high school students to train and work within our After School Sports Program as a flag football, volleyball, or basketball official. On game days, youth referees will be partnered with experienced officials that will provide training and mentorship. Youth officials will typically work two days a week. Game days and times are Monday through Thursday, from 3:45pm-7pm.

Official’s shirt, whistle, and training resources are provided. All training is provided by the Silicon Valley Sports Officials Association. Training dates will vary based on sport and season and will include classroom and hands-on instruction.

Flag Football and Volleyball Training Season - APPLICATIONS DUE BY AUGUST 1

• Training - Mid-August – September
• League games begin the last week of September – second week of November

Basketball Training Season - APPLICATIONS DUE BY SEPTEMBER 15

• League Games begin the first week of December – third week of March

Additionally, applicants must meet the following education requirements to qualify:

Group Supervisor I ($34.61/hr-$43.24/hr) - Completion of at least 60 semester or 90 quarter units from an accredited college or university. An emphasis in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Group Supervisor II ($39.04/hr-$48.83/hr) - Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer. Felony and misdemeanors convictions may be disqualifying depending on type, number, severity, and recency. Group Supervisors hired into permanent positions must pass PC 832 peace officer training and complete a 160 hour STC training course within one year of appointment.

There are currently various vacancies in the Probation Department. Depending on qualifications, the vacancy may be filled at the Group Supervisor I or Group Supervisor II level.

Examples Of Duties

Group Supervisors are responsible for:

• Supervising daily activities of youth in confinement.
• Observing and supervising unstable youth.
• Enforcing security and safety measures including searches of youth and their living quarters for contraband.
• May perform housekeeping tasks.
• Providing orientation for newly detained youth.
• Explaining and enforcing rules and regulations.
• Providing transportation for youth from the County's detention facilities to other facilities and medical offices.
• Supervising daily activities such as meals, showers, housekeeping, laundry, yard work, recreation, vocational work crews, and visitation.
• Providing individual and group counseling.
• Leading group discussions and facilitating rehabilitation programs.
• Maintaining daily records of observations, incidents and events.
• Logging information, writing reports and summaries of behavior and maintaining records and files.
• Physically restraining assaultive youth and de-escalating violent behavior.
• Maintaining a safe environment for the youth and staff.
• Being a positive role model and authority figure.
• Participate in staff conferences.

Qualifications

Group Supervisor I: Completion of at least 60 semester or 90 quarter units from an accredited college or university. An emphasis in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Group Supervisor II: Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.

ABOUT THE POSITION

San Mateo County Health's Behavioral Health and Recovery Services Division (BHRS) is seeking a well-qualified individual for the position of Occupational Therapist II - Therapeutic Day Schools.

The mental health Occupational Therapy within the Therapeutic Day Schools (TDS) program assists youth in acquiring skills needed to function in their life roles of student and worker. As the students in the TDS program progress toward graduation they are then linked with the Department of Rehabilitation for assessment and counseling for future placement. The Occupational Therapist also provides treatment through the use of arts and crafts activities. The focus of this "activity" based treatment is the development of pre-vocational skills: pro-social and task skills.

Occupation Therapy services in the TDS unit are provided in two general areas: direct and indirect services. These services function to prepare the young person for the roles of a student, performance of age-appropriate daily living behaviors and ultimately the transition to worker, college student, or vocational training.

The Occupational Therapy program addresses: independent living skills, pre-vocational skills, socialization skills, recreation and leisure activities, and transition activities as outlined in the students Individualized Education Plan (IEP).

The Therapeutic Day School unit is comprised of two separate school programs serving high school aged special education students in the Jefferson High School District, and South San Francisco Unified School District. Each TDS program is a collaboration between that designated high school district. TDS students are certified special education students who have been evaluated and determined in need of intensive mental health services in order to benefit from their education. The core staff is comprised of a multi-disciplinary team including both mental health and educational staff. The TDS program works in close collaboration with outside service providers such as probation, social services, education, Wrap- Around service providers and other mental health contract agencies.

The Therapeutic Day School BHRS Staff include a Clinical Services Manager (1), Supervising Mental Health Clinician (1), Psychiatric Social Workers / Marriage and Family Therapists (2), Creative Arts Therapist (1), Occupational Therapist (1), Psychiatrist (1) and Medical Office Assistant (1). District special education staff include the Special Education Director (1), Program Specialist (1), Special Education Teacher (1 or 2), and Teaching Associates (1 or 2).

The ideal candidates will have:

• Experience working with adolescents in a mental health setting
• Experience working on a multidisciplinary team
• Experience working with special education students and participating in the IEP process
• Familiarity with normal adolescent development
• Familiarity with psychiatric disorders as defined in the DSM V manual
• Ability to provide treatment to youth who have co-occurring substance use issues
• Ability to structure and effectively run activity-based groups with teenagers

Responsibilities will include:

• Assessment and development of a treatment plan that links to the BHRS client treatment plan.
• Coordinating and implementing the TDS program's Occupational Therapy program, including group treatment, individual treatment, linkage to various agencies, and consultation to staff and families.
• Continual evaluation of youth capacities and deficits, and the students' response to treatment including the measurement of change and development.
• Conduct assessments, share findings and make appropriate recommendations.
• Collaborate and coordinate with the multi-disciplinary team which includes special education staff and mental health staff in order to provide comprehensive treatment to youth in the TDS program.
• Participate in milieu therapy and enforce the behavior management system.
• Provide consultation and support to families and staff as needed.
• Provide education and training to staff as needed.
• Liaison with community agencies to assess, implement or coordinate services.
• Work closely with district vocational support staff to assist students in transitioning to the role of worker.
• Participate in Individual Education Plan (IEP) meetings by completing and monitoring progress of the Individualized Transition Plan (ITP).

Qualifications

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Occupational Therapist II: One year of supervised experience in occupational therapy.

 Licensure/Certification: 

• Eligibility for or registration as an Occupational Therapist by the National Board for Certification in Occupational Therapy. Failure to obtain this licensure within twelve months of employment may result in termination.
• Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association; or must be obtained within six months of appointment.

• Effectively use, learn and perform tasks on recreation software systems 
• Monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies
• Ensure the cleanliness and safety of facilities throughout the day
• Demonstrate proficiency with word processing, data entry and organization

Depending on the specific work assignment, Recreation Specialists also are responsible for:

• Leading children in organized youth programs and activities
• Food preparation and food service in City nutrition programs.
• Handling money and electronic transactions
• Organizing class sign in sheets
• Monitoring, organizing, and running community programs
