The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

The Redwood City Police Department is currently accepting applications for Per-Diem COMMUNICATIONS DISPATCHERS.  Using a sophisticated Computer Aided Dispatch terminal, the Communications Dispatcher receives emergency calls from within the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, fire, ambulance, or other emergency units as necessary and in accordance with established procedures. The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

• Supervise and train less experienced operators on assigned shift.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Minimum Qualifications:  

·   Age not less than 21-years-old at time of appointment to the rang of police officer

·   Equivalent to completion of an Associate's degree from an accredited college

·   Effective January 1, 2023, peace officers must be legally authorized to work in the United States under federal law.  There are no specific citizenship requirements per Senate Bill 2. California Government Code Section 1031(h) limits employment authorization documents to those consistent with Section 274a.2 of Title 8 of the Code of Federal Regulations.  Specific documentation requirements can be found on the I-9, Employment Eligibility Verification form issued by the U.S. Citizenship and Immigration Services, Government Code section 1031(g) permits departments to adopt additional and/or higher standards.

· Free of any felony convictions

· Vision in each eye, correctable to at least 20/30

License or Certificate:

·   Possession of a valid California driver’s license and appropriate license classification as required.
