About the Department

Position Duties

This recruitment is intended to fill one permanent Analyst I/II position.

The Budget Analyst position in the City Manager’s Office is responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in the development of their operating/capital budgets; analysis of revenue and expenditure projections; coordination and presentation of budget information to the City Manager as appropriate; preparation of the City's annual Operating and/or Capital Budgets, Annual Report, Mid-Year Budget Review, and Fees and Charges Report; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, if necessary; supporting performance measures tracking; conducting research on budget and policy-related matters; and special projects as assigned. The Environmental Services Department is looking to fill a current vacancy in the Environmental Chemist I/II classification in the laboratory. Depending on the applicant qualifications, the position will be filled at the appropriate level/salary of either an Environmental Chemist I or Environmental Chemist II. The eligibility list may be used for future vacancies in the laboratory.

The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

The laboratory performs a variety of physical, chemical, biological and bacteriological analyses to monitor operations and demonstrate compliance for the City's wastewater, drinking water and industrial pretreatment programs. The Environmental Chemist I works independently under general supervision of the Senior Environmental Chemist, performing advanced chemical, physical, and bacteriological analyses of wastewater, drinking water and industrial wastes.

Minimum Qualifications

Education/Experience

The minimum qualifications for education and experience can be met in the following way:

Environmental Chemist I

A Bachelor's degree from an accredited college or university in chemistry, biology, or a closely related field.

Environmental Chemist II 
A Bachelor's degree from an accredited college or university in chemistry, biology, or a closely related field; AND

Two years of professional experience in a water or wastewater laboratory performing chemical, physical and bacteriological analysis of samples, using advanced instrumentation and analytical techniques similar to an Environmental Chemist I with the City of Sunnyvale.

POSITIONS

The City Manager’s Office is recruiting for two Management Analysts that will be assigned respectively to the Office of Economic Development & Sustainability and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.

Office of Economic Development & Sustainability 

The City Manager’s Office of Economic Development & Sustainability is a newly formed strategic unit to improve and enhance business growth and success and community sustainability and resilience.  The Office also oversees the City’s real estate assets and activities.

Reporting to the Director of Economic Development and Sustainability, the Management Analyst will be chiefly responsible for advancing interdepartmental sustainability initiatives citywide including the implementation of the City’s adopted Climate Action Plan (CAP). Immediate assignments will include creation of a CAP Dashboard to track and display the City’s progress toward CAP goals and outreach to stakeholders on sustainability efforts such as updating the City’s Reach Codes. The Management Analyst will also work on policy development to propose and implement best practices and coordinate with partners in the business, university, and the broader community to champion sustainability efforts. 

As a member of a cross functional team, the Management Analyst will also conduct RFPs, oversee vendor agreements, conduct technical analysis for sustainability efforts and provide support for the Office’s initiatives regarding economic development and real estate.

Stadium Authority Executive Director’s Office

The City Manager’s Office also operates as the Santa Clara Stadium Authority (Stadium Authority) Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities. 

The Stadium Authority Management Analyst will assist the Executive Director’s Office with day-to-day Stadium Authority operations and oversight efforts. • Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

•  Participates as a member of multidisciplinary treatment teams; addresses client goals, barriers, progress, and other relevant information to enhance treatment services; assists and supports clients in maintaining cooperative and effective relationships with treatment teams.

• Attends and participates in a variety of meetings, trainings, utilization and peer review activities, and other functions involving supervision, case consultation and public information and education.

• Maintains accurate, detailed, and thorough documentation, case records, and notes of all billable and non-billable activities and services related to client care; completes necessary documentation for billing purposes.

•  Maintains client confidentiality in compliance with all Health Insurance Portability and Accountability (HIPAA) regulations.

•  Performs crisis intervention counseling within scope; assists professional staff in coordinating or arranging for the provision of appropriate care services.

• Performs a variety of office administrative and clerical duties in support of assigned program/function, as necessary.

•  Provides transportation to clients as necessary or as assigned.

• Observes and complies with all Authority and mandated safety rules, regulations, and protocols.
