Overview:

The Plant/Pipeline Mechanical Technician I/II will perform maintenance and repair functions on industrial equipment used in water treatment, recycled water, water purification plants, pumping stations, and hydroelectric plants. This position will also work on related mechanical equipment components used for water treatment, storage, distribution, and flood control. They will be required to perform maintenance and repair duties on water conduits and equipment. As well as perform a variety of tasks relative to assigned areas of responsibility. This position will be assigned to work at one of Valley Water’s three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.

Key Responsibilities include, but are not limited to:

• Perform preventive maintenance on treatment plant and pipeline facilities through methods such as fluid and filter changes; confer with operations staff to solve problems and determine needs; maintain water conduits and equipment including vacuum breakers, air releases, and water valves; perform confined space related duties.
• Read and interpret plans and specifications; estimate labor and materials for proposed work, perform work in accordance with these documents; make preliminary sketches of work to be performed or completed; locate, examine, clarify, identify, record and mark locations of creeks, pipelines, telemetry, test cables, and underground cables.
• Diagnose mechanical problems; recommend preventative and corrective repair; make estimates of labor, materials, and supplies required to complete assigned work; request required materials. Diagnose and repair meter pumps, calibrators, flocculation, and filtration methods through vibration analysis and temperature reading and other inspection techniques; confer with operations and engineering staff to solve problems and determine needs.
• Operate a variety of hand tools and power equipment including welding equipment, lathes, drill presses, sanders, trucks, forklifts, boom lift, scissor lifts, and overhead cranes.
• Maintain records of work performed; enter and retrieve data from a Computerized Maintenance system (CMMS); ensure proper completion of reports including confined entry documentation.

Ideal Experience: 

Level I - One (1) years of experience with the maintenance of mechanical equipment and components. 

Level II - One (1) year of post-apprenticeship experience in the maintenance of mechanical equipment and components. In lieu of completing an apprenticeship, a candidate should possess four (4) years of journey-level experience in the maintenance of mechanical equipment and components.

Ideal Training and Education: 

Must have equivalent to the completion of the twelfth grade.

Plant/Pipeline Mechanical Technician I:

Possession of a D-1 Water Distribution Operator certification issued by the State Water Resources Control Board (SWRCB), Department of Drinking Water (DDW) within 18 months of appointment.

Plant/Pipeline Mechanical Technician II:

Possession of a D-2 Water Distribution Operator certification issued by the State Water Resources Control Board (SWRCB), Department of Drinking Water (DDW) within 24 months of appointment.

This position requires the individual to be onsite and is typically not a teleworking position.

This position will perform professional and technical civil engineering work in the design, construction and maintenance of public works facilities. The purpose of this recruitment is to fill a current vacancy in the Utilities Engineering Division of the Community Development Department, as well as establish an eligibility list for future vacancies.

This individual has experience with contract administration, capital improvement planning, and coordination across City departments, and may assist in supervising, training, and evaluating technical staff.

ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. Respond to citizen complaints and questions. Assist with property development agreements Prepare plans and legal descriptions for right-of-way acquisition. Prepare reports and applications for State and Federal funding. Supervise, train and evaluate assigned staff. Perform related duties as assigned.

QUALIFICATIONS

Junior Engineer

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil engineering.

Experience:
None required.

License or Certificate:

Possession of a valid California Driver’s License required upon hire.

Assistant Engineer

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in civil engineering.

Experience:
Two (2) years of increasingly responsible work experience in civil engineering or a closely related field.

License or Certificate:

Possession of a valid California driver’s license required upon hire.

Possession of a valid Engineering in Training (EIT) Certificate is desirable.

The City of Dixon is excited to announce the recruitment for an Interim Public Works Director (Retired Annuitant) for a duration of 6-12 months. This interim appointment is a great opportunity for highly motivated individuals ready to expand and refine their Public Works career.

The Interim Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This position requires a hands-on leader who can maintain momentum on existing initiatives while advancing new priorities across Public Works, Engineering, and land development functions.

This is an exempt, at-will senior management position directly responsible to the City Manager.

POSITION

To perform a variety of routine, non-hazardous and non-sworn law enforcement office and field work.  The purpose of this recruitment is to fill a current vacancy in the Woodland Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will have experience working in a law enforcement agency and/or have substantial professional experience with public interactions. Candidate will be a self-starter who can work with limited supervision.  The Ideal Candidate will work well as a member of a team, be well organized and have substantial report writing experience.

ESSENTIAL JOB FUNCTIONS

Investigate routine crimes and prepare appropriate reports.  Assist with abandoned vehicle abatement.  Assist in special traffic control.  Respond to non-criminal calls for service. Operate telephone and radio equipment.  Assist in crime scene identification activities.  Assist in collection, preservation and transportation of evidence.  Maintain accurate chain of custody records.  Inventory and release of evidence and property.  Prepare property for auction.  Purge of files.  Perform Parking Enforcement function.  Report damaged or inoperative traffic signals, signs and markings. Advise the general public on parking laws, regulations and ordinances. Receive complaints regarding parking citations.  Mark vehicles reported as abandoned and conduct follow-up, including towing and storing of vehicle.  Keep records and prepare reports.  Enforce non-moving vehicle code violations and city ordinances pertaining to vehicles.  Perform general clerical duties using typewriter and word processing. Receive calls and take messages. Prepare monthly statistical reports. Retrieve and input data into computer terminal. Prepare correspondence to victims of crime. Provide clerical assistance to detectives. Process reports assigned to detectives. Process court ordered registrants.  Collect pertinent data from police reports and input data into computer.  Make presentations in small and large group settings.  Assist in producing monthly, quarterly and yearly crime statistics reports.  Assist in analyzing statistical data to develop crime patterns. Publish understandable crime information for law enforcement staff.  Coordinate facility maintenance activities and repairs.  Develop and maintain facility tracking systems.  Issue required equipment to both sworn and non-sworn personnel.  Order new and replacement equipment as needed.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Administer first aid in emergencies. Work off-duty hours as assigned. Assist in training of less experienced personnel.  Perform related duties as assigned.

QUALIFICATIONS

Education:  High School diploma or equivalent.  Additional college course work or vocational training is highly desirable.

Experience:  Two (2) years of general administrative office work experience or one year of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Required upon hire, possession of a valid California driver's license.

Incorporated in 1874, the City of Wheatland is located at the gateway of California’s ‘Mother Lode’ gold rush country, approximately 34 miles north of Sacramento and 107 miles north of San Francisco. Wheatland is one of two incorporated cities in Yuba County. THE ORGANIZATION
The City of Wheatland operates under the Council/Manager form of government. The city is governed by five Councilmembers elected at-large, each serving four-year terms. The City Council appoints the City Manager and City Attorney. The City of Wheatland currently operates with a staff of 28 positions and provides a full array of municipal services including public safety, streets maintenance, parks, water and wastewater utilities, and administration. The city’s total budget for the current year is $11.1 million. 

ABOUT THE POSITION
 Under policy direction from the City Council, the City Manager serves as the chief executive officer for the City; The City Manager plans, manages, organizes and directs the overall administrative activities and operations of the City, develops and implements budget and financial strategies for the City and provides complex administrative support to the City Council. The City Manager develops and recommends policies, procedures, rules, and regulations governing City operations for presentation and approval from the City Council and ensures proper communication and implementation of policy decisions. This position directs the preparation of staff reports and agenda items and ensures that all City Council actions are properly recorded and implemented.
