This position will perform professional and technical civil engineering work in the design, construction and maintenance of public works facilities. The purpose of this recruitment is to fill a current vacancy in the Utilities Engineering Division of the Community Development Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

This individual brings a strong foundation in civil engineering principles and demonstrates the ability to apply engineering theory to practical, real-world municipal projects. The Ideal Candidate is detail-oriented, organized, and adaptable, with the ability to manage multiple priorities while meeting deadlines. They will establish and maintain effective working relationships with coworkers, contractors, consultants, and the public, and demonstrate a strong commitment to safety, accuracy, and public accountability.

At the Junior Engineer level, the Ideal Candidate is eager to learn and grow within a municipal engineering environment, performs responsible engineering office and field work under supervision, and shows the capacity to develop independent judgment over time. They possess a solid understanding of engineering mathematics, surveying, drafting, and construction methods, and can read and interpret plans, specifications, and technical documents. The successful candidate communicates effectively, collaborates well with internal teams and the public, and demonstrates professionalism when responding to citizen inquiries and assisting with public works projects.

At the Assistant Engineer level, the Ideal Candidate is an experienced civil engineer who works independently and exercises sound engineering judgment and initiative. They can manage complex public works projects from design through construction, reviewing plans and specifications for accuracy and compliance, conducting field inspections, and preparing cost estimates, reports, and recommendations. This individual has experience with contract administration, capital improvement planning, and coordination across City departments, and may assist in supervising, training, and evaluating technical staff.

ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. Respond to citizen complaints and questions. Assist with property development agreements Prepare plans and legal descriptions for right-of-way acquisition. Prepare reports and applications for State and Federal funding. Supervise, train and evaluate assigned staff. Perform related duties as assigned.

QUALIFICATIONS

Junior Engineer

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil engineering.

Experience:
None required.

License or Certificate:

Possession of a valid California Driver’s License required upon hire.

Assistant Engineer

Education:
Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in civil engineering.

Experience:
Two (2) years of increasingly responsible work experience in civil engineering or a closely related field.

License or Certificate:

Possession of a valid California driver’s license required upon hire.

Possession of a valid Engineering in Training (EIT) Certificate is desirable.

The ideal candidate has a minimum of five years’ experience performing the full range of technical work in the areas of general accounting and auditing.  Responsibilities include:

• Accounts receivable/payable.
• Reconciling expenditure and revenue accounts including capital assets and long-term debt funds.

• Assist in gathering data and preparing monthly financial and statistical reports.

• Maintain a variety of ledgers, registers, and journals according to established accounting policies and procedures; reconcile transactions and account statements; record changes and resolve differences; maintain the accuracy of accounting and financial records.
• Report generation.
• Produce journal entries to post  to the general ledger,
• Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.

The City of Lincoln is hiring up to 20 part-time Water Safety Instructors within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility; and provides swimming instruction.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in the planning, promoting and organizing of prescribed Red Cross programs and special events. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Prepare and maintain accurate and up-to-date records and reports.
• Conduct classes at all participant levels (beginning through advanced) and supervise students and swim lesson aide (s).  
• Prepare daily lesson plans for assigned swim instruction classes.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

KNOWLEDGE/ABILITIES/SKILLS

POSITION

To perform a variety of routine, non-hazardous and non-sworn law enforcement office and field work.  The purpose of this recruitment is to fill a current vacancy in the Woodland Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will have experience working in a law enforcement agency and/or have substantial professional experience with public interactions. Candidate will be a self-starter who can work with limited supervision.  The Ideal Candidate will work well as a member of a team, be well organized and have substantial report writing experience.

ESSENTIAL JOB FUNCTIONS

Investigate routine crimes and prepare appropriate reports.  Assist with abandoned vehicle abatement.  Assist in special traffic control.  Respond to non-criminal calls for service. Operate telephone and radio equipment.  Assist in crime scene identification activities.  Assist in collection, preservation and transportation of evidence.  Maintain accurate chain of custody records.  Inventory and release of evidence and property.  Prepare property for auction.  Purge of files.  Perform Parking Enforcement function.  Report damaged or inoperative traffic signals, signs and markings. Advise the general public on parking laws, regulations and ordinances. Receive complaints regarding parking citations.  Mark vehicles reported as abandoned and conduct follow-up, including towing and storing of vehicle.  Keep records and prepare reports.  Enforce non-moving vehicle code violations and city ordinances pertaining to vehicles.  Perform general clerical duties using typewriter and word processing. OTHER JOB FUNCTIONS

QUALIFICATIONS

Education:  High School diploma or equivalent.  Additional college course work or vocational training is highly desirable.

Experience:  Two (2) years of general administrative office work experience or one year of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Required upon hire, possession of a valid California driver's license.

The Interim Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This position requires a hands-on leader who can maintain momentum on existing initiatives while advancing new priorities across Public Works, Engineering, and land development functions.

This is an exempt, at-will senior management position directly responsible to the City Manager.

About the Position:  The Facilities Maintenance Specialist is responsible for performing all aspects of facilities maintenance for Midpen’s Administrative Office, including building operations, vehicle fleet inspections, landscaped grounds, parking areas, and various physical systems such as HVAC, plumbing, painting, assembly, construction, electrical, data cabling, and security systems.  This unique position has a foundation in older residential property improvements in a rural setting, including spring systems, old style construction including log framing, historic farm building construction, multiple materials and additions to the buildings are all aspects and considerations for repairs and tenant improvements. This position is also responsible for non-routine repairs and improvements at Midpen’s field properties and performs preventative maintenance tasks, repairs, and minor improvement projects. The Facilities Maintenance Specialist will coordinate  and oversee Midpen’s utilization of contractors and act as a point of contact for a wide range  of maintenance and repair tasks. Successful performance in this role requires broad  knowledge of facility maintenance trades and technical principles, as well as a professional background and the ability to effectively collaborate  with other Midpen departments. Work Environment:  This position is part of the  Facilities & Fleet Department and will be required to work onsite Monday through Friday on a 9/80 schedule.  Work will be performed at Midpen’s administrative office in Los Altos, field facilities, and also at residential properties located primarily in the field. May be required to work evenings, weekends, and holidays, be called back after hours and on weekends or respond to and perform work in emergency situations as required.  When conducting field assignments, work may include traversing rough, difficult terrain in inclement or hot weather with exposure to poison oak, wildlife and rodent inhabitants.  Duties will include building and facility work that will require climbing ladders and entering confined spaces.  Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. Positions in this classification must possess the ability to lift and carry materials and objects weighing up to 60 pounds and must possess the ability to push and pull objects weighing up to 100 pounds, with the use of proper equipment. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Education and Experience: 

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in facilities management, construction project management or a related field or training in applicable trades, and
• Three (3) years of experience in construction, maintenance, and/or repair of buildings, structures and/or related facilities.

Completion of an apprenticeship program or the equivalent training in one or more of the construction trades is highly desirable.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

About the Position: The Supervising Ranger is a dynamic and impactful leadership role with broad responsibility, exercising sound judgement and meaningful independence, while overseeing patrol operations across Midpen preserves. The position leads and mentors a team of sworn district peace officers, coordinates emergency response efforts, builds positive relationships with the public and key stakeholders, represents the District at public meetings, and works collaboratively with departments throughout the organization.

Successful candidates are people-focused leaders who can inspire and guide staff in both day-to-day operations and critical incidents.  The role calls for clear and effective communication, the ability to work with tact and diplomacy, and a commitment to public safety and resource protection.  Responsibilities also include enforcing applicable laws and regulations; administering first aid, providing Emergency Medical Response as a first responder, operating emergency patrol vehicles and two-way radios; and supporting wildland fire suppression efforts  as needed. Assigned Location: Midpen is currently seeking to fill one Supervising Ranger position, reporting to an Area Superintendent. • Possession of a valid California Class C Driver License (or ability to obtain one upon appointment for candidates possessing an out of state license).
• Possession of a District approved Law Enforcement Training certification.
• Possession of a valid California Penal Code 832 certificate, for appointment as a peace officer.
• Possession of a certificate of completion, or ability to complete, the District’s Field Training Program.
