The City of Lincoln's Finance Department is seeking a detail-oriented and collaborative individual to join our team as a Payroll Technician or Senior Payroll Technician, depending on qualifications and experience. This position plays a vital role in ensuring accurate and timely payroll processing for the organization. • Payroll Technician:  $5,410.59 - $7,250.71

DEFINITION

Under general supervision, performs general and specialized payroll and accounting duties related to the preparation, issuance and maintenance of City-wide payroll and financial records and payroll system; reviews and reconciles a variety of payroll reports including payroll taxes, benefits reports, quarterly taxes, and PERS retirement contributions; to serve as liaison to departments and City personnel, researching and responding to questions related to payroll; and to prepare and submit a variety of payroll related reports; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The Payroll Technician is the entry-level class within the Payroll Technician series; however, it operates at the journey level. Employees at this level are expected to perform the full range of routine to moderately complex payroll duties, requiring thorough knowledge of City payroll systems, policies, and departmental procedures. While Payroll Technicians operate independently in day-to-day payroll processing and compliance tasks, they are not typically responsible for interpreting complex regulations or acting as subject matter experts.

This classification is distinguished from the Senior Payroll Technician by the scope, complexity, and level of responsibility. Payroll Technicians work within established policies and procedures, while Senior Payroll Technicians lead the resolution of complex issues, interpret regulatory changes, and serve as technical specialists in the field.

The Senior Payroll Technician is a specialist-level classification responsible for the City’s payroll function. This class is distinguished from the Payroll Technician by the assignment, responsibility and performance as an experienced specialist in public sector payroll who can independently perform the duties and is expected to be the expert in the field. This work involves the interpretation and application of Federal, State and organizational rules, regulations and procedures requiring sustained, frequent, and intensive use of financial, statistical, and numerical data and information. The position requires a significant degree of knowledge, skill and experience in payroll functions and exercises a high degree of independent judgment and decision making.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision/general supervision from the Accounting Manager and/or Finance Director. May exercise technical and functional supervision over staff acting as supporting payroll personnel.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

Payroll Technician:

• Maintains the payroll system and employee pay records; posts and distributes time and attendance records, reviews, audits, and corrects time sheets; prepares paychecks; distributes paychecks and reports to various departments; prepares and files required reporting documents in an accurate and timely manner (including but not limited to quarterly reports and annual reporting of W-2s).
• Demonstrates a full understanding of applicable wage policies, procedures and work methods associated with assigned duties; maintains current knowledge of City, state and federal legislation affecting payroll; understands and implements applicable provisions of MOUs.
• Prepares pay records for posting to the general ledger; reconciles payroll records to the general ledger; prepares payroll journal vouchers; prepares a variety of routine and special reports as necessary; reviews, reconciles, approves, and submits all vouchers for payment of payroll liabilities (may include tracking of COBRA insurance payments and receipts).
• Processes withholdings, deductions, wage garnishments or other special payroll actions, and changes affecting net wages such as exemptions, insurance coverage, and loan payments; submits PERS retirement reports each payroll; prepares payroll tax deposits; complete, verify, and process forms and documentation for administration of benefits such as pension plans, and unemployment and medical insurance; reconciles payroll deductions withheld from employees to actual cost, including union dues, deferred compensation and credit union.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; reviews wages computed and works with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Assists employees, benefit vendors, auditors and outside agencies with payroll questions and requests; works with management to address any legalities and payments regarding compensation concerns such as judgments, arbitrations, and/or court rulings; assists employees in the completion of payroll related forms; researches changes to wage and hour ordinances and recommends modifications to the payroll system for compliance purposes; researches and analyzes data regarding salaries and benefits for cost studies.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and/or management.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
• Interfaces with the Human Resources Department to assure proper and timely processing of employee related paperwork.
• Perform related duties as assigned.

Senior Payroll Technician:

• Coordinate and perform a variety of specialized and detailed duties involving the processing and review of City-wide payroll; perform manual calculations as necessary, ensuring integrity and accuracy of data.
• Processes withholdings, deductions, union dues, wage garnishments or other special payroll actions and changes affecting net wages such as exemptions, disability insurance, health insurance coverage and loan payments.
• Balance and post payroll transactions to payroll ledgers and reconcile to accounting system; balance other financial, statistical and operational reports, statements and records.
• Ensure the accuracy of the City’s payroll; conduct detailed research and make corrections to calculations and payroll related reports.
• Analyze and reconcile payroll records; prepare, reconcile and submit a variety of bi-weekly, monthly, quarterly and annual payroll reports including but not limited to payroll taxes, GCC, ACA, W2’s, retirement, deferred compensation, payroll deductions, leave accruals and miscellaneous benefits.
• Reviews, reconciles, approves and submits all vouchers for payment of payroll liabilities including tracking of COBRA insurance payments and receipts. 
• Establish and maintain a variety of files for employee and payroll records; maintain records of payroll deductions; track and reconcile deductions.
• Determine schedules and timelines for payroll processes; post and distribute time and attendance records; review timesheets for accurate record-keeping; and preparation and submission of related reports.
• Test and implement payroll software system changes; consult with other City staff and outside vendors regarding software updates.
• Work with management to interpret and implement personnel rules, Memoranda of Understanding, federal and state regulations, CalPERS rules, and changes to reporting; explain rules and regulations regarding payroll.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; review wages computed and work with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and management.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

KNOWLEDGE/ABILITIES/SKILLS

POSITION

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department (WFD), as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

• Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.
• Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.
• Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel.
• Operate all types of portable fire extinguishers, hand tools, hose lines, power tools and appliances, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment.
• Participate in fire drills; serve as instructor as assigned; attend training sessions.
• Promote and maintain safety in the workplace.

• Follow chain of command and be responsive to orders.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present and fit for duty.

OTHER JOB FUNCTIONS

• Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.
• Participate in fire inspection activities and other fire prevention, community risk reduction, and public education activities as assigned.
• Ensure that businesses are operating in compliance with the fire code.
• Participate in the programs providing various public relations services, including facility tours, public education seminars and other public events.

• Assist in investigating fire origin and cause.

QUALIFICATIONS

Education:

• High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable.
• Proof of completion of accredited Firefighter Academy

Experience:

• Possession of at least three (3) years of full-time work experience with a municipal fire agency, including current employment in good standing.  Exceptions may be considered for those in lay-off status if deemed not for cause.

License or Certificate:

Required Upon Hire:

• Proof of valid Candidate Physical Ability Test (valid for one year from issuance date).

Required Upon Hire and Continued Employment:

• Valid California Commercial Driver License (Class A or B), or Class C w/FF endorsement
• Emergency Medical Technician Certificate
• Valid CPR certification

The Land Stewardship & Trails Department is Midpen’s largest, with over 70 employees during construction season. This position requires strong communication skills and the ability to collaborate effectively with team members who may be geographically dispersed. The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. The ideal candidate will be an accomplished professional with a highly collaborative management style, strong emotional intelligence, and interpersonal skills. Key responsibilities include:

• Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.
• Participates in the development and implementation of goals, objectives, policies, and priorities for the Department; participants in long term and short-term project planning; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
• Participates in the development and administration of and oversees Area budgets.
• Serves as a liaison for assigned Area to other District departments, outside agencies, neighborhood groups, and concerned citizens.
• Coordinates with fire agencies on fire risk prevention activities.

Work Environment: This position reports to the Land Stewardship & Trails Manager and will be assigned to a field office. The Area Manager works in an office setting primarily, and will attend various meetings and visit District field sites, which may require hiking through steep terrain and wildland areas and driving in remote areas on dirt roads.  Employee may be exposed to blood and body fluids when rendering First Aid and CPR. Experience: Five (5) years increasingly responsible experience in the protection, operation, or maintenance of parks, open space, forests, or public recreation areas and/or related facilities including two (2) years of supervisory or administrative responsibility.

Licenses & Certifications Required:    

• Possession of a valid California Driver’s License;
• Possession of, or the ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification
• Possession of, or ability to obtain, a valid First Responder or equivalent certificate
• Possession of, or ability to obtain, the level of certification in the Incident Command System Courses as specified under the National Incident Management System (NIMS).
• Possession of, or ability to obtain, a District approved Fire Suppression Training certification.

SRFECC is preparing for a Dispatcher Academy, beginning September 2025! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Your role involves receiving critical information, dispatching appropriate Fire and Emergency Medical Services (EMS) resources, providing live-saving instructions, relaying facts, and ensuring effective communication throughout the incident. This is an entry-level position ideal for individuals with no prior public safety dispatching experience. Advancement to Dispatcher II is expected within two years, and offers greater responsibility and higher pay.

This position requires the ability to work well under pressure, demonstrate exceptional communication skills, and think quickly during emergency situations. Shift work is required, and you must be available for nights, weekends, and holidays.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The ideal candidate will have strong supervisory, communication, and organizational skills to ensure efficient, consistent, and service-oriented warehouse operations.

Minimum Qualifications:
 • Graduation from high school or possession of a GED
 • Three (3) years of experience in storekeeping, warehousing or inventory control, at least one (1) year of which shall have been in a supervisory or lead capacity
 
Desirable Qualifications:
 • Graduation from an accredited college or university with an Associate or Bachelor's Degree in Business, Public Administration, Finance or related field is highly desirable
 
LICENSE
 Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.
 
OTHER REQUIREMENTS
 • May be required to work additional shifts, weekends, or unusual hours in the normal performance of duties to support emergency situations
 • Must be able to perform all of the essential functions of the job assignment

The Dixon Fire Department offers a challenging and rewarding opportunity for qualified applicants pursuing a career in fire safety.  The position performs fire prevention activities to save lives and property; responds to hazardous material incidents; responds to all fire alarms with designated company; prepares and operates the necessary equipment at the scene of the fire such as a hose, ladders, chemicals, bars, hooks, etc.; administers first aid to injured patrons; performs other acts required of a Firefighter at the scene of an emergency; carries out all duties assigned by Superior Officers.  Work involves irregular hours during the day and evenings, and on weekdays, weekends, and holidays.
