The City of Newark is seeking a Public Safety Clerk to join our Police Department.

Under the direction of the Police Records Supervisor, Public Safety Clerks perform a variety of administrative and data-driven tasks to support the processing and maintenance of Police Department reports, records, and files. Responsibilities include:

• Entering high volumes of data from police reports.

• Preparing statements, letters, petitions, and civil or criminal complaints using word processing software.

• Processing, indexing, and maintaining confidential law enforcement documents.

• Assisting the public in person and electronically by responding to requests for information.

• Collecting and invoicing fees for various services.

EXPERIENCE AND TRAINING

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education:

• Possession of a high school diploma or equivalent,

Experience:

• Two (2) years of administrative experience preparing, compiling, and distributing records, files, reports, or statistical information.
• Police records experience is desirable.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• California POST Records Course and California POST Public Records Act Course are desirable.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

  THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

 

IDEAL CANDIDATE

The City of Woodland is looking to fill a Utilities Maintenance Worker I/II position in the Public Works Water Distribution Division.  The Ideal Candidate is someone who has a good understanding of all aspects of underground water distribution maintenance and repairs and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow directions and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

 

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

 

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

 

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals;

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves;

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety. 

 

OTHER JOB FUNCTIONS

Respond to inquires from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

 

QUALIFICATIONS

Utilities Maintenance Worker I

Education: 

• Requires a High School Diploma or equivalent. 

Experience:

• Requires at least one (1) year of experience in construction or related field.

License and Certificate: 

• Possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) upon permanent employment

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

Prior to Permanent Appointment Employee Must Obtain:

• Valid Class B Driver's License with Tank and Air Brake Endorsement
• Work Zone Safety certification issued by the International Municipal Signal Association
• First Aid and CPR certifications
• Competent Person certification
• Confined Space certification

Utilities Maintenance Worker II

Education: 

• Requires a High School Diploma or equivalent. 
• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

Experience: 

• Requires at least one (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:

• Requires possession of a DWOCP Grade II Water Distribution Operator (D2) certificate upon hire.

The Ideal Candidate will be familiar with regulatory issues and principles pertaining to pollutant reduction, waste diversion, and California’s Senate Bill 1383, as well as how these topics relate to energy conservation, waste, habitat quality, and other environmental issues. • Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.

Facility duties may include, but are not limited to:

• Unlock and lock buildings for renters and programs.
• Be present and assist renters during events.
• Set up and breakdown tables and chairs for rentals and program classes.
• Maintain and keep facilities clean during and after events.
• Move furniture/equipment and return to appropriate storage areas after events.
• Assist renters with facility equipment usage.
• Clean sinks, counters, mirrors, stalls, floors, restrooms, and garbage disposal before and after rentals and program classes to ensure facilities are clean inside and outside.
• Performs duties within OSHA standards.

 

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision of the Facilities Supervisor.

Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.  

The ideal candidate will have significant economic development experience and will excel project management. The ideal candidate will be able to “hit the ground running” and quickly establish rapport, trust, and credibility within the organization and the community.  

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

The Position

The City of Fremont's Human Services Department is seeking temporary employees to work evening shifts, from 5:00 p.m. – 9:00 p.m. during winter months (approximately October 13, 2025, through April 30, 2026). This position plays a vital role in supporting the temporary Winter Relief emergency shelter program, which provides a safe and welcoming environment for individuals and families experiencing homelessness.

Winter Relief Monitors will work under the direction of a Senior Program Coordinator and be responsible for up to 20 hours of work per week.

Training will include topics including harm reduction, de-escalation, Critical Time Intervention (CTI), and local community-based resources.

Examples of Duties

• Foster a supportive and respectful environment through empathetic communication, addressing emotional challenges that may arise during participant transitions.
• Enforce program rules to maintain a safe environment by providing verbal warnings and educational support to promote understanding and voluntary compliance.
• Respond promptly to emergencies by assessing situations, contacting emergency services (e.g., 911), and communicating with property staff and public safety personnel.
• Operate a City of Fremont vehicle as required.
• Conduct daily room visits, distribute meals and supplies, and engage with participants to build rapport and understand individual needs.
• Collaborate in weekly team meetings for case consultation, providing input and developing strategies to support participants’ connections to community resources.
• Maintain accurate records, including daily sign-in sheets, incident reports, and documentation of on-site activities.
• Perform other duties as necessary.
