Essential Duties

What you will do:  

Duties may include but are not limited to the following:

Receives animals at the Shelter, isolating those showing signs of disease from healthy ones.
 
Vaccinates animals as they are received and administers medicine under instructions from a veterinarian; prepares identification collars and places on animals for accurate records.
 
Responds to questions from the public about animal breeds, temperament and adoptions;  advises public on appropriate choices for adoption and the proper care, treatment and control of animals.
 
Cleans, disinfects and maintains kennels and kennel area; performs dishwashing and laundering tasks.
 
Maintains a computerized log and record of all animals at shelter.
 
Reports any animals exhibiting symptoms of ill health or communicable disease.
 
Maintains inventories and supplies of food, medicines and controlled drugs, completing the necessary forms.

Assists in supervising volunteers.
 
Lifts and loads animals weighing up to seventy-five pounds.

The Department

The City of Fremont's Human Services Department is recognized nationally and internationally for its innovation and effective programs. The Department works to sustain the City’s social service infrastructure, which promotes a healthy and safe environment for all residents. The Department also directly offers services to residents throughout their life course from infants to elders. Services offered to families are designed to help them become or remain self-sufficient.

The Position

Under the supervision of a Human Services Department Homeless Care and Response Senior Program Coordinator, the Public Service Assistant II supports the provision of mobile dignity services, which include showers and laundry services, at one or more sites, to unhoused participants in the Fremont  and Newark area. The job includes driving a truck and hygiene unit trailer with a combined length of up to 51 feet, to one or more sites daily, and carrying out set-up, operating, and maintenance tasks. Other duties include working with site-based volunteers to coordinate shower usage, provide shower amenities, distribute clothing and other necessities, operate washing and drying machines, register unhoused participants who will be utilizing the service, maintain the daily usage count, and conduct special surveys.

This position will require up to 20 hours of work per week.

Examples of Duties

Coordination Functions

• Works with the Senior Program Coordinator to partner with volunteers at multiple service sites to provide mobile shower and laundry services for unhoused participants.
• Ensures accurate completion of Homeless Management Information System (InHOUSE/HMIS) intake form by clients utilizing shower and laundry services.
• Ensures all supplies needed for services and intake are available on the unit for service delivery at each site.
• Unhoused participants will place their clothes and other personal items needing to be laundered in mesh bags. Public Service Assistant II will place mesh bags in the washer/dryer and operate machines.
• Reinforces training provided by Senior Program Coordinator to volunteers on intake and record keeping processes.
• Communicates effectively and frequently with Human Services staff and other community organizations serving the homeless to identify and make referrals for homeless clients who need assistance accessing other services.
• Prepares a daily report with general client demographics, daily usage data, and incident reports. Prepares, in writing, a variety of operating reports such driving activity reports, accident reports and maintenance reports.

Driving Functions

• Drives and operates 19-foot truck (truck), pulling a 32-foot mobile hygiene trailer (trailer) to multiple services sites.
• Sets up trailer at multiple services sites (1-2 per day), including setting front-to-back and side-to-side trailer level using stabilizer jacks and trailer tongue jack, chocking trailer wheels, connecting generator to trailer, turning on generator and opening propane gas lines, lowering ADA ramp, and setting up portable steps to facilitate access to trailer.
• Loads and unloads heavy items (such as various types of cleaning and laundry supplies). Ensures that loads are properly and safely secured.
• Responsible for basic daily maintenance of the mobile hygiene unit, including: Checking oil and fluid level, and tire pressure,
• Filling and maintaining fuel levels for truck-mounted generator,
• Filling and maintaining water levels for 400-gallon water tanks which supplies water for showers and laundry washer,
• Filling and maintaining on-board propane tanks needed to operate hot-water heaters, Periodic washing of the exterior.
• Emptying black and grey water into City corporation yard dump station or other remote dump stations, on a daily basis.
• Cleaning of interior shower units after each use by a participant; conducts periodic deep cleaning of shower units and pressure washing of exterior of unit.
• Works with City Fleet supervisor to coordinate monthly/annual automotive and chassis repairs and maintenance.
• Utilizes cell phone and tablet for information and safety.

Ideal Candidate
The ideal candidate has in-depth procurement and contracts experience, whose substantial experience includes transit construction projects.  The candidate will oversee and manage the procurement and administration of all procurement and contracts for the BART Silicon Valley Phase II (“BSV II”) Project, including procurement and contract administration of Technology, Architectural, and Engineering (“A&E”) and other professional services contracts and major high-value, complex construction contracts with potentially various delivery methods, including Design-Bid-Build, Design-Build, Progressive Design-Build, and CM/GC.
 
The ideal candidate is familiar with both contract change management and contract claims management processes for change requests, amendments, and contract claims that arise during the administration of a transit construction project.  
 
The candidate’s in-depth experience will necessarily lead to candidate-led interfaces with BSV2 Project Controls, Design, Construction, and Risk teams, among others, such that procurement schedules are managed in alignment with the overall Project schedule.  
 
The candidate will oversee the development of Request for Qualifications, Request for Proposals, and Invitation for Bids, ensuring they comply with FTA, state, local, and VTA requirements; identify changes that are required and have the skillset to draft revisions to standard templates and General Terms and Conditions to submit for approval.  
 
The candidate coordinates with the BSV II Project to widely market upcoming procurements prior to formal advertisement to attract competition in BSV II procurements.  The candidate oversees the pre-advertisement industry events.
 
The candidate conducts the pre-bid and pre-proposal conferences, the bid openings on the Bid Due Date, conducts formal Discussions with proposers and oversees the evaluation process.
 
The candidate will provide guidance and direction to the Project Team preceding contract negotiations where permitted or required, such as negotiations of cost and pricing for A&E contracts.  The candidate has the skillset to draft a Negotiations Strategy Memo that considers multiple factors, including an analysis of the independent cost estimate, the proposer’s cost proposal, and market conditions.  The candidate and their team will oversee the negotiations, ensuring all proper documentation is in place and negotiations are conducted in a disciplined manner.  The candidate must prepare the record of negotiations and cost analysis prior to awarding the contract or contract amendment.
 
The candidate manages all bid protests, analyzes each bid protest, and provides recommendations of their disposition supported by clear facts, supporting documents, and persuasive arguments.   The candidate must have excellent written and oral communication skills.  
 
The candidate will execute contracts on behalf of VTA within signature authority as delegated by the Chief Procurement Officer.
 
The candidate will represent VTA at all disciplinary and other meetings.
For change orders, the candidate must lead the change order process, ensuring that there is a finding of merit and the cost is reasonable for the change in scope.  
 
The candidate will lead any and all procurement and contracts audits and reviews, including the FTA Triennial. The candidate will be responsible for maintaining contracts files of all BSVII contracts that are FTA requirements-compliant.
 
The candidate must have managerial skills to train and lead a group of contract administrators in all areas discussed above, including guiding them in rigorous management of their respective procurements.  
 
A 4-year Bachelor’s minimum education is required and a graduate degree is preferable.  Extensive experience in procurement and contracts is a must.   Experience in construction claims and even claims litigation is a plus.   This position is subject to VTA’s Telework Policy.
 

Definition

Under general direction, the Construction Contracts Administration Manager oversees and manages the procurement and administration of construction contracts including alternative delivery contracts such as Design Build (DB) and CM/GC (Construction Manager/General Contractor).

Distinguishing Characteristics

This classification is responsible for managing major VTA construction contracts and the related contract administration activities associated with construction projects.  Responsibilities include the administration of contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems.  This class is distinguished from the Deputy Director of Procurement, Contracts, and Materials in that the latter has overall responsibility for all procurement, contract administration, and materials management functions.

• Serves as a member of the management team in meetings/negotiations with labor unions and conducts financial analysis;
• Ensures that VTA complies with the various rulings and decisions of relevant administrative and judicial authorities;
• Monitors, revises, and enforces VTA procurement policies and procedures;
• Manages the development and implementation of department goals, objectives, policies, and priorities for work unit;
• Ensures that VTA complies with the requirements of funding agencies for usage of grant funds;
• Ensures compliance with VTA policies and procedures, including equal opportunity and discrimination and harassment prevention;
• Performs related duties as required.

Minimum Qualifications

Sufficient training, education, and public or private sector experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree, and substantial, increasingly responsible contract administration experience in a public agency or transit setting involving highly complex, high dollar value contracts, with several years of supervisory experience.

Possession of procurement certifications, such as CPPO and/or CFCM, are desirable.

The Position

The City of Fremont’s Human Services Department is currently looking for temporary employees to work evening shifts, from 4:00 p.m. – 9:00 p.m. From December 1st through April 30th, 2024, the City of Fremont will operate the Winter Relief Program to provide a safe and welcoming  environment  for  individuals and families experiencing homelessness. Participants will  have  access  to  shelter  rooms  in  local hotels and an opportunity to access additional services. Shelter monitors  will  work  under  the direction of a Human Service Specialist II.

This position will require up to 20 hours of work per week.

Examples of Duties

• This position is responsible for maintaining the health and safety of homeless individuals and families who are living on the streets or in their cars and need emergency shelter from cold weather and rain.
• Welcome all new program participants and work compassionately with those who may have difficulty engaging with service providers.
• Effectively resolve conflicts among participants and de‐escalate potentially violent situations.
• Maintain a friendly, safe, and supportive environment by ensuring participant adherence to program rules, especially related to behaviors that may be unsafe.
• Respond appropriately to emergencies. As necessary, notify public safety personnel. Pick up meals and personal supplies and facilitate distribution to program participants. Maintain a collaborative working relationship with hotel staff.
• Maintain accurate records including a daily sign‐in sheet.
• Daily use of email to submit detailed reports regarding participant attendance, supply needs, on-site incidents including any 911 utilization and/or emergency responder activity, and information about clients who may need additional medical or behavioral follow-up.
• Monitor and document room condition to ensure rooms are maintained in a clean and orderly fashion.
• Other duties as assigned.

Typical Duties

• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1] 

 

Water & Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

Minimum Qualifications

• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Two (2) years of experience in civil engineering office and field work.

Possible Substitutions:
• A Master's Degree in any branch of Civil Engineering from an ABET accredited college or University may be substituted for one (1) year of experience

LICENSES & CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is desirable
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Associate Engineer (Civil) prior to September 1, 2015 are waived of the required State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California

OTHER REQUIREMENTS
• Must be able to perform all of the essential functions of the job assignment.
• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.

CONFLICT OF INTEREST
Incumbents assigned to the Field Services position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.

 

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

General Description

As a Mental Health Counselor in the Human Services Department, incumbents will provide a full range of culturally responsive intake assessments, individual, family and group counseling, and crisis intervention services to enhance the mental health of those in need.

The Counselor is part of a larger Human Services team that includes psychologists, nurses, social work case managers, a family partner (peer support specialist), substance use disorder intervention specialists, and interns. Counselors receive continuous clinical training, consultation and professional development opportunities and receive supervision from a Clinical Supervisor.

The current vacancy is for a part-time (32 hours per week) temporary position (2 years) in the Family Resource Center (FRC) Division with prorated benefits working primarily with adults at the FRC Division.

Examples of Duties

• Conduct intake assessment which includes, psycho-social functioning, family and peer relationships, cultural/language needs and family strengths; develop care plans that respond to the individual’s or families’ values and strengths.
• Establish clinical diagnoses and identify list of problems and needs.
• Provide individual, family and group counseling to enhance clients’ mental and emotional health, social functioning and independent living skills, using a variety of therapeutic and counseling techniques.
• Provide therapy and supportive services to individuals /children and families from varying cultural backgrounds.
• Coordinate care plan.
• Link clients to available social services, educational and medical resources as appropriate.
• Comply with City, state, county, funders and agency’s policies and procedures, legal and ethical standards, quality assurance goals and audit requirements.
• Prepare correspondence and reports on treatment histories, progress and other matters related to the client’s treatment.
• Write and maintain clinical records following City and Funders’ guidelines. Attend quality chart review, case consultation meetings.
• Meet and maintain billing goals on a monthly basis.
• Attend required agency meetings and professional training.
• Attend community meetings, participate in task forces and committees as assigned.
• Conduct classes and give presentations to community organizations as assigned.
• Conduct services where client is most comfortable and are most appropriate including office-based sessions, field based, hospital, telehealth, school and home-based sessions.
• May provide clinical supervision to entry level interns or trainees, training and assistance to other staff or volunteers.
• Utilize departmental electronic health record and billing system MyEvolv.
• May be required to work other than business office hours.
