The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

Summary Description

Under immediate supervision performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Remove blight and illegal dumps from city property such as parks, right of ways, roadways, alleys, walkways, sidewalks and refuse disposal. 
3. Remove debris, shrubbery, brush, trash, tires, appliances, electronics, and miscellaneous items.
4. Make minor adjustments on service equipment; maintain tools and equipment in working order.
5. Abates graffiti.
6. Maintain logs of daily activities.
7. Assist in other areas as needed.
8. Perform related duties as required.
9. Repair and replace street surfaces, sidewalks, curbs, and gutters including back filling trenches and evacuations.
10. Perform the maintenance, repair, construction, and installation work of streets, storm drain, parking lots, street lights, traffic striping, and traffic control signs and signals.
11. Remove hazards from the roadway and other public rights of way.
12. Operate a variety of motorized equipment and specialized maintenance equipment.
13. Perform repaving, patching, overlaying, chuck hole, and crack sealing repair of asphalt.
14. Perform underground service alert locating, marking and notification.
15. Lay out and install traffic signs and pavement markings.
16. Repair and maintain storm drain lift stations.
17. Conduct traffic count surveys.
18. Maintain storm detention ponds, including cleaning, repairing, and spraying weeds.
19. Respond to hazardous materials spills.

QUALIFICATIONS

THE POSITION

The City of Chowchilla is seeking a Director of Finance.  This executive position performs highly responsible and complex professional work.  Plans, directs, supervises, and coordinates financial planning, accounting, revenue administration, data processing, purchasing, preparation of payroll, investments telecommunication accounts, billing and collection of utilities and other user charges; provides highly responsible professional and technical staff assistance to the City Administrator, City Council, and departments; and performs other related work as required;  The finance director is also designated to be the City Treasurer. 

TEMPORARY LIBRARY SPECIALIST III, PART TIME

 This classification provides clerical support for Library operations and programs by receiving and responding to patron questions, performing circulation duties, and performing duties related to the opening and closing of the Library. This classification differs from the lower-level classification of Library Specialist II in that the Library Specialist II performs the more routine duties.

Essential Job Functions:

• Conducts transactions with the public and employees including the acceptance of payments or fees, registration of new library cards, checking library materials in and out using either manual or automated circulation systems, updating patron records, preparation of requisitions, and receiving reports, distribution of documents, data, or information.

• Performs simple operations for updating or blocking certain fields in a patron's record and performs related work on the online system.

 If assigned to the Circulation work group, additional duties include:

• Performs daily start-up and closing operations for the computerized circulation system including setting up and taking down self check-out machines, logging on and off computers and restocking the circulation desk.
• Delivers library materials to homebound residents and offsite locations.

If assigned to the Technical Services work group, additional duties include:

• Processes new library materials; applies labels and creates packaging; programs RFID tag, enters information into circulation system and organizes onto carts for processing.
• Corrects call number labels and barcodes; reviews and resolves issues related to media playability.
• Receives and processes receiving slips and invoices for payments.
• Maintains work group's processing manual.
• Develops, maintains, and archives a variety of files, fling systems, and records.
• Collects information from various sources and compiles data for reports.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, carts and documents weighing up to 50 pounds is also required. The City of Stockton seeks to fill an Information Technology Supervisor position with primary responsibilities around Enterprise Applications. This position will be primarily responsible for maintaining enterprise applications, GIS applications, data integrations, budgeting,  and managing assigned staff within the Information Technology Department.  This Information Technology Supervisor is accountable for the leadership, facilitation, analysis, and design tasks required to ensure that assigned information systems at the City are evolving to providing value to the departments in a secure and cost-efficient way.

The incumbent will be responsible for developing strong plans and roadmaps on how the application portfolio meets the business needs in an efficient, cost-effective, resource-balanced and secure way to gain executive support and buy-in. The incumbent must be proficient in creating the documentation of current and future state, roadmaps, and transition plans that support application initiatives. The responsibilities of the City Attorney's Office consist of representing and advising the City Council and all City officers in all matters of law pertaining to their offices, representing and appearing on behalf of the City in all legal actions or proceedings, providing the City Council with information and advice regarding ongoing litigation and legislation affecting the City, and staffing City Council meetings and City boards and commission meetings as necessary. The Office consists of eight attorneys and a Risk Manager, who are supported by a full time Legal Executive Assistant and Legal Office Specialist (recently added in the FY 25-26 budget), as well as a part time Office Assistant.

The Legal Executive Assistant position is in the City Attorney’s Office and provides support to the City’s attorneys, as well as the Risk Manager.  This is a critical administrative support role in the City Attorney’s Office that is responsible for assisting with a wide variety of legal documents, processes and procedures. The ideal candidate should possess a high level of confidentiality, communication skills, tact and discretion, and be able to manage and track multiple projects for multiple attorneys simultaneously.  

The Legal Executive Assistant is distinguished from other classes in the administrative support series in that the incumbent provides responsible, confidential, administrative support services for the City Attorney and other attorneys in the Office. The job involves working with individuals, activities, and issues with which the City Attorney’s Office is involved and requires daily contact with a cross-section of government, community, and public and private officials, as well as individual members of the community.
