The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. You'll supervise staff, oversee procurement and mail services, and ensure compliance with City policies.

Responsibilities include oversight of a centralized Purchasing function. Working with departments, the Division identifies equipment, goods, and services that will meet the City’s needs and creates cost effective purchasing and maintenance agreements. The Division also issues and awards all non-construction bids and Request for Proposals, and opens all construction bids to obtain the best competitive pricing. The General Services Manager also works to enforce compliance of all City procurement and contracting policies, maintain the Purchasing information on the City’s website, and assure that customers and vendors have online access to needed information and forms.

 

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

EDUCATION
Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field.

EXPERIENCE
Four (4) years of experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation. Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

POLICE ASSISTANT

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

 

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Lieutenant and Traffic Sergeant. Projects are assigned, and the person usually works with very little supervision. 

 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.
• Must be flexible with hours and available to work some evenings and occasional weekends.

 

QUALIFICATIONS

Knowledge: 

Microsoft Office: Excel, Word, and PowerPoint.

 

Ability to:     

Effectively communicate verbally and through written correspondence; understand and follow verbal and written instructions, prepare clear and accurate reports, work cooperatively with others contacted in the course of work, handle multiple work requests under pressure, read and interpret maps, type at a speed of no less than 40WPM and have excellent customer service skills. Operation of radio communication equipment is required. Must be able to lift up to 20 pounds and stand outdoors for extended periods while performing traffic control assignments. Required to wear safety equipment, including a vest, belt, and uniform.

 

EXPERIENCE AND EDUCATION

Experience: 

One (1) year of full-time (or the equivalent of full-time) experience involving substantial public contact, or the exchange of detailed verbal information, including interpreting/clarifying rules, regulations, policies, or procedures and handling complaints as a primary element of the work performed. Must be at least 18 years of age at the time of application.

 

Education:   

High school graduation or equivalent.

 

 

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

Public Safety Dispatcher I is the entry level class in the Public Safety Dispatch series.  Performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; operates a variety of telecommunications equipment including radio, telephone, and computer aided dispatch systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

Dispatcher I

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

 

Dispatcher II Education/Training: Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course. Experience: Two years of experience comparable to that of a Dispatcher I with the City of Ceres.

SELECTION PROCESS

Application Evaluation:  The qualifications of each applicant, as set forth in the application, will be continuously reviewed by the Police Department and Human Resources. Applicants who pass the initial Application Evaluation Test will advance to the next testing phase, the Interview.   Note: Meeting the minimum qualifications does not guarantee advancement in the selection process.  

Those candidates who successfully pass the Interview phase of testing will be certified to a Hiring Eligibility List and the top three (3) scorers will be referred to the Police Department for a selection interview with the Chief of Police.  A select number of candidates will be authorized by the Chief to advance to the Background Investigation, including Fingerprinting.

The Environmental Services Manager is a member of the Public Works Department, reporting to the Public Works Director, and exercises independent judgment in managing the City’s Environmental Services programs. • Plans, manages, and conducts municipal elections and special elections; ensures compliance with the California Elections Code, Political Reform Act, and other government codes; provides candidate filing services, nomination assistance, and informational materials; maintains election documents for public inspection; oversees printing of sample ballot material; declares election results; administers and files oaths of office.

The City of Newark is seeking a knowledgeable Equipment Mechanic I/II with hands-on automotive experience to join our Public Works Maintenance Division. This position is responsible for maintaining and repairing City vehicles and equipment; ability to repair gasoline, diesel powered, or alternative fuel powered automotives; organization and log of tasks done and perform a variety of technical tasks relative to assigned areas of responsibility.

EXAMPLE OF DUTIES

• Perform routine maintenance on vehicles and equipment, including oil changes, lubrication, tune-ups, minor repairs, and limited fabrication or welding.
• Inspect, diagnose, and repair mechanical and electrical components, including tires, batteries, cooling systems, and related parts.
• Clean and detail vehicles; transport vehicles and supplies; maintain an organized shop and accurate service records using computer systems.

  • Possession of a high school diploma or equivalent, supplemented with specialized training in automotive and heavy construction equipment maintenance and repair, or a related field. 
  • Two (2) years of increasingly responsible experience performing automotive and general equipment maintenance work similar to that of an Equipment Mechanic I with the City of Newark. 

License and Certification

• Equipment Mechanic I
  • Possession of a valid driver license and a satisfactory driving record throughout employment.
     
• Equipment Mechanic II
  • Possession of a valid California Class A driver's license (with tank endorsement when applicable) within one year of appointment.  Positions performing safety sensitive functions are subject to the Federal Highway Administration Department of Transportation (D.O.T.) regulations and the City's Administrative Regulation concerning drug and alcohol testing as a continuing condition of employment with the City.
  • Possession of a valid California M1 (motorcycle operator’s license) within one year of appointment.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

• Reviews policies, procedures, and practices in the areas of licensing, revenue collection, purchasing, accounts payable, payroll, and similar areas of operation and control to improve efficiency and effectiveness; recommends and implements improvements. 
• Reviews business data processing applications and recommends and implements improvements; may be required to convert manual processes into automated systems. 
• Plans, organizes, staffs, directs, and controls the work of support staff including the monitoring, evaluation and revision of work assignments.
• Answers questions from City staff, contractors, vendors, and others regarding the activities of the department.
• Assists auditors in auditing the City’s accounting and reporting systems.
• Review and document job performance and provide employees with counseling to improve or remedy performance.
