This position will provide a variety of clerical duties required to assist veterans and their dependents in determining, applying for, and maintaining eligibility for benefits. The incumbent provides clerical support to the Veterans’ Services Officer. This position is full-time, and is scheduled for forty (40) hours per week.  
 

DEFINITION
Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Administrative Services Department, including Human Resources, Clerk of the Board and Risk Management; formulates departmental policies, goals, and directives; coordinates assigned activities with officials and outside agencies; fosters cooperative working relationships among Agency departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the General Manager in coordinating and directing Agency-wide departmental activities and operations and in executing the long-term vision for the Agency; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the General Manager. Exercises supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of supervision. 

CLASS CHARACTERISTICS
This is a department director classification that oversees, directs, and participates in all activities of the Administrative Services Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the General Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, Agency functions and activities, including the role of the Board of Directors and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering the Agency’s mission, goals, and objectives within general policy guidelines.

The City of Live Oak is seeking a team-oriented individual with municipal experience to lead the City’s Finance Department. Under direction of the City Manager, the Finance Director is charged with the responsibility of establishing and maintaining an accounting and financial system for the City of Live Oak in accordance with various legal requirements and generally accepted government accounting practices.

Duties may include, but are not limited to the following: Assume full management responsibility for all Finance Department Services and activities including general accounting functions, investment portfolio,  fiscal reporting, treasury, cash and debt management, utility billing, accounts payable, accounts receivable, payroll, citations, business licensing, collections, taxes, internal accounting controls, external audit coordination, annual budget preparation, presentation, analysis, and update, any and all other related financial matters as they occur; recommend and administer policies and procedures; administer the day-to-day activities of the City’s insurance programs including health, liability, workers compensation, life, and casualty insurance. Manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; direct, supervise, train, and evaluate department employees; recommend and administer policies and procedures; assume responsibility for the City’s budget process; analyze expenditures and revenues for budgetary purposes; prepare the annual budget documents for submittal to the City Manger and City Council. Represents the department to outside groups and organizations; participates in outside community and professional groups and committees; provides technical assistance as needed. Builds and maintains positive working relationships with assigned employees; other City management staff; outside agencies, businesses, consultants, and the general public utilizing principles of effective and positive customer service. Performs other duties as assigned.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. SUMMARY DESCRIPTION

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

The City of Patterson is seeking to fill one (1) part-time vacancy for a Facility Attendant in the Recreation Department and to establish an eligibility list.

Duties include, but are not limited to: under direct supervision, performs a variety of facility related tasks to ensure effective operations at the Recreation and Community Services Complex and related facilities and parks. Prepares facilities for use; works with users during events; provides set-up and arrangements for classes, meetings, and public and private events; registers participants for recreational programs; assists with cleaning and maintaining of Community Services' facilities including removing and disposing of trash, sweeping, and mopping of floors.  Provides staff support for recreation events and programs. 

This is a part-time position with hours up to 19 hours per week.  Must be available to work nights and weekends with varying shifts and schedules.

THE POSITION

Under supervision, performs skilled and technical fire suppression and prevention activities. Must be prepared to act up to the next rank as needed and performs other related duties as required.

Drives fire apparatus to fire incidents and emergency calls; prepares for pumping operations and pumps water to fire at proper pressure; Inspects pumping and other equipment to ensure that apparatus is in good working condition and notifies Fire Captain of any defects; inspects, cleans, and maintains equipment; assists in keeping fire station in a clean and orderly condition; maintains an accurate running log of out-of-service streets and hydrants in the City of Chowchilla; performs fire suppression tasks/responsibilities required during fire suppression, salvage, and overhaul; conducts fire prevention inspections of assigned occupancies and tests fire protection equipment; detects hazardous conditions or violations of fire and building ordinances and laws; issues citations and warnings for violations; may conduct training of civilian and Fire personnel in applicable fire code regulations, fire inspection methods and procedures, and fire safety; investigates cause and origin of fires, seeking evidence of arson or of fire code violations; prepares follow-up correction notices and letters pertaining to initial inspections; Performs related duties as required.

PREREQUISITES

Education and/or Experience:

• High School/GED and
• Currently serving a permanent appointment as a Firefighter with the CFD.

Lateral: 

• Currently employed as a Fire Engineer (or equivalent rank) with a fire suppression government agency for a minimum of one (1) year and have completed probation within that rank.
• Must possess a current Basic Life Support (BLS) certification and First Aid Certificate or higher certification by appointment.

• Three years of Volunteer Firefighting for the Chowchilla Volunteer Fire Department with a minimum of one year as a Fire Engineer and have completed probation within that rank.

The City of Patterson’s Public Works Department is seeking to fill (1) one part-time Maintenance Worker I position and to establish an Eligibility List.  In this entry level class in the Public Works Maintenance Worker series, employees are trained and learn to become gradually more independent in, performing unskilled and semi-skilled manual labor in the repair, maintenance, construction, landscaping and cleanup of public works, parks and city facilities and services.  Duties include but are not limited to assist with digging out, breaking up and hauling away damaged sidewalks, gutters, curbs, and asphalt pavements; assist with painting street signs, crossings, crosswalks, curbs and centerlines; assist in repairing or installing landscape irrigation systems; learn to trim, prune, and remove landscaping and shrubbery; learn to operate a variety of trucks and equipment, including dump trucks, vactor trucks, rollers, front-end loaders, backhoe, tractors, air hammers, pavement breakers, lawn mowers, and other turf equipment; performs related duties as assigned.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years experience performing duties at a level comparable to a Wastewater Operator I with the City of Ceres while in possession of a Grade I Wastewater Treatment Plant Operator certificate.

License or Certificate:
Possession of a valid Class B driver’s license.
Possession of a Grade I Wastewater Treatment Plant Operator certificate from the California State Water Resources Control Board.

THE DEPARTMENT

The Finance Department operates with thirteen full-time staff members (inclusive of the Finance Director) with an annual budget of approximately $130 million to manage for the City of which 2.3 million is attributable to the Finance department.  The department is currently going through an enterprise ERP change over and are working on the final stages of the payroll conversion. The Finance Team is made up of dedicated and hardworking individuals that are improving the financial operations throughout the City.   The Financial department is a liaison for all City departments.
