DEFINITION:

Under direction, plans, configures/develops, and manages information technology-related projects involving critical applications, large systems, databases, and sophisticated processes; provides team leadership, guidance, business, and technical expertise on assigned projects involving citywide computer systems; designs and/or creates database structures and data migration/conversion techniques for system(s) conversions or upgrades. Monitors and tunes databases to obtain optimum performance; creates and develops reports; applies analytical and advanced design techniques in developing and/or modifying new programs and/or systems; codes, configures and/or tests programs, and resolves related problems in large, complex systems; provides technical guidance to lower-level IT personnel and contractors through training, mentoring, and coaching. Performs other related duties as assigned.

 

DISTINGUISHING CHARACTERISTICS:

Application Integrator I

The Application Integrator I is the entry level class in this series and performs the more routine tasks associated with database and application projects. This classification may be alternatively staffed with the Application Integrator II, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Application Integrator II

The Application Integrator II is the journey level class responsible for the full range of duties associated with database and application projects. This classification is distinguished from the next higher classification of Senior Application Integrator in that the latter is an advanced journey level, performs the most complex assignments, and may have lead responsibilities.

Senior Application Integrator

The Senior Application Integrator is the advanced journey level and/or lead class responsible for a wide variety of complex database and application projects. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the amount of time spent performing the duties.

 

SUPERVISION RECEIVED/EXERCISED:

Application Integrator I

Receives direct supervision from the Chief Innovation and Technology Officer. Incumbents of this class do not routinely exercise supervision.

Application Integrator II

Receives supervision from the Chief Innovation and Technology Officer. Incumbents of this class do not routinely exercise supervision.

Senior Application Integrator

Receives general direction from the Chief Innovation and Technology Officer or his/her designee. May exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Perform complex work related to database management and administration, including designing, configuring, and implementing databases infrastructure architecture, backup and recovery planning implementation, integrations, overseeing disk capacity of server and database infrastructure, and monitoring performance of assigned databases and servers; modifying and upgrading existing databases; coordinating, developing, and performing data export and import routines between applications; and creating and modifying query language scripts.
• Perform complex work related to application development, configuration, integration and administration, including designing, developing, overseeing, and implementing application and integration architecture; backup and recovery planning; and implementation, integration, performance monitoring, data analysis, modifying and upgrading existing solutions, creating and modifying applications utilizing programming languages including but not limited to HTML, JavaScript, PowerShell, JSON, SQL, and Python.
• Coordinates and monitors information technology operational systems for the City, including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas, such as applications, operating systems, and database systems.
• Researches available technologies; assists in the development and administration of Requests for Proposal to acquire applicable departmental programs or systems from vendors in order to meet the identified needs; performs cost/benefit analyses of said systems; manages and executes installation upgrades and system patches; tracks problems and requests for system enhancement and equipment upgrades; identifies and recommends solutions related to the assigned program; and resolves problems as they occur.
• Assists with and performs installation of new and existing software, complex configuration duties, and related data migration, conversion, maintenance, and extraction work; performs modifications, testing, and implementation of vendor software; develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance; participates in the design of all required system interfaces and reviews and monitors vendors’ work.
• Serves as a trainer for staff regarding new procedures and software applications; demonstrates the software application systems; prepares written procedures and training materials for staff; provides support for specific department applications; tests programs and applications from users’ perspective.
• Conducts systems analyses; develops business and technical requirements; designs functional and technical specifications, writes source code, and tests applications.
• Assists in the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Lead and manage complex projects involving multiple City departments.
• Acts as a technical resource for City staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential required changes to business processes and/or procedures.
• Participates in defining requirements, development, design, and validation of new automated computer systems.
• Develops and runs custom reports using a variety of report applications and systems.
• Designs, writes, tests, and documents a variety of computer programs/report-writers using applicable programming languages.
• Prepares and maintains documentation and instruction; maintains and updates manuals, codebooks, templates, web pages, and related documents; follows recommended protocols and procedures.
• Creates and maintains users, user permissions, system privileges, passwords and other administrative tasks for assigned systems; monitors, logs, and files for evidence of problems and system issues; performs necessary backup/recovery activities at scheduled times.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in keeping records and preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work-related documents and acute hearing is required when providing phone and personal service.  The nature of the work may require the incumbent to lift equipment and materials weighing up to 25 pounds or more.

ROLE

Under the direction of the Director of Engineering/City Engineer, the Engineering Manager plans, organizes and directs the activities of an assigned engineering division; coordinates engineering services with other divisions, City departments, outside agencies and organizations; performs advanced level professional engineering work in the areas of current and advance engineering; provides complex staff assistance to the Director and others to plan, organize, supervise, and review the work of assigned staff; may be designated to serve as acting City Engineer and perform other related work as required.

SUPERVISION RECEIVED AND EXERCISED

The incumbent receives general direction from the Director and provides direction and supervision to assigned professional, technical, and clerical staff.

 

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

• Plans, manages, oversees and directs the professional and technical engineering work in the design, investigation, project management and construction of street, storm drainage facilities, sanitary sewer facilities, parks, park irrigation systems, water production and distribution facilities; reclaimed water, buildings, and other projects.
• Recommends goals and objectives; assists in the development and implementation of policies, procedures and standards to ensure compliance with applicable laws and regulations.
• Plans, organizes and supervises the activities of assigned professional, technical and clerical staff.
• Trains employees in work procedures, standards and safety practices; reviews work in progress or upon completion for compliance with standards; prepares documentation and improvement plans and recommends disciplinary action.
• Reviews and approves employee work schedules, overtime, vacation, sick leave and time cards.

• Reviews, assigns and oversees the design and development of public works and utility structures from pre-application through the construction phase; the preparation of project specifications; provides advice and instructions to subordinates on design standards and problems from design inception through the construction phase to completion of the project.
• Prepares and negotiates requests for proposals, contracts and agreements; analyzes proposed development projects for compliance with applicable codes, ordinances and regulations.
• Monitors and keeps informed of current trends in the field of municipal engineering, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommend policy and procedural modifications accordingly.
• Acts on behalf of the Director when needed.

 

PHYSICAL REQUIREMENTS

General

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

 

Examples of Essential Functions:

• · Provide engineering architectural and design support related to design review, renovations, structural improvements and repairs for Rail Operations, Capital Projects, Construction Management, and other Caltrain departments.

• · Works closely with key stakeholders internally and externally to maintain railroad facilities, structures, tracks, tunnels and bridges (civil/structural).

• · Review and perform capacity calculations on railway structures, design reviews and capital improvement projects to protect the integrity of the railroad structures, including historical preservation and to ensure technical requirements are met.

• · Oversee projects to be performed by outside agencies (3rd party projects) working on Caltrain property.

• · Participate in capital project development studies including consultant negotiations, estimating, and scheduling.

• · Identify root causes of engineering structural issues and present appropriate solutions.

Minimum Qualifications

 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. The City of East Palo Alto is seeking a skilled, passionate individual to fill one full-time Assistant/ Associate Engineer position. The Assistant/ Associate Engineer performs professional engineering field and office work related to the planning, design, construction, and maintenance of the City’s capital improvement projects, land development, traffic engineering, public works infrastructure, and daily departmental operations. The incumbent will prepare and review designs, specifications, and related engineering and construction documents. The individual will provide assistance related to consultant requests for proposals for professional and/or construction services. The Assistant/ Associate Engineer will confer with developers, contractors, other engineers, and the general public. The successful candidate will perform a variety of studies and prepare and present staff reports; and perform related duties, as assigned. The City will hire at either the Assistant or Associate level, depending on the qualifications held by the pool of candidates.

As a Contract Administrator, you will coordinate and manage the Libraries' contracts systems, working closely with division managers, vendors, and department leadership to ensure smooth and compliant procurement and contracting processes. DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.
• Create tools and resources to support staff in adopting policies, including initiatives like the Library’s Small Business First Policy.
• Leverage procurement platforms like Coupa to streamline purchasing, including use of punchouts, write-in tabs, and catalogs.
• Administer purchasing systems by coordinating user access, maintaining system settings, and resolving technical issues.
• Communicate clearly and professionally across teams to provide support, answer questions, and help resolve contract-related issues.
• Apply sound judgment to categorize procurement activity and ensure alignment with applicable policies and procedures.
• Collaborate across teams to support financial system transitions, vendor coordination, and invoice documentation requirements 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.
• Provide technical guidance on procurement requirements and thresholds.
• Ensure compliance with insurance, credentials, service plans, and payment schedules.
• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.
• Support adoption of Library procurement policies and tools, including Small Business First and Coupa features.
• Serve as Coupa Admin to manage backend settings (e.g., user access, chart of accounts, commodities) and support staff with troubleshooting.
• Monitor contracts and procurement transactions to ensure accuracy, compliance, and timely completion.
• Assist with the transition to invoice automation, including vendor communication and documentation of invoice support.
• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Contract Administrator I:  Two years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.  

Contract Administrator II:  Four years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
 

Knowledge of: 

• Principles and practices of public administration.
• Principles and practices of the program areas to which assigned.
• Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.
• Principles, practices, and techniques of administrative and programmatic research and analysis. 
• Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines. 
• Computer applications related to the work. 
• Office administrative practices and procedures, including records management and the operation of standard office equipment.

Skill/Ability to:

• Develop and evaluate proposals and negotiate contracts and agreements.
• Develop, monitor, and analyze budgets and program performance.
• Plan, coordinate, and implement administrative and programmatic research and analysis.

THE POSITION:

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources. 

• Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to management. 

• Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures. 

• Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing data and information relating to compensation and classification. 

• Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of administration. 

 

Examples of Duties:

• Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.

• Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment.

• Independently and proactively identify trends and insights for recommendations. 

• Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff. 

• Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner. 

• Analyze and interpret large datasets and information. 

• Leads meetings to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants. 

• Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and

• Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

 

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred. 

• Experience providing analytical support to a human resources function preferred.
