DEFINITION
Under general direction, to supervise and review the work of the professional and
technical staff of a section of the Engineering Division engaged in preparing and/or
reviewing plans, specifications, designs, estimates, and inspections relating to private
development, capital improvement, construction, development, and maintenance
projects; to coordinate the work of the section with that of the Engineering Division and
the Public Works Department; and to perform complex engineering design, construction
inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES
Provide engineering consultation services to various field and office personnel; design
and/or manage/oversee design and construction contracts on City's capital improvement
projects; review architectural, development and/or engineering maps, plans,
specifications, designs, and cost estimates, and provide recommendations on the
feasibility of bidding and constructing various construction or maintenance projects
prepared in-house or by consultants; administer contracts and inspect construction to
insure technical and legal compliance; plan, organize, and coordinate assigned work with
other City departments and outside agencies, consultants, and contractors; prepare or
direct project-related studies, reports, and correspondence for City administrators,
officials, and citizens; research and prepare Issue Statements on various policy
questions; assist with preparation of annual division budget; review, revise and maintain
the City's General Conditions, Standard Specifications and Drawings ("Standards");
research design and construction procedures and materials, and recommend
improvements in Standards to the City Engineer; assist with recruitments and formally
evaluate performance of assigned personnel. Review and oversee private development
and proposed subdivisions. Manage and oversee request for work in the Right-Of-Way.
Participate in budget preparation for Capital Improvement Program and coordinate with
other Public Works divisions. Serve as liaison for City Committees and Commissions as
well as represent the City at various countywide committees. Prepare and present staff
reports for City Council. Review, prepare and submit grant applications. Investigate and
provide recommendations for complex issues. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction;
principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works improvements; legal issues, including liability laws, relating to municipal construction and civil engineering. Private development review/entitlement process and subdivision map act requirements.

Ability to: Demonstrate skill and/or acquire current knowledge in organizing, managing,
supervising and evaluating the work of professional and technical engineering personnel; employ City administrative, budgeting, purchasing, personnel management and other related processes and procedures to assist in managing the division; prepare or direct the preparation of complex plans, specifications, and legal contracts; conduct contract negotiations for City projects; demonstrate clear and effective oral communication; prepare clear and concise correspondence, reports and other written documents; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis. Mentor and train staff.

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

Experience: Five years of increasingly responsible experience in design and construction management of civil engineering projects, with at least two of the five years at a level equivalent to a City of Daly City Civil Engineering Associate.

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

Camp Newark is seeking a confident, creative, and organized leader to serve as an Activity Coordinator for our dynamic summer camp program. This role is ideal for individuals who thrive in high-energy environments and are passionate about creating meaningful experiences for youth ages 6–11. 

The Activity Coordinator plays a key leadership role in planning and delivering engaging daily programming while supporting and supervising camp staff. Key Responsibilities: 

• Create, schedule, and implement creative camp activities for youth ages 6–11, including arts and crafts, sports, games, and STEM-based enrichment.

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

The Position

The Planning Intern will support the Community Development Department - Planning Division with research-based projects and assist staff with minor permit review. This internship is designed to provide hands-on experience in municipal planning, exposure to development review processes, and an understanding of how planning policies are implemented at the local level. The intern will work closely with planning staff and gain practical insight into zoning, land use regulations, and public-sector planning operations.

Duties: The primary projects will most likely include the following:

•    Conduct research related to land use planning, zoning regulations, and special planning initiatives
•    Assist planning staff with minor permit review
•    Help organize and analyze planning data, maps, and project materials
•    Prepare summaries and other written materials to support planning projects
•    Assist with updating planning documents, handouts, and internal resources
•    Participate in staff meetings and observe planning processes, as appropriate
•    Provide general administrative support to planning staff as needed

Minimum Qualifications

•    BA/BS Candidate in City Planning, Architecture, Public Policy or a similar discipline

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Plan, prioritize, communicate, delegate and monitor a variety of concurrent projects. Analyze and synthesize data and complex information; write comprehensive reports. Supervise, train, and evaluate one employee. Effectively prepare grants, written reports and recommendations; prepare and present reports at public meetings; deal effectively with the public; establish and maintain effective working relationships with staff, City officials, local commissions; provide strong administrative, fiscal management and policy analysis skills; be professional, respond to phone and electronic correspondence in a timely manner to the public and city employees, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.
