ABOUT THE ROLE ABOUT THE ROLE

Reporting to the Superintendent of Institutions, the Assistant Superintendent plays a critical leadership role in ensuring the care, custody, and rehabilitation of youth in juvenile hall. You’ll manage core operations and supervise staff across functional areas while fostering a culture rooted in accountability, respect, and positive transformation. Inside the hallways of the Youth Services Center School Department. This role requires sound judgment, strong administrative skills, and a deep understanding of juvenile justice practices. You’ll work closely with medical and mental health professionals, court representatives, and community partners to ensure comprehensive support for youth in custody.

KEY RESPONSIBILITIES KEY RESPONSIBILITIES

• Directly supervise and support Institution Services Managers and facility staff
• Ensure safe and effective operation of juvenile facilities in compliance with state and local policies
• Interpret court orders and oversee appropriate case execution
• Collaborate with law enforcement, health providers, and educational institutions
• Guide staff development, training, and performance evaluation
• Analyze data, prepare reports, and drive operational improvements
• Represent the Probation Department at meetings, hearings, and public forums
• Promote a rehabilitative environment focused on growth, accountability, and future success for detained youth

WE’RE LOOKING FOR SOMEONE WHO CAN DEMONSTRATE:

• Knowledge of human behavior, justice systems, or rehabilitation, gained through education, training, or experience
• Ability to perform probation-related duties like case management, report writing, and collaboration with partners
• Strong communication and interpersonal skills to work with diverse populations
• Sound judgment in applying policies and procedures fairly
• Experience handling complex casework in a public agency, nonprofit, or justice-related setting
• Experience promoting a rehabilitative milieu focused on future success for detained youth

A typical way to gain these skills may include a bachelor’s degree in a related field such as sociology, psychology, or justice studies, or two years of relevant experience in probation or community-based work.

The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC). 

The Position

This position manages core library literacy services over several program areas that include one-on-one adult tutoring, ESL, Computer and Citizenship instruction and programs, family literacy outreach and activities including our early literacy outreach van, afterschool homework program for a local Title I school, and literacy programs that cross many interest areas such as computer literacy, civic literacy, financial literacy.  Library literacy services are based out of the SSF Main Library and the Gene Mullin Community Learning Center and are embedded in general library services, supporting community members in their reading, learning, civic engagement and personal literacy goals.

The Opportunity

Under administrative direction of the City Manager, plans, organizes and provides administrative direction and oversight for all public works functions and activities, which include infrastructure engineering, design and construction, streets and traffic control, underground lines, review of private sector development, facility, parks and infrastructure maintenance and operation of water distribution and sanitary sewer collection systems; provides expert professional assistance to City management staff in areas of expertise; fosters cooperative working relationships with intergovernmental and regulatory agencies and various public and private groups; and performs related work as required.

Example of Duties:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; prepares and administers the department’s budget. Plans, programs and schedules engineering and support personnel on assigned projects and programs.
• Plans, organizes, administers, reviews and evaluates the work of professional, technical, maintenance and office support staff through subordinate levels of supervision.
• Provides for the selection, training, professional development and work evaluation of department staff; authorizes discipline as required; provides policy guidance and interpretation to staff.
• Contributes to the overall quality of the department’s service by developing, reviewing and implementing policies and procedures to meet legal requirements and City needs.
• Performs the duties of the City Engineer as prescribed by State law and City ordinances, including overseeing the preparation of engineering plans and specifications, the construction of public projects, and the administration of professional service, construction, maintenance and other contracts.
• Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups and the public.
• Oversees the development or update of the City’s Comprehensive Sewer and Water Plans, the Capital Improvement Plan and other plans related to municipal infrastructure.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Monitor the County’s Climate Action Plan, general plan amendments, and mobility investments.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Engage with academic researchers, environmental advocates, housing developers, and regional planning agencies.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Coordinate with the Director of Community Engagement to elevate on-the-ground feedback.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Track state and federal funding streams relevant to HHSA priorities.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.
• Collaborate with the Communications Director and Digital Communications Specialist to ensure brand alignment across platforms.
• Archive and catalog media content for future use.
• Assist with livestreaming, lighting, audio, and other media production tasks at press conferences and events.
• Assist with rapid-response visual content during breaking news, emergencies, or policy rollouts.
• Create culturally competent and community-informed visual content that reflects the diversity of the district.

The Digital Media Manager is the lead writer and content strategist for the Office of Supervisor Paloma Aguirre. This position is responsible for developing and executing written content for social media, newsletters, speeches, digital platforms, press releases, and official statements. The Digital Media Manager ensures consistent voice, tone, and message alignment across all platforms and works closely with the Media Content Producer to deliver cohesive digital storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Draft, edit, and publish content for newsletters, social media, and the official website.
• Write press releases, talking points, public statements, and speeches.
• Develop and maintain a content calendar in alignment with office goals and public engagement efforts.
• Support rapid response communications during high-profile or crisis events.
• Collaborate with the Media Content Producer to pair visual and written content effectively.
• Track analytics on digital engagement to track performance and adjust content strategies accordingly.
• Ensure all written content reflects the values and voice of the Supervisor.
• Monitor trends and conversations in local media to inform messaging and identify opportunities for engagement.
• Assist with translation and adaptation of bilingual content for cultural accuracy and tone.

Join our team as a Program Manager of Electronic Revenue Operations, where you’ll lead the oversight and innovation of tolling and Clipper fare systems across bridges, buses, and ferries. This role ensures smooth, secure, and accurate processing in electronic transactions while improving systems that serve the public every day.

Key Responsibilities:
• Oversee and optimize all electronic tolling (AET), fare collection (Clipper), and other revenue operations
• Lead technical troubleshooting, system audits, and revenue tracking from transaction to deposit
• Analyze daily revenue and passenger data trends; provide actionable reporting to leadership
• Coordinate collaborative cross-functional teams including vendors, tech contractors, and internal departments
• Enforce performance standards and compliance with contracts and toll policy
• Drive continuous improvement through data analysis, vendor oversight, and customer service feedback
• Participate in regional and national tolling committees to represent and enhance District practices
• Support budget development, cost control, and operational upgrades to back-office systems
• Ensure system integrity for out-of-state vehicle tolls, DMV processing, and enforcement collections

Minimum qualifications:
• A bachelor’s degree in business administration, public administration, transportation, finance, engineering, computer science, or a related field.
• 3 years of increasing experience in operations, program or project management, or transaction based systems in relevant industries such as tolling or transportation, financial services, technology/software systems, or logistics. Experience must include program or project oversight, vendor or contractor management, system or data analysis, and customer service.

Preferred:
• Experience with public agencies, tolling systems, or technical program management
• Familiarity with electronic payment systems, DMV processes, and vendor coordination
