The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $138,593.04 - $179,371.20.  This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy.

This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The Land Stewardship & Trails Department is Midpen’s largest, with over 70 employees during construction season. The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. • Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.

Work Environment: This position reports to the Land Stewardship & Trails Manager and will be assigned to a field office. The Area Manager works in an office setting primarily, and will attend various meetings and visit District field sites, which may require hiking through steep terrain and wildland areas and driving in remote areas on dirt roads.  Employee may be exposed to blood and body fluids when rendering First Aid and CPR. Experience: Five (5) years increasingly responsible experience in the protection, operation, or maintenance of parks, open space, forests, or public recreation areas and/or related facilities including two (2) years of supervisory or administrative responsibility.

Licenses & Certifications Required:    

• Possession of a valid California Driver’s License;
• Possession of, or the ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification
• Possession of, or ability to obtain, a valid First Responder or equivalent certificate
• Possession of, or ability to obtain, the level of certification in the Incident Command System Courses as specified under the National Incident Management System (NIMS).
• Possession of, or ability to obtain, a District approved Fire Suppression Training certification.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the position of Senior Facilities Maintenance Specialist in the Administrative Services & Human Resources/Risk Management Department, Facilities Division.

In this exciting opportunity, the Senior Facilities Maintenance Specialist will work under direct supervision of the Facilities & Fleet Superintendent and will be responsible for maintaining and constructing all City buildings, structures, and park facilities. It requires someone who can work independently, collaborate effectively as part of a team, and has experience supervising or coordinating work and overseeing the performance of others.

The Senior Facilities Maintenance Specialist is distinguished from the Facilities Maintenance Specialist in that the Senior Specialist is expected to perform the more challenging and complex tasks and is expected to perform certain administrative functions in support of the Facilities Division. This role offers a blend of strategic oversight and hands-on work. You'll have the opportunity to lead initiatives that impact the community directly, such as energy efficiency upgrades, safety improvements, and facility renovations. These tasks include a range of semi-skilled construction and repair work involving the use of basic tools and trade-related equipment. Duties may involve repairing electrical equipment and wiring systems; fixing windows, doors, cabinets, and other building components; maintaining interior and exterior furniture such as tables, chairs, benches, and bookcases; performing general plumbing repairs and installations; and carrying out basic concrete and masonry work. 

Additionally, you must be able to diagnose mechanical problems and methodically troubleshoot any issues occurring with building systems, machines, and equipment. This role also serves as a trainer and provides leadership to the team on specific tasks and projects.
 

ABOUT THE DEPARTMENT
The City of Gilroy’s Facilities Division, part of the Administrative Services Department, is responsible for maintaining and preserving the city’s public buildings and essential infrastructure. Our team ensures that city facilities remain safe, functional, and welcoming for both staff and the community. FIRST YEAR PROJECTS/ASSIGNMENTS:

• Assist in procurement efforts by obtaining vendor quotes for the installation of an HVAC system in the Annex server room.
• Assist with gathering and analyzing solar generation data to quantify the saving generated from the installation of solar panels at four city locations.
• Evaluate current Facilities Preventative Maintenance Program/Schedule and make recommendations for improvements and to include efficient work distribution to the Facilities team.
