• Assists with production and update of volunteer training manuals and volunteer job descriptions. 
• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

Essential Duties

What you will do:

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.

8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

AC Transit is seeking a Project Manager I (Utility Location and Marking) in the Capital Projects department. Under general direction, serves as project manager for routine to moderately complex projects and assists higher-level project managers on more complex projects as needed. This is the experienced level within the Project Manager series. There are four (4) levels within the series, which are distinguished from one another by the technical complexity of the assigned duties and the level of discretion and independent judgment exercised. Positions at this level are responsible for performing project management activities for routine to moderately complex projects.

Maintain and upgrade as appropriate existing utility location documentation.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For Engineering/Capital Projects: Equivalent to a Bachelor’s degree in architecture, engineering, planning, or a related field.

Experience: Four (4) years of experience in the professional field required by the assigned special projects or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Coordinator. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).

Highly Desirable: 

• Ability to read and understand as-built plans, including construction plans
• Ability to observe construction work performed by others that impacts District's utilities to ensure any site restoration is done to code.
• Must understand the 811 / USA Alert system and program, how it works, how to monitor for projects that may impact our District assets.
• Must know the color codes used to mark utilities.
• Interpersonal skills to coordinate with contractor who are permitted to excavate in/around District assets and with City inspectors to enforce quality standards on subject contractors. Ability to use locator equipment, materials, and hand tools to perform marking tasks. Ability to write reports documenting marking tasks performed.
• Must be proactive and a self-starter. Utility marking requires the individual to stay ahead of the contractors.
• Must be willing to work in inclement weather.

Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

We are accepting applications to fill an Engineer position in the Engineering Department.  The incumbent will be part of a team of seven working on the City's capital engineering projects.  The position will be filled at any level of the Civil Engineer classification series, dependent upon candidate qualifications.  The salary ranges for each class level are as follows:

DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter performs the more complex and difficult assignments within the division.

The Associate Engineer is the journey level class in the professional civil engineering series and is responsible for performing the more complex design and construction of capital improvement projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the next higher classification of Senior Civil Engineer in that the latter performs the most complex and difficult assignments within the division and may exercise direct supervision over assigned project staff.

The Senior Civil Engineer is an advanced journey level registered professional engineer class and exercises full responsibility for planning and organizing a variety of assigned engineering projects and directing the work of assigned staff. • Manages, develops and coordinates assigned program activities such as industrial waste ordinance management, grease trap enforcement, and other City Municipal Code-related activities, including policy development, community education, regional and state program coordination and required infrastructure modifications; recommend program activity budgets.
• Monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures; participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level engineering personnel.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service.  Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.  The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards.  The nature of the work also requires the incumbent to drive motorized vehicles.
