What You’ll Do 

The Communications Manager will hone and execute the City of San Mateo’s communication strategy, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff.  You will work with our internal team to ensure current, high-quality communications products are available. The Communications Manager reports to the Assistant City Manager and may receive direction from the City Manager, has direct supervisory responsibilities, and will lead collaborative teams. 

Some duties may include:  

• Lead the City’s social media efforts and cross departmental social media team; develop and coordinate implementation of the City’s social media strategy, policies and presence and monitor the City’s online reputation. 

• Develop and implement an integrated strategic communication plan to advance the City’s brand identity and broaden awareness of its programs, priorities and accomplishments; ensure communication strategies are consistent with the City’s strategic plan and vision.  

• Create and manage a decentralized communications team to support the departments’ communications needs and the development and execution of the communications strategy.  

• Anticipate and identify challenges and emerging issues faced by the organization; work with the senior management team and staff to recognize communications opportunities and design and execute appropriate strategies to address them.  

• Develop and oversee mechanisms to measure the success and continuously improve the quality of the City’s communications.  

• Oversee development and dissemination of print communications (including the annual report, marketing collateral materials) and electronic communications (including the City’s website, social media and new media) and manage relationships with associated vendors.  

• Serve as spokesperson and lead contact on media interactions; build and manage press relationships to achieve accurate coverage of City events, public announcements, projects and programs.  

• Prepare talking points, presentations, speeches and other supporting material as needed.  

• Manage the City’s website, including content strategy, integrated messaging, creative direction and analytics.  

• Collaborate with departments to plan and coordinate public meetings, surveys and other outreach efforts to better understand community views regarding potential City decisions, satisfaction with City services and preferences for engaging with the City.

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions as well as driving around the Bay Area. Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in public relations, communications, business administration, public policy or a closely related field, and:

Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.

ABOUT THE AIR DISTRICT

The Bay Area Air District (Air District) created in 1955, is the state’s first regional agency to regulate air pollution. The Air District was created during this time, as the air in the Bay Area was often unhealthy to breathe due to burning, vehicle exhaust, and factories polluting the air.

The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround the San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.

The Board of Directors oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in communities within the Air District jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements these policies, gives direction to staff, and provides air quality thought leadership on a state, national and global scale. The Air District consists of 538 dedicated staff members, including engineers, inspectors, planners, scientists, and other professionals.

The Air District has a mission to improve air quality to protect public health, reduce historical and current environmental inequities, and mitigate climate change and its impact. This mission cannot be realized without a clear focus on our most impacted communities and addressing the environmental injustices that they experience.  Six core values that drive the Air District are: transparency, partnership, environmental justice, equity, trust, and integrity. The Air District also ensures that businesses comply with some of the nation’s most stringent air pollution laws and regulations, provides incentives and grants to encourage clean air alternatives and actions, and prioritizes our work in communities on the frontlines of pollution exposure. ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer of Information Management. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer of Information Management provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  The position oversees the modernization of the Air District’s technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. It oversees the following functions:
 

Enterprise Technology Solutions
Enterprise Technology Solutions identifies, develops, and implements both custom and off-the-shelf technologies that enhance the Air District’s core operations. Key examples include systems, which enable permitting, inspection, and enforcement processes for regulated facilities, grants management tools, the Air District’s financial system, and the technology powering the public-facing website. Enterprise Technology Solutions works closely with other service areas to streamline business processes, promote innovation, and ensure that technology solutions effectively meet staff and community needs.

Information Services
Information Services is responsible for designing, implementing, and maintaining the Air District’s information technology infrastructure. This includes managing servers and networks, telecommunications, cybersecurity, business continuity, and disaster recovery systems. Information Services also provides user support to Air District staff and technical assistance to external stakeholders, ensuring seamless and secure access to online services. By focusing on resilience and continuous improvement, Information Services safeguards the Air District’s data and systems against evolving threats and disruptions and fosters effective implementation of initiatives to improve air quality, protect public health, and address environmental challenges in the Bay Area.

Strategic Innovation
The position will oversee additional projects that aim to modernize Air District operations and bring innovative solutions to advance the Air District’s mission. As an example, the 2024-2029 Strategic Plan guides the Air District’s work to address air quality issues more effectively, with a focus on communities most overburdened by air pollution. It also guides how to transform our organization to align more closely with our core values of environmental justice, equity, integrity, partnership, transparency, and trust. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.

The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. The City of Foster City is seeking a dedicated and experienced Senior Management Analyst to join the Public Works Department. The position provides high-level analytical and strategic support for Public Works, focusing on the water program or the solid waste program, components of the Departmental budget, and comprehensive analytical support for the Department's divisions and operational processes. The Senior Management Analyst performs a variety of complex professional analytical work in support of department operations, programs, and projects including budget development, contract administration, project management, and/or program analysis. The position will be responsible for regulatory reports and writing staff reports.

The ideal candidate will have experience in some combination of water resource management, solid waste program management, or budget preparation, as they will work on either the water program or the solid waste program, and assist with budget development. Experience with utilities is a plus, but not required. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, or a related field.

Experience: Three years as a Management Analyst with the City of Foster City or equivalent or five (5) years of increasingly responsible professional experience in administrative work involving finance, budgets, contracts, or other related functions.

Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works Department will make the hiring decision.

Department Interview: Week of October 27 (exact date TBD)

Join our team as a Program Manager of Electronic Revenue Operations, where you’ll lead the oversight and innovation of tolling and Clipper fare systems across bridges, buses, and ferries. This role ensures smooth, secure, and accurate processing in electronic transactions while improving systems that serve the public every day.

Key Responsibilities:
• Oversee and optimize all electronic tolling (AET), fare collection (Clipper), and other revenue operations
• Lead technical troubleshooting, system audits, and revenue tracking from transaction to deposit
• Analyze daily revenue and passenger data trends; provide actionable reporting to leadership
• Coordinate collaborative cross-functional teams including vendors, tech contractors, and internal departments
• Enforce performance standards and compliance with contracts and toll policy
• Drive continuous improvement through data analysis, vendor oversight, and customer service feedback
• Participate in regional and national tolling committees to represent and enhance District practices
• Support budget development, cost control, and operational upgrades to back-office systems
• Ensure system integrity for out-of-state vehicle tolls, DMV processing, and enforcement collections

Minimum qualifications:
• A bachelor’s degree in business administration, public administration, transportation, finance, engineering, computer science, or a related field.
• 3 years of increasing experience in operations, program or project management, or transaction based systems in relevant industries such as tolling or transportation, financial services, technology/software systems, or logistics. Experience must include program or project oversight, vendor or contractor management, system or data analysis, and customer service.

Preferred:
• Experience with public agencies, tolling systems, or technical program management
• Familiarity with electronic payment systems, DMV processes, and vendor coordination
